Sary Shagan Missile Defense Test Range (Kazakhstan) (Полигон ПРО Сары-Шаган)

      "В 1957 году в Твери были развернуты головной Научно-исследовательский институт войск ПВО (ЦНИИ-2 МО) и военная академия ПВО имени Маршала Советского Союза Г.К. Жукова (ныне военный университет). ЦНИИ-2 был и остается главным научным центром России в области воздушно-космической обороны (ВКО), законодателем в обосновании перспектив развития вооружения и построения системы. 
     1 сентября 1935 года считается днем появления института, когда был сформирован Артиллерийский стрелковый комитет (АСК) зенитной артиллерии (ЗА), в который переводятся специалисты Севастопольской школы ЗА. Комитет в составе 16 офицеров занимался вопросами теории стрельбы по воздушным целям, боевой подготовки и применения ЗА и приборов, разработки уставов, правил стрельбы и т.д. 
     К 1941 году на вооружение ПВО при непосредственном участии АСК поступает новая техника: 85-мм пушка образца 1939 года; приборы управления артиллерийским зенитным огнем (ПУАЗО); 37-мм автоматическая зенитная пушка образца 1939 года. 
     В 1942 году АСК преобразуется в стрелково-тактический комитет (СТК) ЗА и подчиняется напрямую Командующему войсками ПВО территории страны. Штат увеличен до 90 человек, в том числе 60 - военнослужащих. 
     В 1947 году, находясь в Москве, СТК преобразуется в научно-исследовательский институт стрельбы ЗА, переводится в Евпаторию и подчиняется президенту Академии артиллерийских наук (ААН) - Главному маршалу артиллерии Н.Н.Воронову. До 1955 года основным объектом изучения и исследования оставалась пушка. В 1955 году в результате выполненной НИР "Анализ возможностей существующих и вновь разрабатываемых средств ЗА по отражению состоящих на вооружении и перспективных СВН" впервые была теоретически обоснована необходимость отказа от применения ствольной ЗА (особенно средней и крупнокалиберной) и перехода к зенитным управляемым ракетам (ЗУР) как основному огневому средству. В эти годы осуществляется сотрудничество с такими учеными мирового класса, как Колмогоров, Благонравов, Прохоров, Пчельников, Пугачев, Вентцель, Лихтеров, Гришин и другие.
     В 1957 году НИИ-2 ААН переводится в Калинин (Тверь), называется НИИ-2 войск ПВО с вливанием сотрудников одного из Учебных центров потребительной авиации. В тверской период первым начальником института был назначен Герой Советского Союза, гвардии генерал-лейтенант артиллерии С.Ф. Ниловский. 
     С тех пор главным объектом исследований, наряду с прочими, являются зенитно-ракетные комплексы (ЗРК), в этом институт занимает ведущие позиции в стране и за ее пределами. В открытой печати сотрудников предприятий промышленности, в рекламных проспектах выставок военно-промышленных комплексов раскрывался процесс создания образцов и систем вооружения войск ПВО таких, как ЗРК С-25, С-75, С-125, С-200, С-300, С-400, А-35, "Панцирь", самолеты МиГ-31, СУ-27, различные РЛС, военно-космические объекты. Характеристики этих разработок находятся на мировом уровне соответствующих работ других стран, а в ряде случаев их превосходят. Институт НИИ-2 закладывал основы системного обоснования необходимости создания перечисленных видов оружия, их совместного применения в войсковых группировках, перспектив их дальнейшего развития и создания новых систем. 
     В 1956 г. были приняты решения об объединении научно-исследовательского института, научно-испытательного центра и ряда мелких научных структур родов войск в комплексный научно-исследовательский институт вида Вооруженных сил (ныне - 2-й ЦНИИ МО) и о создании Военной академии вида Вооруженных сил - Войск ПВО страны. 
     Ориентация НИИ на обоснованиеперспектив развития состава вооружения и построения системы ВКО в совместной работе с НИИ и КБ оборонных отраслей промышленности, а академии - на совершенствование организации системы ПВО, разработку форм и способов борьбы с воздушно-космическим противником, системы оперативной и боевой подготовки войск подводили комплексный научный фундамент под дальнейшее развитие Войск ПВО страны. Мудрое решение о совместной дислокации института и академии в одном месте (в г. Твери) благоприятствовало успешному выполнению возлагавшихся на них задач" (<

    Starting in the mid 50s, under the leadership of Deputy Chief of NII-4 B. Zhitkov, work began on researching the possibility of creating long-range, solid-fuel missiles.
    After the formation of the Strategic Missile Troops, in December of 1959, the Institute became part of their make-up and began carrying out the orders of the Main Staff, NTK [Scientific Technical Committee], GURVO [Main Directorate of Missile Troops Equipment] and other RVSN CINC directorates" (Armeyskiy Sbornik, 01 Jun 01).]

[DVORKIN, BIOGRAPHICAL INFORMATION:  completed Black Sea Higher Naval School imeni Nakhimov.  (Vooruzheniye Politika Konversiya, No 2, Mar-Apr 01).  "Up until 2001, Major General (Reserve) Vladimir Zinovyevich Dvorkin directed the RF Defense Ministry 4th Central Scientific Research Institute, which was engaged in planning and working out the development of the RF Strategic Nuclear Forces.   He is an Honored Scientist and Engineer of the Russian Federation, a doctor of technical sciences and professor.   Dvorkin is a member of the Russian Academy of Missile and Artillery Sciences, Academy of Military Sciences, Russian Engineering Academy, International Engineering Academy and Academy of Cosmonautics.   He was born in Leningrad on 12 January 1936.   He participated in tests of the first domestic nuclear powered missile submarines and the first launches of ballistic missiles from beneath the water.   The author of over 350 scientific works, he defended his doctoral dissertation in 1974.   Theoretical and practical principles were developed under the scientific direction and with the immediate involvement of Vladimir Dvorkin for the following: construction of mathematical models for substantiating the main directions of development and state programs of armaments, RDT&E plans, scenarios of combat operations and the order of battle of Strategic Nuclear Forces groupings; development of the look of advanced missile complexes; substantiation and development of specifications and performance characteristics for missile armament realized in the creation of several generations of missile complexes; and integrated experimental development of missile weaponry.
    He is one of the principal authors of all program documents specifying development of the Strategic Nuclear Forces and RVSN [Strategic Missile Troops].   For many years he worked as an expert in the preparation of the SALT II, INF, START I and START II treaties and made a significant contribution to forming the position of the USSR and Russia at strategic offensive arms limitation and reduction talks.   He has been awarded the orders "For Service to the Homeland" 4th Class, "Distinguished Military Service," Labor Red Banner and Red Star, and many medals" <Strana.ru>, 18 Feb 02).]

  • "The RF Armed Forces 17th Central Project Institute of Communications takes its history from 19 May 1949. According to Institute documentation, communications centers of hardened command posts of the General Staff, branches of the Armed Forces, military districts and armies were established and outfitted with elements of the Tsentr command and control system. A strategic satellite communications system and computer centers at military district command posts have been established. Institute specialists developed projects for communications and command and control systems in support of the RVSN [Strategic Missile Troops] under which hardened command posts, combat missile complexes with hardened antennas, and computer centers were built and placed on alert duty. Many of the projects originated in the Institute have been carried out for the first time, particularly the YeSSS-1 and YeSSS-2 space communications ground facilities, space reconnaissance facilities and a tropospheric communications system.  Despite difficult economic conditions, in the last few years the Institute has developed unique projects for a Ministry of Defense territorial communications system and dual-purpose satellite communications of the Northeastern Region.
