успешному выполнению возлагавшихся на них задач" (<www8.ewebcity.com/vad777/other/NII_MO.htm>, 29 May 01).

Soviet of Ministers and by order of the Ministry of the Armed Forces,
creation began of the Scientific-Research Artillery Institute of
Rocket-Propelled Armaments (NII-4), now the 4th Central
Scientific-Research Institute of
the Russian Federation Ministry of Defense.
"In 1953, after entering the Academy of
Artillery Sciences system, NII-4 actively dealt with the creation and
development of the first long-range,
liquid-fuel, guided missiles, the R-1 and R-2,
and in the 50s - the strategic missiles R-5M and R-12. The research conducted here touched on
issues relating to ballistics, attitude control and stability in flight. . . .
Starting in the mid 50s, under the leadership of Deputy Chief of NII-4
B. Zhitkov, work began on researching the possibility
of creating long-range, solid-fuel missiles.
After
the formation of the Strategic Missile Troops, in December of 1959, the
Institute became part of their make-up and began carrying out the orders of the
Main Staff, NTK [Scientific Technical Committee], GURVO [Main Directorate of
Missile Troops Equipment] and other RVSN CINC directorates" (Armeyskiy Sbornik, 01 Jun 01).]
- ["The main objective of this leading research establishment
of the Strategic Missile Troops is the provision of operational and
strategic substantiation for the employment of nuclear missiles. ...there
are now 1,500 research officers working at the institute (average rank:
lieutenant colonel), and approximately 1,000 civilians. These include 30 doctors and 500
candidates of sciences. These
specialists in their time developed possible scenarios for large- scale
combat actions, with probable opponents being NATO and the USSR. Today,
according to Dvorkin, much attention has to be
given to regional scenarios:
'Regional conflicts are of interest to us from the viewpoint of the
survivability of nuclear rocket forces because we believe that losses of
strategic nuclear forces in conventional war are unacceptable.' Moreover, provisions have to be made for
the possibility of mass destruction weapons appearing in third countries.
'In this event, if irrational regimes are in power there,' Vladimir Dvorkin stressed, 'we must have the possibility to
threaten some selective local action.' ... The institute has its own
linear accelerator which can speed up electrons to the energy of 7 megaelectron-volts." (Nezavisimaya Gazeta 4 Nov 94 p 1).]
