In order to fulfill Edict No. 1101 dated 25 July 1996 "On Measures To Refine the Structure of the Russian Federation President's Administration," I decree:

1. Ratify the attached Statute on the Russian Federation President's Administration and the list of its independent subdivisions.

2. Consider the following repealed:

Edict No. 117 of the Russian Federation President dated 29 January 1996 "Questions of the Russian Federation President's Administration" (SOBRANIYE ZAKONODATELSVA ROSSIYSKOY FEDERATSII, No. 6, 1996, Article 532), with the exception of points 4 and 6;

Statute on the
Russian Federation President's Administration
Ratified by Edict No. 1412 of the Russian Federation President

1. The Russian Federation President's Administration (henceforth called the Administration) is formed in accordance with Point i of Article 83 of the Russian Federation Constitution and is the state organ which supports the Russian Federation President's activities.

2. In its activities, the Administration is guided by the Russian Federation Constitution, federal laws, edicts and directives of the Russian Federation president, as well as the present Statute.

3. The Statute on the Administration, its maximum number of employees, and the Administration's estimated budget are approved by the Russian Federation president.

4. The Administration's members include the following:

the director of the Russian Federation President's Administration (henceforth called the director of the Administration), his first deputy and deputies (including the deputy director of the Russian Federation president who is the head of the Russian Federation President's Chancellery and the deputy directors of the Russian Federation President's Administration who are the chiefs of the Russian Federation president's main administrations), assistants to the Russian Federation president (including the Russian Federation president's director of protocol, an assistant to the Russian Federation president), the Russian Federation president's press secretary, the Russian Federation president's research consultants, the Russian Federation president's authorized representatives, and the Russian Federation president's advisers;

the Russian Federation president's Chancellery, the Russian Federation president's main administrations, the Russian Federation Security Council apparat, the Russian Federation Defense Council apparat, the Russian Federation president's administrations, the administrations of the Administration, and other independent subdivisions of the Administration;

the advisory and consultative organs under the Russian Federation president.

The Administration may have under its jurisdiction the organizations needed to support its activities. Administrations and departments which are not part of the administrations may be created as part of the Russian Federation president's Chancellery, the Russian Federation president's main administrations, and the Russian Federation Security Council apparat.

Departments may be created as part of the Russian Federation president's independent administrations and administrations of the Administration.

5. The Administration creates the conditions for the following:

for the Russian Federation president to realize the functions of guarantor of the Russian Federation Constitution and human and civil rights and liberties;

for the Russian Federation president to take steps to protect the Russian Federation's sovereignty and its independence and state integrity following the procedures established by the Russian Federation Constitution;

for the Russian Federation president to define the main directions of the state's domestic and foreign policy;

for the Russian Federation president to direct Russian Federation foreign policy;

for the Russian Federation president to decide cadre questions which are under his jurisdiction;

for the Russian Federation president to support the coordinated functioning of the organs of state power;

for the Russian Federation president to carry out the exercise of other powers entrusted to him by the Russian Federation Constitution and federal laws.

6. In order to support the Russian Federation president's activities, the Administration performs the following functions:

organizes the preparation of draft laws so the Russian Federation president can submit them to the Russian Federation Federal Assembly as a legislative initiative and the State Duma of the Russian Federation Federal Assembly can adopt them and the Federation Council of the Russian Federation Federal Assembly can approve them;

prepares draft findings on draft laws adopted by the State Duma of the Russian Federation Federal Assembly in the first reading;

prepares, reconciles, and submits to the Russian Federation president draft edicts, directives, orders, and appeals of the Russian Federation president, as well as prepares and submits essential documents to the Russian Federation president;

issues edicts and directives of the Russian Federation president as well as other documents signed by the Russian Federation president;

carries out publication of federal laws and official publication of international treaties of the Russian Federation and edicts and directives of the Russian Federation president;

prepares draft annual messages of the Russian Federation president to the Russian Federation Federal Assembly on the situation in the country and on the main directions of the state's domestic and foreign policy, and other program documents;

following the procedures established by the Russian Federation president, supports the activities of the Russian Federation Security Council, the Russian Federation Defense Council, advisory and consultative organs under the Russian Federation president, and the Russian Federation president's authorized representatives;

provides control and verification of the execution of federal laws and edicts, directives, and orders of the Russian Federation president and prepares the appropriate reports for the Russian Federation president;

prepares draft appeals of the Russian Federation president to the Russian Federation Constitutional Court;

maintains the Russian Federation president's interaction with political parties and other public associations;

maintains the Russian Federation president's interaction with state organs and officials of foreign states, Russian and foreign political and social figures, and international organizations;

following the procedures established by the Russian Federation president, maintains the interaction of federal organs of state power and their territorial organs and organs of state power of the subjects of the Russian Federation;

supports the realization of state policy in the area of cadres and state service;

collects, processes, and analyzes information on socioeconomic, political, and legal processes in the country and abroad, keeps records of and analyzes appeals of citizens and proposals of public associations and organs of local self-government, and submits the appropriate reports to the Russian Federation president;

provides systemization of normative legal enactments of the Russian Federation, including international treaties of the Russian Federation;

maintains the uniformity of information and legal space of the Russian Federation.

