GLOSSARY OF TERMS
1. The following terms defined in Annex A of OPNAV P-111-1-86, "Navy Training Plan Manual," dated 21 July 1986 are provided for information.
Approved NTP - The principal document stating the billets, personnel, military construction and training material requirements to support the introduction and operational use of new developments. It is that NTP version approved by both the DCNO or DMSO Program Sponsor and DCNO (MPT).
Annual Training Input Requirement (ATIR) - Annual student input to a specific course necessary to attain and sustain the operational trained manpower requirements.
Average-On-Board (AOB) - AOB equals the sum of the planned annual input and predicted annual graduates (output) divided by two with the quotient multiplied by course length (see definition) in calendar days (inclusive of weekends and holidays) divided by 365.

Billet - A specific military manpower space which is assigned qualifiers that define the duties, tasks and functions to be performed and the specific skills and skill level required to perform the delineated functions. (NOTE: Billet connotes military manning; position connotes civilian manning).
Fleet Billet - A billet established aboard a fleet operational unit, including Fleet Readiness Squadron (FRS) billets.
Staff Billet - Those officer enlisted instructor, maintenance/administrative or other billets to support the training activity.
Student Billet - Those billets intended for Navy and Marine Corps students in a formal course of instruction.
Chargeable Student Billet - Billets chargeable to overall Navy end-strength and occupied by officer/enlisted students assigned to a course of instruction by PCS orders, regardless of the length of school. Expressed in terms of AOB.
"Non-chargeable" Student Billet - "Non-chargeable" student billets do not exist and are not definable. Students under instruction are either chargeable to a student billet or to an operational billet.
Billet Base - Pool of billets for which funding has been provided and allocated to a specific program.

Billet/Training Profile - A profile which identifies a specific billet by title, rate/rating, PNEC/SNEC, department/division, and condition I and Condition III watch stations. It also includes a sequential listing of the skill progression and functional training required by course title, CIN, course data processing (CDP), location, and length in days.
Cadre Training - Training of an initial (nucleus) group of personnel, such as instructors.
Class Frequency - The number of times a course will convene during a fiscal year.
Classes of Schools and Courses - Schools and courses designed and maintained to assist the forces afloat by giving instruction and training which, because of the student population, time allowed, and facilities available, can be given more advantageously ashore. They are divided into the following categories.
Class "A" - Provides the basic technical knowledge and skills required to prepare for job entry level performance and further specialized training. Includes apprenticeships training. An NEC, MOS, or Air Force Specialty Code (AFSC) may be awarded to identify the skill achieved. Also includes some officer courses such as Communication Officer, ASW Officer, etc.
Class "C" - Provides advanced knowledge, skills and techniques to perform a particular job in a billet and/or any course which awards or is a prerequisite to a skill awarding course; i.e., NEC, MOS, or AFSC, or is thirteen calendar days or longer and does not conform to the definition of a Class "A" Course.
Class "F" - Provides team training to fleet personnel, officer and enlisted, who normally are, or are enroute to duty as members of a ship's company and/or individual training such as refresher, operator, maintenance, and technical training of less than 13 calendar days established to meet the needs of the fleet or type commanders. An NEC, MOS, or AFSC will not be awarded.
Competency - A task required to support the accomplishment of a specific function/job/watch station. Each competency is supported by a number of Personnel Performance Profiles (PPPs).
Course Identification Number (CIN) - Alpha-numeric number assigned to identify a Navy Training Course.
Course Length - The number of calendar days that expire from the class convening date through and including the class graduation date of a particular class. Weekends and holidays are included in the count even though classes are not conducted on those days. The convening date is counted as the first day; the graduation date is the last day. Length of self-paced courses will be expressed in the average student time (calendar days) required to complete the course. Example: A course convening on Monday of one week and graduating Friday of the second has a course length of 12 days.

