Nikolay Poroskov, Vladimir Shpak, "In the event of the appointment of Kvashin as Minister the place of the Chief of the General Staff may be occupied by the current head of military intelligence Col-Gen ValentinKorabel'nikov.  Kvashnin and Korabel'nikov were wounded in the North Caucasus, both were appointed to their current posts at roughly the same time, after years of working togther they have drawn close, and often spend their leisure time together.  They say that their wives are in the same business in the medical field.  The Chief of the GRU is called Kvashnin's "gray eminence." Russia to adopt new staff structure of Armed Forces supreme command

MOSCOW. April 24 (Interfax-AVN) - The Defense Ministry is getting ready for a new streamlining of the staff structure in the supreme command of the Armed Forces, a competent source in the ministry told Interfax-Military News Agency on Wednesday. The upcoming changes go in line with President Vladimir Putin's demands concerning reduction of the administration staff and expenses on its maintenance that were voiced in his recent address to the Federal Assembly (parliament), the sources said. In accordance with restructuring plans, ranks that correspond to most posts of generals in the Defense Ministry and General Staff will be lowered, and some of the posts currently held by generals will be held by colonels after the reduction. Almost 90 percent of posts of chiefs of main and central departments in the ministry and General Staff will correspond to the rank of lieutenant general. Deputy chiefs will hold the rank of major general. A total number of deputy chiefs will be reduced, the source said. The new staff structure will start functioning on June 1. In addition to the Defense Ministry and General Staff, staff restructuring will be effected in commands of armed services, About 200 posts of generals will be abolished as a result of the reform. © 2002 Interfax-Military News Agency, All rights reserved. ·["Vlasov was born on October 21, 1950 in the village of Krugloye, Lipetsk Oblast.  After graduation from Voronezh Engineering-Construction Institute in 1973, he was called up into the Army from the reserve for two years for the performance of service as an officer.   He was a deputy company commander in a military construction detachment and an associate of the Engineering Work Directorate (UIR).   After his release from the Army, he worked in civilian industry for two years, and then he once again voluntarily began military service in February 1977. He performed his service in various positions in the Baltic Military District.   He was chief of a construction sector, chief of a construction-erection directorate, chief engineer of the Engineering Work  Directorate, chief of the Engineering Work Directorate, and main engineer of the Baltic Military District Engineering Work Directorate.   From 1991 through 1992 - he was first deputy chief of the Main Special Construction Directorate.   From 1992 through 1996 - deputy chief of GlavKEU [Main Billeting/Maintenance Directorate] and, from December 1996 to the present time - its chief.   He is a colonel-general.   He has been decorated with two orders and seven medals.   He is married and has a daughter and two sons" (Nezavisimoye Voyennoye Obozreniye, 19 Jan 00).]

He underwent military service in the positions of chief of food supply of a regiment in the Central Group of Forces, chief of food supply of regiment in the Odessa Military District, senior inspecting officer, senior officer for mobilization work, department chief and deputy chief of food service of the Turkestan Military District, chief of the 2d Department of the Central Food Directorate of the USSR Ministry of Defense, deputy chief of the 1st Directorate of the Central Food Service of the CIS Armed Forces, deputy chief of the 1st Directorate of the Central Food Service of the RF Ministry of Defense, and chief of the 1st Directorate and deputy chief of the Central Food Directorate of the RF Ministry of Defense. Since 1998 he has been serving as chief of the Central Food Service of the RF Ministry of Defense. He took part in combat activities in Afghanistan and in the Chechen Republic (Armeyskiy Sbornik, Jul 2000).]