7. While realizing the functions entrusted to it, the Administration does the following:

following the procedures established by the Russian Federation president, interacts with the chambers of the Russian Federation Federal Assembly, the Russian Federation Government, the Russian Federation Constitutional Court, the Russian Federation Supreme Court, the Russian Federation Higher Arbitration Court, and other courts of the Russian Federation, the Office of Procurator-General of the Russian Federation, federal organs of executive power and their territorial organs, organs of state power of the subjects of the Russian Federation and their apparats, and organs of local self-government, as well as with state organs of foreign states and their officials and Russian and foreign public associations and organizations;

provides coordination of the activities of federal organs of state power to realize the fundamentals of state policy in the area of ensuring human rights and the freedoms of the mass information media and publicity activity;

prepares proposals for the Russian Federation president on realizing the fundamentals of state policy in relation to the mass information media, as well as on providing Russian Federation citizens and citizens of other states with objective information on the Russian Federation's domestic and foreign policy;

keeps records of persons filling Russian Federation state posts and persons appointed to state posts of federal state service and dismissed from these posts by the Russian Federation president;

together with federal organs of state power and following procedures established by the Russian Federation president, carries out the functions of founder of mass information media;

promotes the strengthening of the Russian Federation judicial system and local self-government;

carries out the preparation and submission to the Russian Federation Government of the budget request on issues of supporting the activities of the Russian Federation president and the Administration;

coordinates the activities of subdivisions of federal organs of executive power responsible for interaction with the mass information media and their officials;

requests and receives essential information from federal organs of state power, organs of state power of the subjects of the Russian Federation, and organs of local self- government, as well as organizations;

makes use of state data banks and uses state, including government, communications systems;

provides management of organizations under its jurisdiction;

organizes scientific and research work, including work involving hiring scientific organizations, scientists, and experts on a contract basis;

executes orders and monitors the execution of orders of the Russian Federation president;

in accordance with federal laws and edicts and directives of the Russian Federation president, provides financial, material-technical, organizational, and other support for persons filling Category A state posts and persons filling Categories B and C state posts in the Administration and sociodomestic services for them, as well as supports the activities of the Administration, including maintaining a uniform procedure for the receipt, processing, and preparation of documents in the Administration.

8. The Russian Federation president provides general management of the Administration.

9. In the Administration, the following people are directly subordinate to the Russian Federation president:

the director of the Administration and his first deputy and deputies (including the deputy director of the Russian Federation president's Administration who is the head of the Russian Federation president's Chancellery and the deputy directors of the Russian Federation president's Administration who are chiefs of the Russian Federation president's main administrations); the secretary of the Russian Federation Security Council;

the secretary of the Russian Federation Defense Council;

the assistants to the Russian Federation president (including the Russian Federation president's director of protocol, who is an assistant to the Russian Federation president);

the Russian Federation president's press secretary; the Russian Federation president's research consultants;

the Russian Federation president's advisers.

These persons are appointed to the post and dismissed from the post by the Russian Federation president. The Russian Federation president determines other persons in the Administration who are appointed to their posts and dismissed from them directly by him and are subordinate to him.

10. The director of the Administration provides functional management of the assistants to the Russian Federation president (including the Russian Federation president's director of protocol, who is an assistant to the Russian Federation president) and the Russian Federation president's press secretary, as well as general coordination of their activities and operational management of his own first deputy and deputies (including the deputy director of the Russian Federation president's Administration who is the head of the Russian Federation president's Chancellery and deputy directors of the Russian Federation President's Administration who are chiefs of the Russian Federation president's main administrations), chiefs of the Russian Federation president's main administrations, and directors of other independent subdivisions of the Administration, the Russian Federation president's research consultants, the Russian Federation president's authorized representatives, and the Russian Federation president's advisers.

One of the deputy directors of the Administration provides coordination of plans for the ongoing work of the assistants to the Russian Federation president, the Russian Federation president's research consultants and their apparats, and the Russian Federation president's advisers at the instruction of the Russian Federation president or the director of the Administration.