Draft NTP - That version of the NTP, assigned a number by DCNO (MPT), forwarded by the PDA for review and comment.
Factory Training - That training or instruction provided by a contractor in the operation, maintenance, or employment of a system, equipment, device, or training aid. It can be conducted at the contractor's site or government facilities. Factory training can be initial or follow-on training.
Follow-on Operational Test and Evaluation (FOT&E) - All OT&E conducted after the production and deployment decision (Milestone III).
Follow-on Training - Training accomplished by means of structured and scheduled training action characterized by careful planning and use of curricula.
General Purpose Electronic Test Equipment (GPETE) - Cognizance materials assigned to COMSPAWARSYSCOM for technical responsibility.
Initial Operating Capability - The first attainment date of the capability by a unit to effectively employ a new development provided trained personnel have been assigned and the new development can be operationally supported in such areas as maintenance, repair parts, documents, and training.
Initial Training - Training funded by the TSA (normally PDA) until the TA has acquired the capability to train.
Integrated Logistics Support (ILS) - A composite of the elements necessary to assure the effective and economical support of a new development at all levels of maintenance for its programmed life cycle.
Line Replacement Unit (LRU) - A generic term which includes all the replaceable components of non-avionics equipment, systems, or subsystems as installed in ship or submarine weapon systems with the exception of cable, mounting provisions, and fuse boxes or circuit breakers.
Major MILCON - Military Construction costing over $1,000,000.
Manning - The specific inventory of people at an activity in terms of numbers, grades and occupational groups.
Manpower Authorization (OPNAV 1000/2) - The qualitative and quantitative expression of manpower requirements authorized by CNO for a naval activity. It is the single official statement of organizational manning and billets/positions authorized. Billets/positions authorized are the billets/positions approved by the Chief of Naval Operations for current operating conditions and may, depending on the mission of the activity, represent full organizational manning.

Manpower Authorization Change Request (OPNAV 1000/4A) - The document used by activities to request the assignment of manpower or changes to Manpower Authorizations, and by the Chief of Naval Operations for the introduction of manpower requirements data into the Manpower, Personnel and Training Information System (MAPTIS).
Manpower Requirements - The number of officer and enlisted manpower required for each activity, which has been approved for planning purposes by the Chief of Naval Operations, as representing:
1. A need for manpower by quantities and skills, determined using industrial engineering and management analytical techniques.
2. A statement of quantity and quality of manpower (billets) needed to perform Required Operational Capabilities (ROC) in a Projected Operational Environment (POE). For existing ships, aircraft squadrons and shore activities, these requirements are displayed in Ship, Squadron or Shore manpower documents or in Navy Training Plans.
Maintenance Trainer - A trainer on which individuals learn the methods and procedures necessary to maintain a specific equipment.
Minor MILCON - Military construction costing less than $1,000,000.
Mobile Training Team (MTT) - Any group of personnel gathered together to provide instruction on some subject or in some area of endeavor, available for movement from place to place in order to provide instruction at the various locations concerned.
Navy Enlisted Classification (NEC) - Codes that reflect special knowledge and skills that identify personnel and requirements when the rating structure is insufficient by itself for manpower management purposes.
Navy Training Plan (NTP) - The principal document for defining manpower, personnel, and training requirements for new development, including the resources (billets, training material, military construction) necessary to support the training program. The NTP is a life cycle document which first identifies the resources required to establish a training program and then identifies resources necessary to maintain an effective training program through the life cycle of the new development. It controls the planning and implementing activities for meeting the MP&T requirements of the new development and to produce trained personnel required to install, operate, maintain, or otherwise use the new development being introduced into the Navy.
Navy Training Plan Conference (NTPC) - The principal training planning conference formally scheduled for the purpose of validating the manpower, personnel and training support requirements for new developments. The degree of participation and formality depends on the magnitude of the new development or extent of modification.

