The other condition that impacts on our requirement is the terrain. We have a world class Army that no one can beat in open and rolling terrain. In that environment we have superb situational awareness and platform overmatch.
However, we are seeing trends that suggest potential adversaries have learned from Iraq’s mistakes in Operation Desert Storm. As in the recent experience in Kosovo, we see them increasingly operating in complex and urban terrain where they can negate many of our advantages. Today’s light forces are superb for these types of terrain, but lack the lethality and survivability needed for sustained operations.
