General
In basic terms the logistics staff formulates logistic plans, coordinate and
supervise supply, maintenance, repair, evacuation, transportation, engineering, salvage,
procurement, health services, mortuary affairs, communications system support, security
assistance, host-nation support, and related logistic activities. Logistics staff
formulates policies to ensure effective logistic support for all forces in the command and
coordinates execution of the commanders policies and guidance. Logistics should be:
- Based on requirements and established priorities.
- Provides the foundation of combat power.
- The process of planning and executing the movement and sustainment of operating forces
in execution of military strategy and operations.
Joint logistics should use existing individual Service policies and procedures whenever
possible. If this is not possible, the differences should be identified to the supported
combatant commander as early as possible for resolution and include the following:
- Planning for what logistics infrastructure, materiel, and equipment will remain
in-country (if any).
- Determining what is required for redeployment of forces, materiel, and equipment.
- Determining the proper legal transfer authority before turning over US assets to FN or
coalition forces.
- Mortuary affairs include the responsibilities for search, recovery, identification,
care, and evacuation or disposition of deceased personnel within the theater. The
responsibility extends not only to US forces, but also to multinational, civilian, third
country, and enemy dead. JP 4-0, "Doctrine for Logistic Support of Joint
Operations," and JP 4-06, "Joint Tactics, techniques, and Procedures for
Mortuary Affairs in Joint Operations," outlines mortuary affairs and contain
additional information concerning field services.
- Sharing logistics resources among field forces should be considered when operating in a
multinational environment. Political, legal, and fiscal concerns must be identified
and addressed prior to providing support.
Logistics Authority is of special concern for the EAC commander where delegation for a
common support capability is assigned to the EAC within the JOA. It is critical that the
EAC J4 determine what, if any, logistics directive authority for a common support
capability the combatant commander has delegated to the EAC and if the scope of the
authority meets the EAC requirements. The joint theater logistics management concept,
described in Joint Pub 4- 0, "Doctrine for Logistic Support of Joint
Operations," should be used in order to optimize resources by synchronizing all
materiel support efforts in-theater with the objectives to provide the assets required for
joint force mission accomplishment in a timely manner. The combatant commanders
logistics directive authority does not negate the individual Services responsibility
for logistic support or discourage coordination by consultation and agreement, nor is it
meant to disrupt effective procedures or efficient use of facilities or organizations.
Each Service is responsible for the logistic support of its own forces, except when
logistic support is otherwise provided for by agreement with national agencies,
multinational partners, or by assignments to common, joint, or cross-servicing. The
supported combatant command may determine that common serving would be beneficial within
the theater or designated area. In addition, the applicability of Standard NATO
Agreements, Foreign Military Sales, agreements under the NATO Mutual Support Act, other
bilateral and multinational agreements, and international programs vary between programs
is often unclear. Determinations must often be made on a case-by-case basis. Authority
over logistics under multinational and UN operations is different and situationally
dependent. Areas which must be clarified include funding, cross-servicing, and mutual
support agreements.

Organization
EAC J4 organization should be tailored to respond to the anticipated
operation. To accomplish this, it should include specialists from the various logistics
functional areas: supply systems, maintenance, transportation, general engineering, health
services, contracting, logistics automation (area of connectivity), and miscellaneous
services, plus experts in logistics plans and operations and disposal. The actual
composition of the J4 will be dictated by the overall organization of the EAC and
operations to be conducted. A number of the J4s functions could be placed under an
optional LRC. Logistics responsibilities follow single-Service command channels;
therefore, it is recommended that the EAC J4 staff have representatives or liaison
personnel from each Service involved in the EAC. Since SOF relies on conventional Service
counterparts for support, it also is recommended that the special operations components or
JSOTF, if activated, have representatives involved as well. It is recommended that the
CEAC establish an LRC to provide the following logistics control and coordination
functions:
- Monitor current and evolving EAC logistics capabilities.
- Coordinate logistic support and maintain total assets visibility.
- Advise the CEAC on supportability of proposed operations or COA.
- Determine logistics sustainment requirements for planning and execution.
- Coordinate with the supported combatant commanders LRC and act as the EAC agent
and advocate for logistic support.
- Provide a central point for logistics-related boards, offices, and centers.
FN specialists, FN liaison representatives, an international agreements liaison, and
linguists and interpreters on the EAC J4 staff are essential when dealing with the FN,
multinational forces, and the civilian populace and contractors. CA can provide invaluable
assistance in obtaining these personnel.
Under the 1986 Corps TOE the
G4 led a CSS Cell Rear that included many staff cells not aligned with the joint
structure. Many of these cells will migrate to special, personal and J1 Personnel
Staff Directorate as the corps transitions to an operational level headquarters expected
to interact with sister services IAW JP 5-00.2. Additional the G4 manned a plans
cell and CSS cell in the main CP. These too are absorbed into other joint structured
cells. The Corps G4 will lead the J structure logistics staff in the organization
depicted below.

This organization reflects a
logistics staff capable of tactical warfare and capable of operational warfare with
augmentation. The Corps core logistics staff will form the nucleus of this staff
structure sufficient for tactical warfighting and be prepared to assume additional billets
from subordinate units and sister services to complete the cells.
The green staff cells are those manned by the tactical corps. The purple the
staff cells required to transition the logistics staff into an operational level
headquarters. The army core billets from the corps would provide the army manning to
the purple, or operational level staff cells.
