1999 - YEAR OF THE GENERALIZED POPULAR RESISTANCE
1- The April 4th,1999 meeting which took place in Luanda with the presence of Jose E. Dos Santos, Laurent Desire Kabila, Sam Nujoma and Robert Gabriel Mugabe, has merely formalized an already existing pact: a pact among inveterate mafia men and heads of regimes who see themselves as irreplaceably and perfectly allergic to democracy. As long as these regimes remain undemocratic, all of them, will face genuine oppositions decided to put an end to dictatorship using all means at their disposal.
2- Given the difficulties faced by Jose E. Dos Santos’ regime in its exclusive and adventurous policy, the "gang of four" met to examine the modalities of providing military support to Jose E. Dos Santos’ troops who have been suffering heavy losses.
As far as UNITA is concerned, any foreign soldier captured on the battle front will be treated as a mercenary, regardless of his origin. All the Generalized Popular Resistance units have instructions to summarily try all captured mercenaries.
3- By ostensibly rejecting the idea of creating humanitarian corridors as proposed by the WFP, Jose E.dos Santos objectives are clear: a) take political advantage out of the suffering of the populations; b) use them as "human shields"; c) use the goods donated by international donors on their behalf, to feed his troops currently undergoing an extreme shortage of food.
