On October 12, 1999, General Shinseki, the Army Chief of Staff, announced his vision for transforming the army into “Strategically responsive force that is dominant across the full spectrum of operations. His goal is to put a combat brigade anywhere in the world in 96 hours from liftoff, followed by a Division in 120 hours, and 5 Divisions in 30 days.
Being able to do so gives the National Command Authority a genuine deterrent capability---when ordered, we intend to get to trouble spots faster than our adversaries can complicate the crisis
We will jump-start the transformation process by investing in today’s “off-the-shelf” equipment to create the first prototype brigades at Fort Lewis, Washington, in order to stimulate the development of doctrine, organizational design, and leader training, as we begin a search for new technologies that will deliver the material needed for the Objective Force.
