 RMKS/1.  THE PURPOSE OF THIS CLASS ADVISORY IS TO MODIFY THE GUIDANCE          

 CONTAINED IN REF A REGARDING HAZARDS OF ELECTROMAGNETIC RADIATION TO           

 PERSONNEL (HERP) AND HAZARDS OF ELECTROMAGNETIC RADIATION TO ORDNANCE          

 (HERO) DURING DDG 51 CLASS SHIP OPERATIONS AND MAINTENANCE.  THIS              

 ADVISORY MODIFIES PARAS 3.A(1) AND 3.B(3)(D) TO RESTRICT PERSONNEL             

 FROM PART OF THE BRIDGE WING AREA DURING AN/SPY-1D HIGH POWER                  

 RADIATION TO ZENITH.  THESE RESTRICTIONS ARE A RESULT OF RECENT                

 MEASUREMENTS WHICH IDENTIFIED RF HOT SPOTS RESULTING FROM SPY-1D               

 RADIATION REFLECTIONS FROM THE YARDARM.  IT MODIFIES GUIDANCE ON               

 ANTENNA 2-4 IN PARA 3.A(8), ADDS GUIDANCE ON A RF BURN HAZARD DURING           

 RIGID INFLATABLE BOAT (RIB) OPERATIONS TO PARA 5 AND ADDS PARA                 

 3.A(12) ON INMARSAT AND PARA 6 ON HAZARDS OF ELECTROMAGNETIC                   

 RADIATION TO FUEL (HERF).  REF A IS SUPERSEDED AND CANCELLED BY THIS           

 REVISION.                                                                      

                                                                                

 2.  BACKGROUND.  DDG 51 CLASS SHIPS HAVE SEVERAL RADAR SYSTEMS                 

 CAPABLE OF GENERATING HAZARDOUS LEVELS OF RF ENERGY.  REF B SPECIFIES          

 MAXIMUM PERMISSIBLE EXPOSURE LIMITS (PEL) FOR PERSONNEL EXPOSURE TO            

 RF RADIATION.  FOR RADARS WITH FREQUENCIES GREATER THAN 1.5 GHZ, THE           

 PEL IS 5 MW/SQ CM.  SOME ELEMENTS OF ORDNANCE ARE ALSO SUSCEPTIBLE TO          

 RF ENERGY.  THROUGH A COMBINATION OF PERSONNEL ACCESS CONSTRAINTS,             

 RADIATION ZONE CONTROL, OUTPUT POWER CONTROL AND MAINTENANCE OF SAFE           

 SEPARATION DISTANCES, HERP AND HERO PROBLEMS CAN BE PREVENTED.                 

 CONTROL FEATURES INHERENT IN THE VARIOUS RADAR SYSTEM DESIGNS, WITH            

 STRICT PROCEDURE IMPLEMENTATION AND WARNING SIGNS, CAN PROVIDE                 

 EFFECTIVE RF SAFETY WITH MINIMAL OPERATIONAL IMPACT.                           

                                                                                

 3. ACTION.  THE PROCEDURES CONTAINED HEREIN MUST BE ADHERED TO IN              

 ORDER TO PROVIDE PROPER SAFETY MARGINS FOR PERSONNEL AND ORDNANCE              

 MATERIALS.                                                                     

                                                                                

      A. HERP PRECAUTIONS IN PORT.                                              

                                                                                

          (1)  AN/SPY-1D.  HIGH POWER RADIATION IN PORT IS PERMITTED            

 ONLY WHEN THE QUADRATURE ALIGNMENT OF THE TRANSMITTER IS WITHIN PMS            

 LIMITS.  HIGH POWER OPERATION SHALL BE IN MAINTENANCE MODE UNDER               

 LOCAL CONTROL EXCEPT FOR THE FOLLOWING TESTS:                                  

                                                                                

               (A) MRC 4560 (R-2W) - TRANSMITTER PHASE AND POWER TESTS          

 OF THE FOUR ARRAYS (IOT/1.12.X.7.9Y; X EQUALS 1-4; Y EQUALS 0-9).              