Navy Integrated Training Resources and Administration System (NITRAS) - An automated training information system designed to be responsive to the demands of the Chief of Naval Education and Training. Provides direct supportive measures for Commander, Naval Military Personnel Command and the Navy Recruiting command. Consists of the following four files which provide the Chief of Naval Education and Training with the automated capability to manage and support the total Navy training effort: Master Course Reference File, Student Master File, Training Summary File, and Activity Support File.
Nucleus Crew Training - Training of those personnel of ship's company (for ships being newly manned) whose shipboard duties will involve functions (e.g., maintenance of new equipments) for which training is required beyond the normal scope of balance crew training.
Occupational Standards - Occupational standards define the enlisted tasks required of, and within, specified occupational entities (rates and ratings). They are minimum standards which represent the lowest level of skills required to function effectively at a given level of responsibility to fulfill Navy needs. They are the basis for enlisted personnel training, advancement, distribution, and development of manpower requirements.
On-Board Training - Any way or means used by a command to provide for attached personnel the necessary training in professional, technical and military areas.
On-the-Job Training (OJT) - Training in a task or duty while engaged in its performance during daily operation and maintenance situations. The training can be a part of a formal program or informally through the initiative of the trainee.
Operator Trainer - A trainer on which individuals learn the methods and procedures necessary to operate a specific equipment (e.g., radar trainer, operational flight trainer).
Part-task Trainer - A training device which permits selected aspects of a task to be practiced independently of other elements of the task. Its purpose is to provide economical training on certain elements requiring special practice which are not dependent upon the total equipment.
Personnel - Those individuals required to accomplish the required mission/tasking, either military or civilian. Personnel connotes individuals whereas manpower connotes requirements or billets.
Personnel Performance Profile (PPP) - A sub-component of a competency. A listing of the knowledge and skills required to manage (coordinate), operate, employ and/or maintain a system, subsystem or equipment.
Personnel Qualification Standard (PQS) - The PQS program is a method for qualifying officer and enlisted personnel to perform assigned duties. A Personnel Qualification Standard is a written compilation of knowledge and skills derived from task analysis, required to qualify for a specific watch station, maintain a specific equipment or system, or perform as a team member within the assigned unit.

Phase-in Plan - A detailed breakout, by month/fiscal year, showing when trained billets are required for duty.
Preliminary Ship Manpower Document (PSMD) - The document stating the optimum manpower required to accomplish designated mission and tasks in a specified operational environment. The PSMD, expanding on early manpower estimates, is required for the lead ship of every new ship construction program, for any follow-on ship of the same class having significant design changes, and when designated, for ships scheduled for the Service Life Extension Program (SLEP), the Fleet Modernization Program (FMP), or for a major conversion. The PSMD is required for all new aircraft acquisitions, some new equipment, some subsystem modification, and when existing squadron skill levels, manpower requirements and specialized training requirements change significantly.
Pre-Faulted Modules - Modules of technical training equipment faulted to exhibit a specific malfunction. Development is concurrent with development of other curriculum materials.
Prerequisite Training - That established training which personnel must have completed in order to be qualified for entry into training which they now require, e.g., Basic Electronics and Electricity, Class "C" course, etc. Class "A" school is not considered prerequisite training.
Principal Development Activity (PDA) - The agency assigned by the cognizant Systems Commander or DCNO/DMSO Program Sponsor to undertake the management and technical responsibility of the development within the approved plan.
Program Element - A basic component of the planning, programming, and budgeting system, which represents an integrated combination of Navy personnel, equipment, and facilities, which together constitute an identifiable military capability or support activity.
Program Objective Memorandum (POM) - Document in which each military department and defense agency recommends and describes annually its total resource and program objectives. Program objectives are fiscally constrained. To allow flexibility for each service to develop balanced programs, reallocation of funds is permitted between major mission and support categories unless specifically stated otherwise in the Secretary of Defense Fiscal Guidance Memorandum.
Program Sponsor - The DCNO or DMSO who, by organizational charter, is responsible for determining program objectives, time phasing and support requirements for appraising progress, readiness, and military worth for a given system, function or task. The program Sponsor is the primary Navy spokesman on matters related to the requirement for development/procurement progress of the particular program.
Proficiency Training - Maintenance, operator or team training designed to improve or maintain the capability of individuals and teams to perform in a specified manner.

