Even if our democracy is secured, acute and latent risks and threats must be noted: Power and Extremismus, intolerance and foreigner hate, excessive nationalism and fundamentalism. The federal government measures out the preventative and offensive dispute with these phenomena a special meaning. She/it gives therefore it mentally - political dispute high priority.

Mentally - political dispute with power and Extremismus means over the knowledge exchange out, to make clearly, that democracy needs fundamental value orientations, over which a general consent exists.

Them mentally - political dispute resulted also 1996 before everything by means of pamphlets to the themes Extremismus, power, terrorism and hostility towards foreigners, through six seminars for teachers, staff members of the pupil press, journalists, multipliers in the adult education and through the continuation of the information campaign against Extremismus and hostility towards foreigners. Simultaneously youths are motivated particularly, to think about their performance facing foreigners and to search possibilities, as power and hostility towards foreigners can be met. With enlightenment - and advertising materials - pupil copybooks, the copybook for youths - " basta - no to the power " -, a pertinent pedagogical help, the computer game - " dark shadows " -, greater part plain posters, mails, stickers, Buttons, instep tapes,
T-shirts, postcards, totes, baseball hoods, indications in youth magazines and TV ads against hostility towards foreigners has been tried, to win before everything youths for - " Fainess facing the foreigner and understanding for the foreigner " -. In the range of the league became in the past years the materials, particularly the posters, at the federal authorities, the cities and

Communities, at the path, the mail, the interstate service areas and
-tankstellen, at associations and unions, motor vehicle workshops, discotheques etc. and - on requirement - at private individuals broadly scattered. Also at international sporting events in the Federal Republic became the advertising materials, particularly instep tapes and posters, inserted. In the countries the advertising - and information materials were distributed before everything over the agencies of the internal management, the police and the schools.

Goal of the campaign was also 1996 an amplified inhaltliche dispute with the power problem and the Extremismus. Main target group were again the youths, who put out the large part of the xenophobic offenders. To this the already mentioned copybook were laid down for youths - " basta - no to the power " - in revised form newly as well as trapped a new computer game with the title - " In the network - dark shadows 2 " - published. With both media the youth should be shown, that power can be no means of the dispute and may. With the computer games a medium was chosen consciously, which reaches presently how hardly an other youth and allows for the active dispute with the set of problems. It is the pedagogical request, to create a corresponding appreciation of the problem, to expose prejudices opposite other and to come as much as possible to positive consciousness - and performance alters. As further measure sport offices was equipped 1996 in cooperation with the study group of German the supervisory staff of the outdoor swimming pools with - " FAIRSTÄNDNIS"-T-Shirts, to reach with that - " Fairständnis" - appeal as many as possible youths.

Many young persons have taken the information campaign - " FAIRSTÄNDNIS " - to the occasion, to report on their own activities against hostility towards foreigners and power. Here it has shown itself once more, that the overwhelming part of the youth is not discontinued xenophobically and racist.

The information campaign is continued also 1997. Just in this year, which has been declared by the European union to that - " Europeans year against racism " -, comes up to her a special meaning.

An untrodden path, to elucidate youths the value of our liberal democratic constitution and necessity of their protection, is embarked on with it in the November 1995 published pamphlet - " democracy live " -. She/it represents in one graphically and in the text particularly jugendgerechten way the high value of the basic rights as concretely as possible.

Even if atrocities have taken off with xenophobic background in the last years and with the taken effect intensifications of the criminal law at offenses like incitement and the dissemination of National Socialist symbols further decided gegengesteuert becomes, measures remain in the preventative range imperative.