                                                                                

               (B) EII 1.12.5.2.Y (Y EQUALS 1) MTI TRANSMITTER                  

 STABILITY TEST.                                                                

                                                                                

               (C) EII 1.12.5.X.3Y.1 (X EQUALS 3; Y EQUALS 0-9)                 

 MISSILE UPLINK TEST.                                                           

 THESE TESTS MAY BE CONDUCTED IN PORT USING THE FOLLOWING PROCEDURES.           

 PRIOR TO INITIALIZATION OF THE OPERATIONAL READINESS TEST SYSTEM               

 (ORTS) CONSOLE PERFORM THE FOLLOWING:                                          

                                                                                

                    (1)  AT THE RADAR SYSTEM CONTROLLER (RSC) CONSOLE           

                         IN BASELINE CONTROL:                                   

                                                                                

                         (A) PLACE SEARCH ELEVATION TO ZERO DEGREES.            

                                                                                

                         (B) HORIZON SEARCH OFF.                                

                                                                                

                         (C) SEARCH MODE NORMAL.                                

                                                                                

                         (D) VERIFY NO SECTOR OR RADIATION ZONES.               

                                                                                

                    (2)  AT THE AN/SPY-1D AN/UYK-43 COMPUTER;                   

                                                                                

                         (A) POWER DOWN MEMORY UNIT 9 FROM THE                  

                             COMPUTER DCU.                                      

                                                                                

                         (B) ON BOTH CPU 0 AND CPU 1 SET THE 6 STOP             

 AND 7 STOP BUTTONS TO ON AT THE COMPUTER DCU.                                  

 AN/SPY-1D OPERATION BOTH IN MAINTENANCE MODE UNDER LOCAL CONTROL AND           

 USING THE ABOVE PROCEDURE PLACES THE AN/SPY-1D BEAM AT THE ZENITH              

 POSITION.  (NOTE: THESE PROCEDURES MUST BE FOLLOWED REGARDLESS OF              

 WHETHER AT-SEA OR IN-PORT DISK SETS ARE USED.)  FOR THESE OPERATIONS,          

 THE HAZARDOUS ZONE IS BOUNDED BY THE BOTTOM OF THE ARRAY, 10 FEET TO           

 EACH SIDE OF THE ARRAY, OUT TO A DISTANCE OF 10 FEET IN FRONT OF THE           

 ARRAY AND 1580 FEET ABOVE THE ARRAY.  THE HAZARDOUS ZONE BOUNDARIES            

 ARE THE SAME WHEN RADIATING TO ZENITH IN LOW POWER EXCEPT THAT THE             

 HAZARDOUS ZONE EXTENDS TO 370 FEET ABOVE THE ARRAY.  DURING HIGH               

 POWER RADIATION TO ZENITH FROM THE AFT SPY ARRAYS THE BRIDGE WING              

 AREA NEAR THE AFT ARRAYS MAY BE EXPOSED TO RF LEVELS EXCEEDING THE             

 PEL DUE TO YARDARM REFLECTIONS.  PERSONNEL SHOULD BE RESTRICTED FROM           

 THE BRIDGE WING AREA NEAR THE AFT ARRAYS, 04 LEVEL BETWEEN FRAMES 160          

 AND 170, DURING THESE OPERATIONS.  ADDITIONALLY, PERSONNEL MUST BE             

 WARNED NOT TO LEAN OVER THE BRIDGE WINGS ABOVE THE ARRAY FACES.                

 NESTED SHIPS MUST BE ADVISED TO KEEP PERSONNEL OUTSIDE OF THE                  

 HAZARDOUS ZONE OR WITHIN THE SKIN OF THE SHIP DURING PMS TESTING.              

 DURING SEARCH AND TRACK OPERATIONS IN LOW POWER, THE MINIMUM SAFE              

 SEPARATION BETWEEN THE AN/SPY-1D ARRAYS AND PERSONNEL IS 50 FEET.              

