Statute of the
Interagency Commission for
Protection of Citizens'
Rights and Public Safety, and
Combating Crime and Corruption
of the
Russian
Federation Security Council

I. General Provisions
1. The Interagency Commission for Protection of Citizens' Rights and
Public Safety, and Combating Crime and Corruption of the Russian Federation
Security Council (hereafter -- the Commission) was formed in compliance
with the Russian Federation Law "On Security" and the Statute of the
Russian Federation Security Council, put into effect by Edict No. 1024 of
the Russian Federation President of 10 July 1996 "Russian Federation
Security Council Issues."
2. The Commission was created for the purpose of carrying out Russian
Federation Security Council of the Russian Federation
(hereafter -- Security Council) tasks in the area of ensuring the safety
of individuals, the society, and the state from criminal and other unlawful
actions.
3. The legal base of the Commission's activities is comprised of the
Russian Federation Constitution, federal laws, the Russian Federation
President's edicts and directives, the statute of the Russian Federation
Security Council, and this Statute.
II. The Commission's Functions
4. The Commission is tasked with the following functions:
drafting the main strategic tasks in the area of ensuring protection
of citizens' rights and public safety, and combating crime and corruption
in the Russian Federation;
preparation of proposals for the Security Council in the area of
drafting and implementing strategic lines in state policy in the area of
ensuring the safety of individuals, society, and the state from criminal
and other unlawful actions;
evaluating the effectiveness of the functioning of the system of
ensuring citizens' protection from criminal and other unlawful actions, and
preparing proposals on its improvement;
evaluation and forecast of the state of crime and other criminal
phenomena from the standpoint of ensuring public safety;
analysis of internal and external threats to vitally important
interests of society and its material and spiritual values;
preparation of proposals for the Security Council on the subject of
drafting prospective normative legal acts aimed at ensuring the safety of
individuals, society, and the state from criminal and other unlawful
actions;
reviewing, in keeping with established procedures, the drafts of
federal targeted programs aimed at combating crime and ensuring public
safety, evaluating their effectiveness, and preparing relevant proposals;
hearing, if so instructed by the Russian Federation President, the
reports of heads of law enforcement agencies on the current state of
combating crime and ensuring public safety;
summarizing the experience of combating corruption in federal bodies
of state authority and submitting proposals on the prevention of this
category of unlawful actions;
studying foreign experience in combating crime and corruption, and
preparation of proposals on its application in the activities of law
enforcement agencies of the Russian Federation.
III. Procedures for Forming the Commission and Its Activities
5. The Commission shall be created, reorganized, and abolished by
edicts of the President of the Russian Federation Russian Federation. The
statute on the Commission shall be approved by the Russian Federation
President upon submission by the Secretary of the Security Council of the
Russian Federation (hereafter -- Security Council Secretary).
The Commission shall be composed of heads of federal bodies of state
authority and (or) their deputies (including as agreed). If necessary,
other persons may be included.
6. The Commission chairman shall be appointed by the Russian
Federation President. The Commission chairman has one deputy.
The Commission chairman and other commission members carry out their
activities on a volunteer basis.
7. To carry out its functions, the Commission has the right to:
request and receive in keeping with established procedures needed
materials and information from federal bodies of state authority, from
bodies of state authority of Russian Federation components, as well as from
institutions, organizations, and officials;
use in keeping with established procedures databases of the Russian
Federation President's staff and those of federal bodies of state
authority;
use state, including government, signal and communication systems;
in keeping with established procedures, bring in scientists and
specialists to carry out specific tasks;
interact in keeping with established procedures with the staff of the
Federation Council of the Federal Assembly of the Russian Federation, the
staff of the State Duma of the Federal Assembly of the Russian Federation,
the staff of the Russian Federation Government, the staffs of the
Constitutional Court of the Russian Federation, the Supreme Court of the
Russian Federation, the Supreme Arbitration Court of the Russian
Federation, as well as the General Procuracy of the Russian Federation,
independent units of the Russian Federation President, federal bodies of
executive authority, bodies of state authority of Russian Federation
components, and institutions, organizations, and officials on matters
within its competence;
prepare proposals on signing, in keeping with established procedures,
contracts with scientific-research organizations, institutions, and
specialists to carry out work in the area of ensuring the protection of
citizens' rights and public safety, and combating crime and corruption;
summarize and present to the Security Council information on matters
within its competence;
determine the agenda for Commission meetings and compile lists of
persons invited to attend.
8. The Commission's work shall be carried out in accordance with plans
approved by the Security Council Secretary.
9. Commission meetings are to be held at least once a month. If
necessary, out-of-turn meetings may be held.
Commission members' presence at meetings is mandatory. They are not
authorized to delegate their powers to others. In the event of a Commission
member's absence from a meeting, he has the right to present his opinion on
the issues under consideration in writing.
10. Commission members possess equal rights in the discussion of
matters under consideration at the meeting. Commission decisions are to be
adopted by a majority vote of Commission members present at the meeting and
formalized by a protocol signed by the Commission chairman. In the event a
Commission member disagrees with the decision, he has the right to present
his opinion in writing, which must then be attached to the meeting
protocol.
Commission decisions approved by the Security Council Secretary are
mandatory for consideration by federal bodies of executive authority.
11. Information, material-technical, and other support for the
Commission's activities shall be provided by the Security Council staff, as
well as, when necessary, by federal bodies of state authority represented
in the Commission membership.
