[Masorin: Born on August 24, 1947 in the village of Popovka, Kalinin Region, he graduated from the Black Sea Higher Naval School in 1970 and served on the Northern Fleet as head of the missile systems group of a large anti-submarine ship and department commander. In 1977 he graduated from me Higher Specialized Officer Classes and served as first lieutenant of a large missile ship, commander of a large anti-submarine ship and commander of a destroyer. In, 1983 he was appointed chief of staff - deputy commander of a group of destroyers of the Northern Fleet. In 1986 he graduated from the correspondence department of the Naval Academy, became commander of a group of destroyers of the Northern Fleet in 1987 and was promoted to chief of staff - deputy head of an operational formation of the Northern Fleet in 1989. After graduating from the Military Academy of the General Staff of the Russian Armed Forces in 1993, he was appointed chief of staff - deputy flotilla commander of the Northern Fleet. In 1996 he was promoted to commander of the Caspian Flotilla (from June 26, 1996). He was promoted vice-admiral by presidential decree on May 9, 1997. He was appointed Commander of the Black Sea Fleet by presidential decree of October 4, 2002 (ITAR-TASS 9 Oct 02; Military News Bulletin No 011, 1 Nov 02).
