Files This section delineates administrative procedures and the flow of administrative traffic in the Intelligence Section. Incoming administrative traffic (message, documents, operational plans, maps, letters, etc.). Administrative matter assigned to the Intelligence Section will be given to the Journal Clerk in the Intelligence Section. The Journal Clerk will sign for all classified materials. All administrative materials will be logged into the EAC HQs records. The Journal Clerk passes all administrative matter to the respective Team Chief. The respective Team Chiefs review all administrative matter and exchange those items of interest, ensuring a free exchange of information. The Team Chiefs identify those items that require action and assign a project action officer responsible for completing the task. Items of general interest to several areas are circulated through those officers having a vested interest. Each officer initials the item to indicate that he has seen the material, and indicates the action taken. When no action is required and the items are of sufficient value to retain in the EAC HQs files, the Team Chief indicates "file" on the item. After all interested personnel have reviewed the administrative matter, it will be returned to the appropriate Journal Clerk with disposition instructions (i.e., file, destroy, pass to J4, etc.). Outgoing Administrative Traffic. Administrative matter originating in the Intelligence Section for dispatch to an addressee outside the EAC HQs will be maintained electronically. The administrative item will be Intelligence Sectioned through appropriate EAC HQs Intelligence Section sections prior to dispatch. After Intelligence Sectioning it will be given to the Journal Clerk for recording purposes, then to the AG for assignment of an EAC HQs control number for classified material, and in the case of messages an EAC HQs message identification number. The hold copy will be retained in the Intelligence Section. The administrative item is then forwarded to the message center for dispatch. The "comeback" copy of all messages, letters, and directives and the record copy of all documents will be pulled by the AG. These administrative items will be given a classified control number, if appropriate, and in the case of messages, will be given an EAC HQs identification number. The comeback copy will be returned to the appropriate Intelligence Section Journal Clerk. The comeback copy will replace the hold copy in the files and become the record coy for the Intelligence Section. Intelligence Section Reading Files. A reading file will be established and maintained by the intelligence section with excerpts provided to the Intelligence Section to keep the CEAC HQs apprised of the latest administrative traffic. This file will be concerned primarily with incoming message traffic; however, outgoing message traffic that has not been coordinated through CEAC HQs will be included in the file. One copy of each incoming message will be in the CEAC HQs reading file. After CEAC HQs has read the file, all messages will be removed preparatory to inserting new messages. The most appropriate time to effect this change is after the morning and evening briefings. The reading file should be passed to CEAC HQs prior to these briefings to provide him with current information. A separate journal is maintained by the G/J/C2 element pertaining exclusively to intelligence matters. Each Intelligence Section officer reviewing administrative matter in the Intelligence Section will identify those items that are journal entries by labeling the item "Journal Entry". The Journal Clerk will brief the item in the description section of the Journal and list each item in numerical sequence. He will monitor the "Action Taken" column to make certain that each item has a closeout entry. All items should be closed out within 24 hours after the entry has been made. Journal entry selection criteria are all actions from one shift required to be know by the subsequent shift, all activities focused on PIR, critical events or decisive points. Collection asset status, employment and control. A Radio/Telephone record sheet is maintained by Intelligence Section action officers to record incoming and outgoing radio/telephone conversations with higher, lateral, or subordinate headquarters. The action officer will identify those radio/telephone conversations that should be journal entries after completion of the form. When action taken is complete this will be stated in the radio/ telephone record form. Intelligence Section Files. The Intelligence Section Journal Clerk, assisted by the clerk typist and under the supervision of the Operations NCO will maintain the Intelligence Section Operations Files. The current files will be maintained on clipboards and identified by the command or function they represent. As a minimum, files will include the following:
Principal function is to provide interface with the EAC J2 staff and other EAC staff organizations on issues such as space and life support, security requirements, communications requirements, etc. If Special Compartmented Information Facility (SCIF) operations are required, then a Special Security Office (SSO) will be established within this activity. Depending on the systems used, this division is also responsible for systems maintenance personnel, equipment, and supplies. The EAC J2 Support Element is responsible for:
A number of functional, national-level, and component liaison teams/supporting commands may be deployed to the EAC Headquarters. Once deployed, these teams/supporting commands come under the operational control of the EAC J2. These teams/supporting commands include: Cryptologic Support Group (CSG) The CSG assists in the expression of Signals Intelligence (SIGINT) requirements, and facilitate the flow of SIGINT from organic and supporting cryptologic assets. The theater assists with the expression of SIGINT by including SIGINT in its all-source reporting efforts, as a minimum. National Intelligence Support National Intelligence Support Teams (NIST) provided by the Defense Intelligence Agency (DIA) with support from Central Intelligence Agency (CIA) and National Security Agency (NSA) may be deployed to the EAC, as required. National-level intelligence augmentation from United States Special Operations Command (USSOCOM) may be deployed to the EAC, as required Liaison Teams Liaison officers/teams from higher, lower commands, including component Army, Navy, Air Force, Marine, and Special Operations representatives (as applicable and required). Appropriately cleared personnel may be needed to act as interpreters, interrogate captured enemy personnel, defectors, and refugees, support SIGINT operations, and translate captured documents. The EAC J2 must identify linguistic requirements early and articulate these requirements to ECJ2 for consolidation and sourcing. EAC operations, because of the need to share intelligence and operational information with allies and coalition partners, will require that foreign disclosure issues are identified and resolved as early as possible during the planning process. At least one person should be forward deployed at the U.S. element supporting an EAC to perform this function (this can be an extra duty). This area includes everything from the forces necessary to develop foreign intelligence service threat and force protection information to those activities necessary to protect sensitive or classified information, facilities, and equipment. It can be as simple as Military Police to guard a SCIF or personnel assigned to oversee personnel security clearances and access, document security, communications security, etc. The EAC J2 focuses on the integration of intelligence inputs from the EAC forces and national sources into all-source products to support the EAC mission and operations. The theater has the greatest concentration of regional analysis and production assets and is the principal supporter of the EAC. The theater receives analyses from echelons above and below and performs all-source production to provide results directly to the EAC. Theater/Component Intelligence Production At the commencement of the crisis/ contingency, the theater will review data holdings and develop updated orders of battle to the level needed to support tactical EAC operations. Theater will also refine a general intelligence preparation of the battlefield (IPB) for the EAC's area of responsibility. The components will concentrate on OB/IPB development and refinement, and reporting tactical-level and/or perishable military intelligence. The theater has theater responsibility for all current and general military intelligence. This reporting will be accomplished via a periodic theater Situation Summary (SITSUM) report. Components that have new or updated intelligence deemed worthy of being included in these reports will forward the item(s) to the theater. The theater will also maintain the consolidated theater OB (in consultation with the components and DIA). Imagery interpreters at the theater will provide increased imagery reporting on the EAC's area of responsibility/interest based upon priority intelligence requirements , ad hoc EAC and component requirements, and responses to requests for information . EAC J2 Intelligence Production The EAC J2 will produce INTSUMs at a periodicity to be determined by the J2. Additional spot- and time- sensitive reporting may be required as the situation dictates. The EAC J2 will ''push'' threat warning and force protection data and "pull" for most other intelligence information that it requires. This is intended to ensure the EAC J2 and communications systems do not become inundated with needless information. Administration Cell