                                                                                

          (2) FIRE CONTROL SYSTEM, MK 99 MOD 3.  EXTERNAL CW                    

 ILLUMINATOR RADIATION MUST ALWAYS BE UNDER CONTROL OF C&D/WCS (E.G.,           

 SIMULATED ENGAGEMENT).  THE BEAM MUST NOT BE DIRECTED TOWARD ANY               

 BUILDING, SHIP STRUCTURE, OR MANNED AREA (I.E., CRANES, BUILDINGS,             

 TOWERS AND ADJOINING SUPERSTRUCTURES).  BY SELECTIVE TARGET                    

 DESIGNATION IN CLEAR AREAS AUTHORIZED BY THE COGNIZANT PORT                    

 AUTHORITY, LIMITED ILLUMINATOR OPERATION CAN BE ACCOMPLISHED.  THE             

 ILLUMINATOR MAIN BEAM MINIMUM SAFE SEPARATION DISTANCE IS 1850 FEET.           

                                                                                

          (3) AN/SLQ-32(V)2.  THE AN/SLQ-32(V)2 DOES NOT RADIATE RF             

 ENERGY.  NO HERP/HERO PRECAUTIONS ARE REQUIRED.                                

                                                                                

          (4) PHALANX (CIWS) WEAPON SYSTEM.  IN PORT, PHALANX SHALL BE          

 ALLOWED TO RADIATE ONLY TO CLEAR AREAS AS AUTHORIZED BY THE COGNIZANT          

 PORT AUTHORITY.  THE MAIN BEAM MINIMUM SAFE SEPARATION DISTANCE IS             

 135 FEET.                                                                      

                                                                                

          (5)  OE-409/SRC TWIN FAN ANTENNAS (ANTENNA 2-1).  THE TWIN            

 FAN ANTENNAS WILL NOT PRODUCE HAZARDOUS RADIATION IN ANY NORMALLY              

 OCCUPIABLE AREA ON OR BELOW THE 05 LEVEL.                                      

                                                                                

          (6)  0E-415(V)1/SRC TWIN WHIP ANTENNAS (ANTENNA 2-2).  THE            

 35 FOOT TWIN WHIP ANTENNAS SHOULD BE SECURED BEFORE PERSONNEL ENTER            

 THE AREA OF THE ANTENNA MAINTENANCE PLATFORM.                                  

                                                                                

          (7)  OE-418(V)1/SRC TWIN WHIP ANTENNAS (ANTENNA 2-3).  THE            

 18 FOOT TWIN WHIP ANTENNAS CAN PRODUCE RF LEVELS EXCEEDING THE PEL ON          

 THE 02 LEVEL DIRECTLY BELOW THE ANTENNA AND ON THE 01 LEVEL CLOSE TO           

 THE PORT AND STARBOARD RAS HINGED KINGPOSTS WHEN THE ANTENNA IS                

 ENERGIZED AT 1000 WATTS AT FREQUENCIES ABOVE 18 MHZ.  WHEN OPERATING           

 ANTENNA 2-3 AT FREQUENCIES ABOVE 18 MHZ, POWER OUTPUT SHOULD NOT               

 EXCEED 250 WATTS.                                                              

                                                                                

          (8)  OE-417/SRC EMERGENCY TILTING WHIP ANTENNA (ANTENNA               

 2-4).  THE 35 FOOT SINGLE WHIP EMERGENCY ANTENNA CAN PRODUCE RF                

 LEVELS THAT EXCEED THE PEL ON THE 02 LEVEL PORT SIDE IN THE VICINITY           

 OF THE ANTENNA.  WHEN THE ANTENNA IS ENERGIZED, PERSONNEL SHOULD NOT           

 ENTER THE 02 LEVEL PORT SIDE BETWEEN FRAMES 246 AND 312 WITHOUT                

 PERMISSION.  IF PERSONNEL ARE GRANTED ACCESS TO THIS AREA AND THE              

 ANTENNA IS OPERATED AT FREQUENCIES ABOVE 20 MHZ, POWER OUTPUT SHOULD           

 NOT EXCEED 250 WATTS.  PERSONNEL GRANTED PERMISSION TO ENTER THIS              

 AREA SHOULD NOT APPROACH WITHIN FOUR FEET OF THE ANTENNA, AND SHOULD           

 NOT REMAIN WITHIN 12 FEET OF THE ANTENNA LONGER THAN THE TIME FOR              

 NORMAL WALKTHROUGH.                                                            