At the instruction of the director of the Administration, coordination of the activities of the Russian Federation president's authorized representatives may be carried on by his deputies.

At the instruction of the director of the Administration, operational management of the Administration's independent subdivisions may be carried on by his deputies.

At the instruction of the Russian Federation president, the director of the Administration coordinates the activities of federal organs of executive power for the purpose of their executing the orders of the Russian Federation president.

At the instruction of the Russian Federation president and while realizing functions entrusted to the Administration, the director of the Administration submits proposals to the Russian Federation Government on preparing draft federal laws and draft edicts and directives of the Russian Federation president as well as on adopting decrees and directives of the Russian Federation Government and sends reports mandatory for fulfillment on eliminating violations in supporting the realization of decisions of the Russian Federation president to federal organs of state power.

11. The director of the Administration does the following:

submits draft statutes on the Russian Federation president's Chancellery, on the Russian Federation president's main administrations, on the Russian Federation president's Protocol Administration, on the Russian Federation president's Press Service, and on the Russian Federation president's administrations to the Russian Federation president for approval and submits proposals on the maximum number of employees for them;

submits candidates for post appointments to the Russian Federation president and submits proposals to the Russian Federation president on dismissing from the post his first deputy and deputies (including the deputy director of the Russian Federation president's Administration who is head of the Russian Federation president's Chancellery and deputy directors of the Russian Federation president's Administration who are chiefs of the Russian Federation president's main administrations), assistants to the Russian Federation president (including the Russian Federation president's director of protocol, who is an assistant to the Russian Federation president), the Russian Federation president's press secretary, the chiefs of the Russian Federation president's main administrations, and chiefs of other independent subdivisions of the Administration if they are appointed to the post and dismissed from the post by the Russian Federation president, the Russian Federation president's research consultants, the Russian Federation president's authorized representatives, and the Russian Federation president's advisers;

at the submission of the deputy director of the Russian Federation president's Administration who is the head of the Russian Federation president's Chancellery, approves the structure and staff size of the Russian Federation president's Chancellery within the limits of the number established for the Administration by the Russian Federation president;

at the submission of his deputies (including the deputy directors of the Russian Federation president's Administration who are chiefs of the Russian Federation president's main administrations) and chiefs of the Russian Federation president's main administrations, approves the structure and staff size of the Russian Federation president's main administrations and other independent subdivisions of the Administration within the limits of the number established for the Administration by the Russian Federation president;

approves the structure and staff size of the apparats which support the activities of assistants to the Russian Federation president and Russian Federation president's research consultants within the limits of the number established for the Administration by the Russian Federation president;

at the submission of the Russian Federation president's authorized representatives, approves the structure and staff size of the apparats of the Russian Federation president's authorized representatives (other than the apparat of the Russian Federation president's authorized representative in the Republic of Chechnya) within the limits of the number established for them by the Russian Federation president;

assigns duties among his deputies;

establishes the list of items of information in the Administration that are classified as state secrets;

appoints the following persons to the post and dismisses them from the post in the Administration:

employees of the Russian Federation president's Chancellery--at the submission of the deputy director of the Russian Federation President's Administration who is the head of the Russian Federation president's Chancellery;

employees of the Russian Federation Security Council apparat, other than soldiers and associates of the Russian Federation internal affairs organs and federal tax police organs sent on temporary duty to the Russian Federation Security Council apparat, within the limit approved by the Russian Federation president--at the submission of the Secretary of the Russian Federation Security Council;

employees of the Russian Federation Defense Council-- at the submission of the director of the Russian Federation Defense Council apparat;

employees of the Russian Federation president's main administrations --at the submission of the deputy directors of the Russian Federation President's Administration who are chiefs of the Russian Federation president's main administrations, as well as chiefs of the Russian Federation president's main administrations;

employees of the Russian Federation president's Press Service--at the submission of the Russian Federation president's press secretary;

employees of the Russian Federation president's Protocol Administration--at the submission of the Russian Federation president's director of protocol, an assistant to the Russian Federation president;

employees of the apparats of assistants to the Russian Federation president and the Russian Federation president's research consultants--at the submission of the deputy director of the Administration who coordinates the activities of the assistants to the Russian Federation president;

employees of the apparats of the Russian Federation president's authorized representatives--at the submission of the deputy director of the Administration who coordinates the activities of the corresponding authorized representatives of the Russian Federation president;

employees of the Russian Federation president's administrations, administrations of the Administration, and other independent subdivisions of the Administration--at the submission of the deputy directors of the Administration who have been charged with operational management of the corresponding subdivisions;

issues directives on questions of the Administration's activities classified as under his jurisdiction;

provides certification of the Administration's employees and confers qualification ratings on the Administration's employees, other than employees whose qualification ratings are conferred by the Russian Federation president;

manages financial means in accordance with the Administration's estimated budget;

organizes the execution of the Russian Federation president's orders;

requests and obtains essential information from federal organs of state power, organs of state power of the subjects of the Russian Federation, and organs of local self- government, as well as organizations;

represents the Administration in federal organs of state power, organs of state power of the subjects of the Russian Federation, and organs of local self-government, as well as in Russian, foreign, and international organizations.

