responsibility of some degree with the initiation of a task. |
| Decision
(D) |
The headquarters that determines the objective,
but is not the headquarters that C2's the units that will conduct operations toward the
objective. Or, the headquarters that makes the final approving decision of a staff action
task.Example: A JFLCC commander will determine the common objective an army and marine
force will achieve, but is not the HQs that C2s the army or marine forces toward that
objective. Or, as in OP 3.1.4 the targeting process is decided at JTF level with the JFLCC
action being a participation performance at refining targets. The JTF determined the
targets; the JFLCC refined the targets. The JTF gets a "Decision" label and the
JFLCC a "Execution-Participation" label. Selection of the four options of
decision, decision/execution-participation, execution, or leaving the cell empty below
each of the headquarters types in comparison to the task is based on the mission objective
when the task is in term of a force action or in terms of the staff process for those
tasks that are purely staff actions. |

- Participation (DEP) |
The headquarters that decides the objective and
C2s the units that conduct operations toward the objective. Or, in a staff action only
task the same headquarters conducts the entire staff process. Example: JTF commander
determines the operational level objective and C2s the services that conduct operations
toward that objective. Selection of the four options of decision,
decision/execution-participation, execution, or leaving the cell empty below each of the
headquarters types in comparison to the task is based on the mission objective when the
task is in term of a force action or in terms of the staff process for those tasks that
are purely staff actions. |
| Execution-Participation (EP) |
The headquarters that C2s the unit that
conducts operations toward an objective. Or, for a staffing action task the headquarters
that contributes toward the higher headquarters decision process and only contributes to
the refinement of that process. Example: The ARFOR to a JFLCC. The JFLCC determined
the common objective between the army and marines. The ARFOR conducts operations to
achieve that objective. Selection of the four options of decision,
decision/execution-participation, execution, or leaving the cell empty below each of the
headquarters types in comparison to the task is based on the mission objective when the
task is in term of a force action or in terms of the staff process for those tasks that
are purely staff actions. |
| Functions |
Are those actions performed by staffs in support of
tasks. A function for the Personnel services Division would be to "process
awards". This function would support a task listed in the AUTL or UJTL. |
| Lead |
The staff section that has first responsibility for
performance of that task. |
| Source Codes |
On billet rosters for a staff section the source code column
indicates where that billet originates. Typical codes are: Core, a billet on
the MTOE of the headquarters froming the EAC organization; Aug-Sub, a billet on a
subordinate army unit wit the person assigned to work on teh EAC staff; Aug-Army, a billet
filled by other than army units forming the EAC; NV, navy soucre; AF, air force source;
Gov, a billet filled by a United States Government organiztion. |