                                                                                

          (9)  AS-3771/U WHIP MARS ANTENNA (ANTENNA 2-5).  THE 14 FOOT          

 WHIP ANTENNA CAN PRODUCE RF LEVELS IN THE FLAG BAG AREA THAT EXCEED            

 THE PEL WHEN MARS IS OPERATING IN THE RTTY MODE.  IF PERSONNEL ARE IN          

 THE FLAG BAG AREA WHEN MARS IS OPERATED IN THE RTTY MODE AT                    

 FREQUENCIES ABOVE THE 20 METER BAND (15 MHZ), PLATE INPUT POWER                

 SHOULD NOT EXCEED 250 WATTS.                                                   

                                                                                

          (10)  AN/WSC-3 SATCOM (ANTENNAS 3-10A AND 3-10B).  WSC-3 CAN          

 PRODUCE RF LEVELS EXCEEDING THE PEL OUT TO 15 FEET FROM THE ANTENNA.           

 THESE ANTENNAS ARE IN A MAN ALOFT AREA AND WILL NOT PRODUCE RF LEVELS          

 EXCEEDING THE PEL IN ANY NORMALLY OCCUPIABLE AREA.                             

                                                                                

          (11)  RADAR SET AN/SPS-67(V)2 (ANTENNA 5-1).  DURING NORMAL           

 OPERATION WITH THE ANTENNA ROTATING, SPS-67 DOES NOT CREATE A                  

 RADIATION HAZARD.  IF SPS-67 IS RADIATING WITH THE ANTENNA                     

 STATIONARY, THE MAIN BEAM MINIMUM SAFE SEPARATION DISTANCE IS 70               

 FEET.                                                                          

                                                                                

          (12)  INMARSAT MX 2400 AND SATURN 3S.90 INTEGRATED SATCOM             

 TERMINAL.  INMARSAT CAN PRODUCE RF LEVELS EXCEEDING THE PEL OUT TO             

 7.5 FEET FROM THE SURFACE OF THE RADOME.  DUE TO THE ANTENNA                   

 LOCATION, RF LEVELS EXCEEDING THE PEL WILL NOT BE PRODUCED IN ANY              

 MANNED WEATHER DECK AREA.                                                      

                                                                                

          (13)  ALL OTHER EMITTERS ON THE MAST, YARDARMS, AND POLE              

 HAVE FIXED BEAM HAZARD DISTANCES OF THREE FEET OR LESS.  NONE OF               

 THESE EMITTERS CREATE A HAZARD OUTSIDE OF THE MAN ALOFT BOUNDARY.              

                                                                                

          (14)  OTHER RADIATION RESTRICTIONS MAY BE SPECIFIED BY THE            

 PARTICULAR PORT.  ADVANCE CONTACT WITH PORT AUTHORITIES SHOULD BE              

 ESTABLISHED.                                                                   

                                                                                

      B.  HERP PRECAUTIONS AT SEA.                                              

                                                                                

          (1)  HERP SAFE SEPARATION DISTANCES.  MAIN BEAM HERP SAFE             

 SEPARATION DISTANCES SHOWN BELOW MUST BE MAINTAINED IN A MULTIPLE              

 SHIP ENVIRONMENT.  PERSONNEL ON SHIPS OR HELICOPTERS OPERATING                 

 ALONGSIDE DDG 51 CLASS SHIPS MUST NOT BE RADIATED BY THE MAIN BEAM OF          

 RADARS LISTED BELOW IF THEY ARE WITHIN THE MINIMUM SAFE DISTANCE.              

