General
The Intelligence staff in general ensures the availability of intelligence and timely
indications and warning on the AO, participates in planning, coordinating, directing,
integrating, and controlling a concentration of intelligence efforts to disclose enemy
capabilities and intentions as quickly as possible. The theater J2 is the final authority
on all matters pertaining to intelligence support to EACs. The theater J2 will
review and validate all collection requirements which cannot be satisfied at the EAC
level. The EAC intelligence staff ensures all intelligence matters in a timely manner to
the CEAC. Component command intelligence organizations will be the primary source of
personnel and collection/processing system support for EAC operations. The EAC J2, and
organic intelligence assets attached to the tactical forces will be augmented as required
from subordinate brigades or from CONUS-based Service intelligence and counterintelligence
organizations. Component command intelligence organizations will provide service-unique
(ground, maritime, and air) intelligence. They will produce integrated and focused
all-source situation summaries and assessments for the EAC J2 incorporating inputs from
the component organizations. The component intelligence organizations will provide
critical, time-sensitive intelligence directly to EAC force commanders if the situation
demands such direct connectivity. Otherwise, the data flow will be to the EAC J2 to
forces. The essential ingredient is to reduce the size of intelligence staffs performing
the same functions. Or, a Intelligence Support Element may be established to act as an
integration staff of multiple intelligence cells.
Specific intelligence staff requirements include:
Providing the intelligence staff, all watch teams, and supporting intelligence
organizations with a clear understanding of friendly objectives, intent, plans, and the
unfolding conduct of joint operations.
Prioritizing the intelligence requirements. This should include review of CEAC CCIR to
ensure that intelligence requirements identified by the CEAC are being processed.
Requesting additional intelligence support through established command channels.
Ensuring intelligence support to and representation on JPGs.
The J2 directs the overall CEAC intelligence staff, including the CEACs
Intelligence Support Element, to include the following. Synchronizing intelligence support
with CEAC operations, planning, and execution. Determining organic intelligence
capabilities and shortfalls. Developing a EAC collection plan. Providing fused, tailored,
and timely all-source intelligence to the EAC. Keeping senior and subordinate commands,
Services, and national agencies informed of the current intelligence situation,
priorities, and requirements. Providing, as required, intelligence information and support
to EAC subordinate commands intelligence staffs. Monitoring movement, status, and
activities of national, theater, and organic intelligence and intelligence- related
assets. Apprising the CEAC of intelligence capabilities and limitations, as well as the
potential effects on operations.
Assisting the CEAC to: Develop and refine the EAC estimate of the situation and,
concurrently, develop and refine the EACs intelligence estimate; Identify relevant
and attainable objectives; Identify deception objectives; and Determine the priority
intelligence requirements from the EACs mission, commanders estimate,
operation phases requirements, and objectives. Ensuring the intelligence support to
targeting is performed, i.e., analyzing the enemy and the situation and identifying and
nominating to the CEAC those critical enemy vulnerabilities that can be exploited by
direct military operations to attain the commanders intent and objectives. Providing
appropriate targeting intelligence support, including target intelligence packages, to the
CEAC, JTCB, and components, including the JFACC. Exchanging liaison officers as
appropriate. Establishing or supervising liaison, coordination, and communications
requirements with subordinate, lateral, superior, and national intelligence organizations.
Validating intelligence information requirements of subordinate and supporting commands.
Determining security requirements for intelligence information. Planning f o r C I, to
include: Providing multidisciplinary CI threat assessments; Coordinating CI plans and
operations; and Ensuring tailored CI and/or counterterrorism support to EACs
antiterrorism and/or force protection programs. Developing EAC concept of intelligence
operations, to include the following. commander near-real-time tactical intelligence.
Receipt, transmission, and handling of Sensitive Compartmented Information (SCI),
RODCA, Special Category (SPECAT), and Originator Control (ORCON) material.
Development and maintenance of Target Intelligence and Battle Damage Assessment (BDA)
capabilities responsive to EAC missions and priorities.
Mapping, charting, and geodesy (MC&G) support.
Liaison with higher, lower, adjacent, and allied commands concerning intelligence
matters.
Support for tactical cover and deception operations, special operations including civil
affairs matters and psychological warfare, and command and control warfare.
Coordination with other EAC staff divisions to ensure that plans and orders reflect
available intelligence and intelligence requirements.
Exchange information, as required and applicable, with allies. This activity includes
providing guidance and authority for foreign disclosure in accordance with existing
theater and national directives.
Handling captured documents and material and interrogating captured personnel,
defectors, and refugees (in conjunction with the EAC J1), as required.
Coordination of intelligence-related communications requirements with the theater J2
and the EAC J6 organizations.
Coordination of intelligence-related equipment and personnel movements with the
deployed Joint Operations Planning and Execution System (JOPES) Support Element (JSE) and
the EAC J1 and J4, as appropriate.
Organization
The organization and functions of the EAC J2 staff will vary depending on
the scope of the mission and the nature of the parent command that forms the nucleus of
the EAC. The actual size, organization, and functions of the EAC J2 Directorate will be
determined by the EAC J2 and will be scaled to the demands of the mission . At a minimum,
a core element of analytical and administrative capabilities is required. The diagram
below represents the maximum staff organization the intelligence staff would typically
organize within a major theater of war. Small scale contingencies would have a
reduced organization. In either case METT-TC would determine the staffing level.
Corps G2

Transitioning from the corps tactical structure to the operational C2 headquarters
includes the following:
The remainder of the J2 Section's staff is filled by select corps core
billets from the existing staff and assigned subordinate unit, to include sister service
personnel.
G/J2 organization as designed from existing joint and army
documentation. This pictorial represents the most likely configuration of the Corps
G/J2 staff for Corps XXI. Green represents those staff cells the corps mans as a
tactical corps and the purple the staff cells corps would provide the core billeting for
on transitioning to an operational level headquarters.
