Basic Principles Dissemination is always the last and most important step in the intelligence cycle for the EAC J2. Ensuring that the tactical components have the intelligence they need is as critical as meeting the needs of the EAC commander. Modern systems now being fielded have overcome many historic problems, but not all. The most ancient method, the messenger or courier, will likely be required in some circumstances. Intelligence information will be disseminated up, down, and laterally via the most expeditious means possible. Record message traffic and electronic data exchange will handle the bulk of the intelligence information requirements. Dissemination Responsibilities The theater J2 and the JAC are responsible for ensuring that relevant information is provided to national and theater consumers, to the EAC commander, and to those EAC subordinate elements designated by the EAC J2. The EAC J2 is responsible for ensuring that intelligence is disseminated to subordinate elements. Conversely, the EAC J2 is responsible for ensuring that relevant tactical and operational information is collected and reported to senior commands. Joint Deployable Intelligence Support System (JDISS) multipurpose workstations connected to Joint Worldwide Intelligence Communications System (JWICS) or Secret Internet Protocol Router Network (SIPRNET) to imagery servers at the JAC will be the primary means by which time-sensitive imagery will be exchanged between the EAC commander, CINC, the JAC, component intelligence centers, and those EAC subordinate elements designated by the EAC J2. Imagery users will be able to "pull" the imagery they need. Linked Operations Intelligence Centers (LOC) may be used in a similar manner to exchange imagery with the allies. Dissemination of large-format imagery-derived products (20x24 inch prints and mosaics) and hard-copy documents will be accomplished by courier. The theater ICD is responsible for establishing a courier system that supports the JAC, theater, component intelligence centers, and the EAC (potentially on a daily basis). The EAC J2 is responsible for coordinating follow-on dissemination to subordinate elements and should designate an individual to be responsible for hardcopy product dissemination. Electronic intelligence dissemination encompasses word processors, E-Mail, automated message-handling systems, and communications circuits that provide for point-to-point message transmission and receipt. This method has rapidly moved beyond these basic forms of electronic intelligence dissemination to include worldwide high-speed transfer of large data files to include imagery and imagery products, and secure video teleconferencing.