 RADIATING ELEMENTS NOT SHOWN DO NOT CREATE HERP CONDITIONS BEYOND THE          

 SHIP BOUNDARIES IN THEIR NORMAL OPERATING MODES.

               (A)  RF LEVELS EXCEEDING THE PEL EXIST ON THE 03 LEVEL           

 AFT OF THE AFT SPY-1D ARRAYS WITH THE EXCEPTION OF THE AREAS IN THE            

 IMMEDIATE VICINITY OF THE LADDERS UP TO THE 04 LEVEL AND DOWN TO THE           

 PORT SRBOC LAUNCHERS.  THESE LADDERS AND THE IMMEDIATE VICINITY ARE            

 SAFE.                                                                          

                                                                                

               (B)  IF THE AN/SPG-62 IS RADIATED IN TEST OR TRAINING            

 MODE WITH BATTLESHORT ENABLED, ENSURE THAT EITHER EXPOSED WEATHER              

 DECK AREAS ARE CLEAR OF PERSONNEL OR DIRECTORS ARE NOT DIRECTED INTO           

 RADIATION CUTOUT ZONES.                                                        

                                                                                

               (C)   AN/SPG-62 DIRECTOR NO. 3 SHOULD BE SECURED IF IT           

 IS NECESSARY TO PERFORM MAINTENANCE AT THE TOP OF THE CIWS RADOME.             

                                                                                

               (D)  DURING HIGH POWER RADIATION TO ZENITH FROM THE AFT          

 SPY-1D ARRAYS, PERSONNEL SHOULD BE RESTRICTED FROM THE BRIDGE WING             

 AREA NEAR THE AFT ARRAYS (04 LEVEL BETWEEN FRAMES 160 AND 170).                

 ADDITIONALLY, PERSONNEL SHOULD NOT LEAN OVER THE BRIDGE WINGS ABOVE

               (E)  THE IN-PORT HERP PRECAUTIONS FOR HF ANTENNAS 2-1,

 THE UNDERSTANDING THAT SPECIFIC GUIDANCE MAY DIFFER FOR INDIVIDUAL             

 SHIPS BASED ON THE RESULTS OF THAT SHIP'S HERO SURVEY.  REFER TO

 TRANSMITTERS/ANTENNAS - HF COMMUNICATIONS ANTENNAS 2-1, 2-2, 2-3, 2-4          

 AND 2-5 (MARS); AN/SPG-62 ANTENNA 8-3 (ILLUMINATOR NR. 3) AT                   

 ELEVATIONS BELOW -5 DEGREES; AND ALL AIRCRAFT TRANSMITTERS.  DO NOT            

 ILLUMINATE HELICOPTERS IN FLIGHT OR DURING TAKEOFF OR LANDING, WITH            

 THE AN/SPY-1D RADAR IF WITHIN 2135 FEET OF THE SHIP WHEN OPERATING AT          

 HIGH POWER OR 525 FEET WHEN OPERATING AT LOW POWER; OR WITH THE MAIN           

 BEAM OF THE AN/SPG-62 RADARS IF WITHIN 1850 FEET (HERP SAFE DISTANCE)

 5.  RF BURN.  HF TRANSMITTING ANTENNA 2-1 CAUSES RF BURN HAZARDS               

 DURING OPERATIONS WITH THE FORWARD VLS STRIKEDOWN CRANE AND SHOULD             

 BE SECURED DURING THESE OPERATIONS.  ANTENNAS 2-2 AND 2-4 CAUSE RF             

 BURN HAZARDS DURING OPERATIONS WITH THE AFT VLS STRIKEDOWN CRANE AND           

 SHOULD BE SECURED DURING THESE OPERATIONS.  ANTENNA 2-2 CAUSES A RF            

 BURN HAZARD ON THE RIB AND RIB CRANE WHEN TRANSMITTING AT FREQUENCIES          

 BETWEEN 7 MHZ AND 9 MHZ.  TRANSMISSION FROM ANTENNA 2-2 BETWEEN THESE          

 FREQUENCIES SHOULD BE PROHIBITED DURING OPERATIONS WITH THE RIB.
