General
Movement Control is based on several fundamentals.
The first key to successful logistics is accurate, up-to-date information. An EAC needs
the capability to monitor and track movement of forces, equipment, and supplies coming
into and within the JOA. The EAC J4 must understand the roles and functions of all
mobility assets used in deployment, sustainment, and redeployment of the EAC. This
includes model and nodel transfer, holding and sustainment capacities. Success is measured
by the least amount of time all forces, equipment and supplies remain on any model asset
of nodel transfer. The objective is the right sequencing of forces, material and supplies
to the right location as fast as possible. The J4 will not be successful at this
endeavor without complete integration with the operations and planning staff.
Success starts with intratheater distribution support. The EAC J4 must coordinate with the
theater J4 to ensure the theater distribution network is focused to meet the EACs
deployment and initial sustainment requirements. Coordination of movement and access to
JOPES via Global Command and Control System (GCCS) is critical to deploying and supporting
EAC forces.
Logistics flow priorities should be established in the initial assessment of the JPG
and continually updated as operations progress. The J4 must prioritize the EAC
transportation; if surface delivery is possible, use it. Everything should not be shipped
immediately by air. Provide transportation requirements and priorities established by the
J3 to the supported combatant commander to validate and pass to US Transportation Command
(USTRANSCOM). The EAC J4 must allow the Defense Transportation System to
effectively move those requirements.
