General

Contingency engineer support to the EAC begins with input to the Time-Phased Force Deployment List (TPFDL) for engineer activities. This planning continues with the Civil Engineering Support Plan in the form of the OPLAN's Engineer Annex or OPLAN's Logistics Annex (Engineer appendix) during the CAP process. This planning begins with coordination and planning for theater-level engineer tasking.

Specific engineer staff actions include:

  • Engineer plans and estimates and recommended allocation of engineer resources.
  • Coordination of real estate acquisition and disposal and recommended resolution of area allocation conflicts between JTF service component commanders.
  • Monitoring and guidance for the implementation of base development plans.
  • Oversight of base development planning of JTF service component commanders and recommended integrated priorities of construction.
  • Current status on construction and facility maintenance; current status on critical engineer items of equipment and Class IV materials; current status on prioritization and funding of projects and availability of construction resources in accordance with the order of battle and JTF requirements.
  • Coordination with appropriate real estate and contract construction agents, U.S. Embassy personnel, and host country representatives for acquisition of supplies and services, and with construction contractors performing under U.S. contracts.
  • Guidance on planning and execution of operations to minimize adverse effects on the health and welfare of assigned personnel and the environment.

Organization

During stability and support operations engineering operations may be consolidated within a separate staff section under the chief of staff rather than as a cell under the Logistics Staff.  For offensive and defensive actions the engineer staff will be consolidated under the logistics staff as a cell to conduct engineering activities associated with sustainment of the corps.  This will include a majority of the horizontal and vertical engineering specialties.  Combat engineering will remain part of the Operations staff and separate from the sustainment engineering operations.

Civil Engineering Support Plan (CESP) drives the sustainment cell engineering staff.   The basis for this plan is the current contingency plans for any particular AOR.   Beyond prepared contingency plans the sustainment engineer cell would be a plug in cell to the JPG during the CAP process.  Portion of this process is to determine requirements that drive manning requirements.  This information is then provided to the J5 JOPES, and J1 staffs for inclusion on the TPFD list.
