General The Joint Captured Material Exploitation Center is activated during periods of hostilities and assists in management of recovery, exploitation, and disposal of captured enemy equipment. This type of equipment can provide critical information on enemy strengths and weaknesses that may favorably influence operational planning. The CEAC should notify the National Military Joint Intelligence Center (NMJIC) through command channels that it requires JCMEC support. Joint Captured Material Exploitation Center is formed from elements of the DIA Foreign Material Program and the Services technical intelligence organizations and explosive ordnance disposal personnel. Normally, CDRFORSCOM or the JTF Army Component Commander will provide and/or coordinate all necessary adminatrative and logistic requirements for the Joint Captured Material Exploitation Center.