Project Manager - The individual within the System command, responsible within well defined boundaries of time, resources, and performance requirements, for executing an approved project.
Projected Operational Environment - The environment in which the ship or squadron is expected to operate, including the military climate. Example: "at sea, at war, capable of continuous operations at readiness condition III."
Proposed NTP - The version of the NTP reflecting changes to the draft NTP agreed to at the NTPC, or in lieu of an NTPC, agreed to by the DCNO/DSMO Program Sponsor and DCNO (MPT). This version is submitted by the PDA for concurrent approval by the Program, Resource and MPT Mission Sponsors.
Qualification Study Package (QSP) - A series of study packages keyed to Personnel Qualifications Standards (PQS) and Job Qualifications Requirements (JQR) standards. The QSP package includes an instructor guide, student guide and training aids which are designed to institutionalize and standardize PQS and JQR instruction and sign off in the Naval Reserve. The QSP primarily addresses the systems and theory portion of the PQS/JQR and is appropriate to the non-hardware requirements.
Ready for Use (RFU) - That date the new acquisition is available for use either operationally or in a support function.
Required Operational Capabilities (ROC) - Statements prepared by mission and force function sponsor which detail the capabilities required of ships and squadrons in various operational situations. The level of detail sets forth which weapons will be ready at varying degrees of readiness.
Ready for Training (RFT) - The date that a new training course or capability will be available for training purposes. All aspects of the capability must be ready including building completion, device or equipment installation and check out, instructors, furnishing installation, etc. This is the ultimate planning date for training facilities.
Resource Sponsor - A DCNO or DMSO responsible for an identifiable aggregation of resources which constitute inputs to warfare and supporting tasks. The span of responsibility includes interrelated programs or parts of programs located in several mission areas. Programs resources assigned to their respective areas and exercises the necessary liaison with appropriate appropriation sponsors to ensure effective and balanced programs within fiscal guidance.
Ship Manpower Document - The document issued by the DCNO (MPT) which displays, in detail, quantitative and qualitative manpower requirements of an individual ship or class of ships and the rationale for determination of the requirements. Requirements are predicated upon a Required Operational Capability (ROC) statement under a Projected Operational Environment (POE), ship configuration, specified operating profile, computed workload, and established doctrinal constraints such as standard workweeks, leave policy, etc.

Shore Manpower Document - A publication issued by the DCNO (MPT) which displays, in detail, quantitative and qualitative manpower requirements for a shore support activity and the source of the requirements information. Requirements are predicated upon Shore Required Operational Capability (SHOROC) statements, workload data and established doctrinal constraints such as standard workweeks, leave policy, etc.
Simulator - A training device that substitutes for and emulates the functions and environment of actual equipment or systems.
Skill - The ability to perform a job-related activity which contributes to the effective performance of a task.
Skill Progression Training - The advanced knowledge, skills, and techniques training such as that provided in Class 'C' school which are necessary for an individual to be able to operate and/or maintain a new equipment, subsystem or system, usually leading to award of an NEC.
Special Purpose Electronic Test Equipment (SPETE) - Cognizance test equipment assigned to COMSPAWARSYSCOM technical responsibility and required for support of only one end item of Electronic Warfare equipment.
Steady State ATIR (Training Load) - The constant outyear annual number of student input based on constant outyear billet requirements. The ATIR (Training Load) will increase annually as a new development is phased-in. However, the steady state ATIR will normally lag constant annual billet requirements due to the build up of a training input requirement "bow wave" resulting from the steadily increasing annual training requirement during program phase-in.
Team Trainer - An operator trainer which takes personnel trained and qualified in their individual skill specialties and trains them together to perform as a team (e.g., an aircraft weapon system trainer).
Team Training - Training of a group of personnel to perform related or segregated functions as a team.
Technical Manual - A publication or other form of documentation containing a description of equipment, weapons, or weapon systems, with instructions for effective use, including one or more of the following sections as required: instructions covering initial preparation for use; operational instructions; maintenance instructions; overhaul instructions; related technical information or procedures exclusive of those procedures of an administrative nature; and parts list or parts breakdown.
Technical Program Data (TPD) - TPD is functional performance and technical parameter information affecting life cycle supportability, such as technical description, reliability goals and thresholds, maintainability, test and evaluation objective, as well as the training concept(s), etc.

