The HARMONY system will provide the Defense Intelligence Information Services Program (DIISP) community with: (1) a single comprehensive bibliographic reference to all available primary source foreign technical and military documents, and their translations, regardless of classification; (2) a means for eliminating the duplicate collection, translation, and reporting of primary source foreign technical and military documents; (3) a tool for tracing the acquisition, reporting, translation of foreign documents, as well as the request for and dissemination of both the documents and their translations; (4) a tool for analyzing foreign document markings; (5) a means for generating collection guidance based on analysis of available documents and their characteristics; (6) a comprehensive bibliographic reference tool to all translations produced by the DIISP community or any other participating agency; and (7) a tool for providing browser capability similar to the Internet.
The HARMONY system will support a wide variety of users and their circumstances: (1) DIISP offices at all six DIISP agencies; (2) non-DIISP offices at these agencies, (3) non-DIISP agencies; (4) Remote collection teams, both CONUS and OCONUS; and (5) Military Document Exploitation (DOCEX) units.
The HARMONY system will be a distributed system deployed at designated agencies (NGIC, NAIC, DIA, MSIC at minimum), and will be accessible on line to all interested participants. The system will allow for user-specific access and update privileges. Key users will be able to download data from the main data base to a portable version of the software that can be used at a remote site. The portable system will allow users to do collection and translation duplication checks; create, edit and delete new records; and track the processing of any document. To the extent possible, the portable system should have the same (or equivalent) features for data structure, display and access the on-line system. The portable system will include similar data fields and inter-field relationships as well as search, display and reporting capabilities.
The primary users of the data base will include offices with the following missions: document collection, exploitation, and translation; foreign materiel acquisition and exploitation; and library storage and retrieval. In general, users will be able to (1) run queries and flexible format reports against all or part of the data base; (2) create and edit new document records; (3) create and update their own tracking record for any document in the data base (this record would track the processing of that document); (4) read tracking records created by other users; (5) request copies of translations and submit collection requirements; (6) download and upload data to and from a portable version of the data base.
General Requirements. (1) Flexible on-line searching with both electronic and hardcopy report capabilities; (2) Must be able to upload data in existing community data files (FORDIMS, FORTE, TRAN, Air Force OCTOBER HARVEST data files, MSIC FM document tracking files, etc.) into the HARMONY system. Duplication between these sources as well as any other files uploaded must be identified and eliminated during the upload. PREFERRED APPROACH: Multiple records of the same translation or the same acquisition of the same foreign document are automatically identified, and unique information in each record is preserved. Human review, and if necessary, intervention must be possible; (3) Data access supported through the TIDAS Secure Internet Browser and from an application interface; (4) Ability to reside on the NGIC PLATYPUS Secure Server.
Query and Report Requirements: (1) Build special search screens that display selected data elements that can be searched in conjunction with each other and can be used to order the search results; (2) Provide sorting options for query results coming from the special search screens; (3) Text searching; (4) Ability to generate flexible format reports based on any query result. A capability for user defined formatting of query output screens and reports; (5) Searching by all system data elements; (6) Reports can be prepared in both printed and electronic copy; (7) Statistical, historical, financial, and administrative reports useful in monitoring the processing and translation of the documents. For example, an ability to get lists of documents being translated by more than once agency at a time; (8) Report pages and query screens automatically display highest classification of material in report or query; and users should be able to limit their queries and reports by the classifications and caveats associated with each document record; (9) Allow users to search on a range of values for a given data element; (10) Provide capability for users to design their own queries and to save those queries for which they have a recurring need; (11) Net browser capability; and (12) Hyperlinking to document if it exists.
