General The planning for future operations is often accomplished under the cognizance of the J3 Future Operations Cell. This cell is also referred to as the J35 Future Operations Cell and serves as a continuity linkage addressing the plan during the time span of 24-96 hours out. This allows the J5 plans section to remain focused beyond 96 hours out and the J3 current operations cell focused on the current event. Further distinction is while the J5 Plans Section continues working on sequels the J35 is responsible for branch planning. The J35 specifically prepares components and others assigned to the EAC for future operations typically through warning orders. Inflow products from J5 plans include a minimum of concept sketch with narrative and planner notes. J35 products include: Branch plans. Preconditions (triggers) to friendly actions, reactions. Draft commander's intent. CCIR. Concept of operations. Component tasks (from the UJTL). Coordinating instructions. Risks. Rules of engagement. Plan synchronization (matrix). Decision support template and matrix. J35 output to J3 current operations include a minimum of: Branch plan(s). Concept sketch with narrative. Warning order, synchronization, decision support tools. As a tactical headquarters plans cell under the G3 the plans staff does all future planning. This is generally considered 24 hours in advance through the foreseeable future of the corps. (Any event within 24 hours of execution is considered current operations.) Concurrent with the time advance nature of the planning the corps plans cell's primary focus is on deep shaping operations employing base brigade assets and integrating joint assets to set conditions for close shaping and decisive fights. The plan is developed from concept to coordinating instructions complete with sequels and branches adjusted with any conditional change in the current fight. Planning ceases before events acquire the 24 hour limit in sufficient time for the order to be issued. The plans cell is composed of representatives from each staff section and base brigade. As the base brigades vary so shall the planning staff. This includes any national or theater assets that may be assigned, TACON or OPCON to the corps. While these representatives may not occupy a permanent seat in the plans cell area they do assemble whenever planning is done and depart only to act as liaison with their parent staff section, organization or brigade. The planning staff minimum participants include: G1, G2, G3, G4, CMO, FS, MP, NBC, ADA, EN, ALO, AVN, IO, SG, SPOP, ROE. In the future as part of the current draft Corps O&O for the Corps XXI concept the G3 Plans Cell becomes the G/J35. This cell has the responsibility for branch planning rather than sequels for the time period of 24-96 hours ahead of operations. The G/J35 also refines the concept plans the G/J5 (now the corps planning staff and no longer the CMO, CMO moves to a subordinate cell under G/J3 and no longer is the G5) into more complete plans ready for distribution to subordinate headquarters. Essentially what was two staff cells under the existing corps G staff structure, i.e., G3 Current Operations and G3 Plans becomes G/J3 Current Operations for all events under 24 hours, G/J35 Plans for all operations 24-96 hours; branch planning; completion of the concept plan into an operations order and G/J5 Plans Staff for all planning 96+ hours in advance of operations; sequel planning and JPG staff lead. This the aligns the corps G staff structure in accordance with the joint staff structure of JP 5-00.2. Transition to an Operational Level Headquarters Until Corps XXI organizational design changes the corps staff structure to align with the joint community a plan to execute this transition must exist in the corps to transition from this tactical headquarters to an operational warfighter. For the G3 plans cell this requires a splitting of staff and a realignment of responsibilities. Two significant events occur to the Corps G3 Plans Cell on transitioning the corps to an operational level headquarters (ARFOR, JFLCC, JTF). The first is the time frame of reference and the tasks to be accomplished. The current G3 Plans Cell splits to make the G/J35 Plans Cell and G/J5 Plans Staff Section. This latter includes the corps core billets that will participate in the JPG. These staff sections then align with the joint structure mentioned above with the joint definitions of planning time, branch plans, sequel plans and staff location divisions.
