The government of the Russian Federation decrees:
1. That the attached Instruction on the Procedure for
Transmitting Information Concerning the Coordinates of
Geodesic Points and Geographic Objects on the Territory of
the Russian Federation to Foreign States and International
Organizations be approved.
2. That the decree of the USSR Council of Ministers of
December 11, 1986, No. 1469-402 be recognized as invalid on
the territory of the Russian Federation.

Instruction on the
Procedure
for Transmitting
Information Concerning the Coordinates of
Geodesic Points and Geographic Objects on the
Territory of
the Russian Federation
to Foreign States and International
Organizations
1. This Instruction establishes
the procedure for transmitting information concerning the
coordinates of geodesic points and geographic objects on
the territory of the Russian Federation to foreign states
and international organizations, and also specifies the
powers of federal executive-branch organs relating to the
use of that information.
2. The following are considered information concerning
the coordinates of geodesic points and geographic objects
on the territory of the Russian Federation:
geographic, geocentric and right-angle coordinates of
astronomic, geodesic, gravimetric and level points of all
classes and ranks;
geographic, geocentric and right-angle coordinates of
natural and artificial objects and contour points of the
Earth's surface;
linear and angular values that make it possible to
determine the location of a point, object or contour point
on the Earth's surface.
3. The treatment of information concerning the
coordinates of geodesic points and geographic objects of all
classes and ranks in any systems of coordinates as state
secrets or as official information for limited distribution
is determined by the Ministry of Defense of the Russian
Federation, in concurrence with the Russian Federal Service
for Geodesy and Cartography.
4. The publication of catalogues and lists of
coordinates for geodesic points is carried out by the
Ministry of Defense of the Russian Federation and by the
Russian Federal Service for Geodesy and Cartography.
The publication of catalogues and lists
of coordinates for geographic objects is carried out by
federal executive-branch organs as part of the functions
entrusted to them. The Ministry of Defense of the Russian
Federation and the Russian Federal Service of Geodesy and
Cartography when necessary exchange catalogues and lists of
coordinates for geodesic points on the territory of the
Russian Federation that they have published in order to
ensure the completion of topographic-geodesic, cartographic
and other tasks.
5. Federal executive-branch organs, enterprises,
organizations and institutions are provided information
concerning the coordinates of geodesic points on individual
parcels of Russian Federation territory where they are
permitted to conduct topographic-geodesic, cartographic and
other work by the Russian Federal Service for Geodesy and
Cartography according to established procedure.
Federal executive-branch organs, enterprises,
organizations and institutions must provide strict
accounting and maintenance of information concerning the
coordinates of geodesic points and geographic objects on
the territory of the Russian Federation that constitutes
state secrets or that is handled as official information
for limited distribution, as well as materials that make it
possible to determine these coordinates, and must use the
indicated information only for direct purposes.
Dissemination of this information by federal
executive-branch organs alone, or by enterprises,
organizations and institutions, may take place only with
the written permission of the Russian Federal Service of
Geodesy and Cartography.
6. Bearers of information concerning the coordinates
of geodesic points and geographic objects on the territory
of the Russian Federation may possess a secret stamp, a
"For Official Use" label, or may be not have secret status.
7. Dissemination of information concerning coordinates
for geodesic points and geographic objects on the territory
of the Russian Federation to foreign states and
international organizations may take place:
for information handled as a state secret--by decision
of the government of the Russian Federation, including
expert testimony by the Interdepartmental Commission on the
Protection of State Secrets, concerning the possibility of
disseminating the coordinates. The obligations of the
receiving side to protect the information transmitted to it
are stipulated in the text of the international agreement
concluded with it;
for information handled as official information for
limited distribution--with approval from the Ministry of
Defense of the Russian Federation and the Russian Federal
Service for Geodesy and Cartography;
information that is not secret--according to the
general procedure established for its publication in the
press, including attestations of accuracy.
8. Attestations of the accuracy of coordinates for
geodesic points and geographic objects on the territory of
the Russian Federations are issued:
to federal executive-branch organs, enterprises,
organizations and institutions--by the Russian Federal
Service for Geodesy and Cartography;
to Russian Federation Ministry of Defense organs
concerned with maintaining secrets in the press and other
forms of mass media--by the General Staff of the Armed
Forces of the Russian Federation.
9. The reproduction of information published earlier
in the press concerning the coordinates of geodesic points
and geographic objects on the territory of the Russian
Federation to which established procedure for state secrets
or for official information for limited distribution
applies is not permitted.
10. Monitoring for compliance with the requirements of
this instruction is conducted:
at subdepartmental enterprises, in organizations and
institutions--by the directors of federal executive-branch
organs;
in all federal executive-branch organs, at
enterprises, in organizations and institutions--by the
Federal Security Service of the Russian Federation; in all
federal executive-branch organs, at enterprises, in
organizations and institutions, except for those that are
provided with topographic-geodesic and cartographic data and
materials by the Ministry of Defense of the Russian
Federation, by the Russian Federal Service for Geodesy and
Cartography;
in federal executive-branch organs that are provided
with topographic-geodesic and cartographic data and
materials by the Ministry of Defense of the Russian
Federation,--by the Ministry of Defense of the Russian
Federation.