The director of the Administration may instruct his first deputy and deputies (including the deputy director of the Russian Federation president's Administration who is the head of the Russian Federation president's Chancellery and the deputy directors of the Russian Federation president's Administration who are chiefs of the Russian Federation president's main administrations) to appoint employees of subdivisions whose operational management is entrusted to them and (or) which they head and dismiss them from the post, as well as to provide incentives for employees of these subdivisions and apply measures of disciplinary punishment against them.

The director of the Administration may instruct his first deputy and deputies (including the deputy director of the Russian Federation president's Administration who is the head of the Russian Federation president's Chancellery and deputy directors of the Russian Federation President's Administration who are chiefs of the Russian Federation president's main administrations) to manage financial means in accordance with the Administration's estimated budget.

12. The first deputy director of the Administration acts as director of the Administration during periods of his temporary absence.

The first deputy director of the Russian Federation President's Administration issues directives on questions of the Administration's activities following the procedures established by the director of the Administration. At the instruction of the director of the Administration, the first deputy director of the Administration manages financial means in accordance with the Administration's estimated budget.

The first deputy director of the Administration follows the established procedure to organize work to conduct certification of the Administration's employees.

13. The deputy directors of the Administration, in accordance with edicts and directives of the Russian Federation president and the assignment of duties among them approved by the director of the Administration, do the following:

provide coordination of plans for the ongoing work of assistants to the Russian Federation president, the Russian Federation president's research consultants and their apparats, and the Russian Federation president's advisers;

provide coordination of the activities of the Russian Federation president's authorized representatives;

provide operational management of the Administration's independent subdivisions;

submit candidates for post appointments to the director of the Administration and submit proposals to the director of the Administration on dismissing from the post employees of the Administration's independent subdivisions whose operational management has been entrusted to them;

at the instruction of the director of the Administration, impose disciplinary punishment on and provide incentives for employees of the Administration's independent subdivisions whose operational management has been entrusted to them;

organize the work of advisory and consultative organs under the Russian Federation president;

at the instruction of the director of the Administration and in accordance with the assignment of duties approved by him, represent the Administration in interrelations with the chambers of the Russian Federation Federal Assembly, the Russian Federation Government, the Russian Federation Constitutional Court, the Russian Federation Supreme Court, the Russian Federation Higher Arbitration Court, and other courts of the Russian Federation, the Office of Procurator- General of the Russian Federation, federal organs of executive power and their territorial organs, organs of state power of the subjects of the Russian Federation and their apparats, and organs of local self-government, as well as with state organs of foreign states and their officials and with Russian and foreign public associations and organizations;

at the instruction of the Russian Federation president or the director of the Administration, carry out certain functions on the Administration's behalf.

14. Deputy directors of the Russian Federation President's Administration who are chiefs of the Russian Federation president's main administrations do the following:

manage the activities of the Russian Federation president's main administrations subordinate to them;

submit candidates for post appointments to the director of the Administration and submits proposals to the director of the Administration on dismissing from the post employees of the corresponding main administrations of the Russian Federation president to the director of the Administration;

at the instruction of the director of the Administration, provide incentives for employees of the corresponding main administrations of the Russian Federation president and apply measures of disciplinary punishment against them.

15. The Secretariat of the director of the Russian Federation president's Administration provides direct support of the activities of the director of the Administration and his first deputy and deputies (other than the deputy director of the Russian Federation President's Administration who is the head of the Russian Federation president's Chancellery and the deputy directors of the Russian Federation President's Administration who are chiefs of the Russian Federation president's main administrations).

16. The assistants to the Russian Federation president (including the Russian Federation president's director of protocol, an assistant to the Russian Federation president) and the Russian Federation president's press secretary and research consultants provide assistance to the Russian Federation president in resolving questions of his state activities.

Apparats subordinate to the Russian Federation president's assistants provide direct support of the assistants' activities.