Technical Training Equipment (TTE) - Investment cost end items of technical equipment devoted to the training and instruction of Naval personnel for which PDAs, PMs, or System Commands have the responsibility for the design, development, modernization, or selection for service or special use.
Training Agency (TA) - An office, bureau, command or headquarters exercising command of and providing support to some major increment of the Navy's formalized training effort, e.g., CNET, FLTCINCs, COMNAVMEDCOM, COMNAVRESFOR, etc.
Training Aid - Any item developed and produced with the primary intent of assisting in training. Training aids are restricted to those items of material which fall outside the definitions of training devices and operational equipment used for training (TTE). Examples include films, transparencies, training tapes, mock-ups, prefaulted modules, fault insertion aids and unique audio-visual equipment, etc.
Training Concept - How the required training is to be accomplished in terms of the following six components.
1. Type of training 4. Presentation media
2. Presentation environment 5. Pipeline
3. Presentation techniques 6. Location
Training Device - Consists of components and software which have been designed or modified exclusively for training purposes involving, to some degree, simulation or stimulation to demonstrate or illustrate a concept or simulate an operational circumstance or environment. Simulators are considered to be training devices.
Training Equipment - Equipment designed for operational purposes which is the subject of instruction or which is used by the instructor or student as an element of the process of teaching or learning. Training equipment has or had as its prime or initial purpose for existence some function other than that of training personnel; and which, in order to achieve its prime purpose, requires that training be provided for the personnel who are associated with it for its prime purpose.
Training Logistics Support Requirements - Logistics support necessary to establish a Navy training capability. This includes technical training equipment, training devices, test equipment, special tools, training services, curricula materials, training aides, technical manuals and facility support requirements.
Training Material - All items of material prepared, procured and used in a course or program as part of the teaching or learning process. This includes the general categories of training aids, training devices, training equipment, and instructional literature.

Training Path System (TPS) - A coordinated system for identifying the training requirements for apprentice, journeyman and master personnel. These training requirements will direct and control the teaching of the knowledge and skills necessary to coordinate, direct and perform operation and/or maintenance of a system, subsystem or equipment. The TPS is based upon the knowledge and skills set forth in Personal Performance Profiles (PPPs).
Training Pipeline - Sequence of training course covering training for a rating (or occupational group) from recruit training through the actual job situation. Normally results in the award of an NEC.
Training Resource Requirements - The training staff and student billets, training equipment and devices, test equipment and spare parts, training services and materials, military construction for (or modification of) training facilities, technical services and other resources necessary to conduct required training.
Training Support Agency (TSA) - An office, bureau, command or headquarters responsible for supporting the training agent by providing material and other forms of support within the cognizance of the office, bureau, or command involved. The TSA provides initial training for the equipment/system until the training agency can acquire the capability for training.
Training Support Billet - Billet to be filled by a non-instructor staff person at a training activity to provide training support, e.g., TD/TE maintenance, training administration, course management, etc.
Unit Identification Code (UIC) - A 5-position numeric or alpha-numeric code assigned by the Comptroller of the Navy (NAVCOMPT)/ASN (FM) to ships, aircraft squadrons, units, shore activities, divisions of shore activities, commands, bureaus and offices, contractors' plants, and, in some instances, to functions or the specialized elements for identification. By use of this code, programming decisions can be related to organizational units and to commands, bureaus and offices responsible for administering funds affecting those units.
