SVR Budget and Personnel
Russian sources have claimed that the SVR cut its staff 40% from 1991 through 1994 [without providing actual numbers] closed 30 overseas stations. However between 1991 and 1993, the US and Germany reported a 12% increase in intelligence collection efforts by the SVR and their Russian military intelligence (GRU) counterparts.