Assistants to the Russian Federation president do the following:

prepare proposals for the Russian Federation president on realizing his powers as head of state;

with the participation of the Russian Federation president's main administrations and other independent subdivisions of the Administration, prepare analytical, reference, and information materials for the Russian Federation president;

prepare proposals on future and current plans for the Russian Federation president's work;

together with the Russian Federation president's main administrations, other independent subdivisions of the Administration, federal organs of executive power, and organs of state power of the subjects of the Russian Federation, participate in preparing official meetings, visits, talks, negotiations, and business trips of the Russian Federation president and his meetings with citizens and representatives of political parties and other public associations;

prepare and execute certain orders of the Russian Federation president.

Assistants to the Russian Federation president do the following while realizing the functions entrusted to them:

interact with the Russian Federation president's main administrations and other independent subdivisions of the Administration;

at the instruction of the Russian Federation president and in accordance with his powers, send appeals addressed to the Russian Federation president and other materials for preparing draft decisions to the Russian Federation president's main administrations and other independent subdivisions of the Administration for examination;

provide proposals on draft federal laws and edicts and directives of the Russian Federation president sent to him for examination;

sign official documents within the limits of their jurisdiction;

at the instruction of the Russian Federation president, head working groups created to prepare measures with the Russian Federation president's participation and analytical materials;

make use of the data banks of the Administration and the Russian Federation Government;

submit to the deputy director of the Administration coordinating the activities of assistants to the Russian Federation president candidates for post appointments and submit proposals to him on dismissing from the post employees of apparats which carry out their activities;

submit to the deputy director of the Administration coordinating the activities of assistants to the Russian Federation president proposals on providing incentives for employees of apparats carrying out their activities and on applying measures of disciplinary punishment against them. The Russian Federation president defines the number of assistants to the Russian Federation president and the directions of their activities.

17. The Russian Federation president's research consultants handle preparation of the main points of statements and appeals of the Russian Federation president and analytical reports and memorandums, do information- consultation work, and execute certain orders of the Russian Federation president. The Russian Federation president determines the number of Russian Federation president's research consultants and the directions of their activities.

18. The secretary of the Russian Federation Security Council manages the Russian Federation Security Council apparat.

The Russian Federation Security Council apparat provides organizational-technical and information support for the Russian Federation Security Council's activities. The Russian Federation president at the submission of the secretary of the Russian Federation Security Council approves the structure and staff schedule of the Russian Federation Security Council apparat.

The secretary of the Russian Federation Security Council submits to the Russian Federation president candidates for post appointments and submits to the Russian Federation president proposals on dismissing from the post deputy secretaries of the Russian Federation Security Council.

The secretary of the Russian Federation Security Council submits to the director of the Administration candidates for post appointments and submits to the director of the Administration proposals on dismissing from the post employees of the Russian Federation Security Council Apparat, other than soldiers and associates of Russian Federation internal affairs organs and federal tax police organs sent on temporary duty to the Russian Federation Security Council apparat within the limit approved by the Russian Federation president.

19. The secretary of the Russian Federation Defense Council provides general management of the Russian Federation Defense Council apparat.

The Russian Federation Defense Council apparat provides organizational-technical and information support of the Russian Federation Defense Council's activities. The Russian Federation president at the submission of the secretary of the Russian Federation Defense Council approves the structure of the Russian Federation Defense Council apparat.

The director of the Administration approves the staff schedule of the Russian Federation Defense Council apparat. 20. The Russian Federation president's authorized representatives on the basis of the corresponding statutes approved by the Russian Federation president represent the Russian Federation president's interests in federal organs of state power, organs of state power of the subjects of the Russian Federation, and organs of local self-government, as well as in Russian, foreign, and international organizations.

The apparats of the Russian Federation president's authorized representatives provide direct support for their activities.

The director of the Administration at the submission of the Russian Federation president's authorized representatives approves the structure and staff schedule of the apparats of the Russian Federation president's authorized representatives (other than the apparat of the Russian Federation president's authorized representative in the Republic of Chechnya) within the limits of the number established for them by the Russian Federation president.

The Russian Federation president's authorized representatives do the following:

submit to the deputy director of the Administration coordinating the activities of the Russian Federation president's authorized representatives candidates for post appointments and submit proposals to him on dismissing from the post employees of the apparats of the Russian Federation president's authorized representatives;

submit to the deputy director of the Administration coordinating the activities of the Russian Federation president's authorized representatives proposals on providing incentives for employees of the apparats of the Russian Federation president's authorized representatives and on applying measures of disciplinary punishment against them.

21. The Russian Federation president's advisors at the instruction of the Russian Federation president provide ongoing management of the advisory and consultative organs under the Russian Federation president and support their activities.
