On the Structure of the
Russian Federation Federal Security Service
Presidential Edict No. 515
22 May 1997
With a view to improving the system of administering state organs and
forces safeguarding the state's security and in accordance with the federal
law "On Federal Security Service Organs in the Russian Federation," I
decree that:
The appended structure of the Russian Federation Federal Security
Service [FSB] is hereby ratified.
Servicemen and civilian personnel of subunits making up departments,
and other Russian Federation FSB subunits shall be considered to be
undergoing military service (working) at the Russian Federation FSB in
their positions without recertification or reassignment, and without the
implementation of any staff- organization measures.
Paragraph 4 of Russian Federation Presidential Edict No. 633 "On
Priority Measures To Implement the Federal Law 'On Federal Security Service
Organs in the Russian Federation'" of 23 June 1995 (as worded in Russian
Federation Presidential Edict No. 937 of 14 September 1995 -- Sobraniye
Zakonodatelstva Rossiyskoy Federatsii, No. 38, 1995, p. 3666), make
read:
"4. A single first deputy director of the Russian Federation FSB
shall be established at the Russian Federation FSB, along with five deputy
director-heads of Russian Federation FSB departments, and a deputy
director-head of the Russian Federation FSB directorate for Moscow and
Moscow Oblast, and an 11-man collegium shall be set up."
The Russian Federation FSB director shall:
carry out the necessary measures to optimize the structure of Russian
Federation FSB subunits on the basis of the established number of
servicemen and civilian personnel and within the limits of the
appropriations envisaged in the federal budget;
submit within three months proposals on amendments and additions to
the Statute on the Russian Federation FSB ratified by Russian Federation
Presidential Edict No. 633 of 23 June 1995.
Paragraph 2 (regarding ratification of the structure of the Russian
Federation FSB), and Paragraphs 5 and 6 of Russian Federation Presidential
Edict No. 633 "On Priority Measures To Implement the Federal Law 'On
Federal Security Service Organs in the Russian Federation'" of 23 June 1995
(Sobraniye Zakonodatelstva Rossiyskoy Federatsii, No. 26, 1995, p. 2453)
shall be deemed to have lapsed.
