General

The CEAC is responsible for personnel support to mission objectives. EAC J1 is the principal staff assistant to the CEAC on personnel management and the focal point for personnel support actions.  As stated in Joint Pub 0-2, "Unified Action Armed Forces (UNAAF)," the J1 is charged with "manpower management, the formulation of personnel policies, and supervision of the administration of personnel of the command (including civilians under the supervision or control of the command), and enemy prisoners of war. Because many of the problems confronting this division are necessarily of a single-Service nature, the division should consider the established policies of the Military Departments." Component commanders will normally receive personnel support from their Service headquarters.

The EAC J1 is also responsible for the following.

  • Develops Annex E (Personnel) to the CEAC’s OPLANs, OPORDs, or campaign plans.
  • Input to the TPFDL is necessary to ensure timely deployment of all assets.
  • Processes requests from directorate and/or staff sections for nonmilitary personnel (e.g., political advisors, linguists, and interpreters).
  • Monitors unit strengths, both current and projected, by means of daily personnel status reports, casualty reports, and critical reports of personnel shortages. See CJCSM 3150.13, "Joint Reporting Structure (JRS) Personnel," for specific personnel reporting requirements. Maintains a current personnel estimate (in coordination with other staff officers).
  • Collects data from subordinate elements and for reporting EPWs and detainee numbers through the chain of command to the National Military Command Center.
  • Coordinates and is responsible to the CEAC for liaison and repatriation planning for noncombatant evacuation operations (NEOs). The CEAC will assign staff personnel for planning and administration as required. Submits total numbers of evacuees through combatant command J1 to Joint Staff J1.
  • Determines procedures concerning the use of local civilian labor (coordinate with the EAC J-4, EAC J-2, and legal officer).
  • Ensures that personnel-related activities are conducted to eliminate OPSEC vulnerabilities and support military deception initiatives.
  • Determines and enforces strict procedures for maintaining Records Management Program.
  • Ensures equal opportunity and equal employment opportunity support is provided to all personnel in the JOA.
  • Coordinates early identification of personnel requirements under a Reserve Component Callup, when appropriate. Additional information on specific procedures and requirements concerning Reserve Component Callup can be found in JP 4-05, "Joint Doctrine for Mobilization Planning," and JP 4-05.1, "Joint Tactics, Techniques, and Procedures for Manpower Mobilization and Demobilization Operations: Reserve Component (RC) Callup." Determines the joint and multinational publication requirements for the EAC.

Organization

The actual composition of the J1 will be dictated by the overall organization of the EAC and operations to be conducted.

manpo1.gif (2256 bytes)Essentially this is the G/J1 structure in the 1986 Corps TOE.  It wholly does not reflect the subordinate staff cells required of a headquarters that must fight both tactically and operationally.   The G/J1 must make the transition into the structure depicted below quickly as this staff's participation in the JPG products in coordination with the G/J5's TPFDL and G/J4 movement center.

Transition of the Corps G1 staff into the G/J1 tactical warfighter staff capable of becoming operational level warfighting includes:

  • Staffing the Manpower Management Cell, typically called strength management; Personnel Services Cell, the processor of soldier actions and Postal Cell on a full-time bases.
  • Identify amongst the G1 staff manning the cells above the core billets that will transition to and form the nucleus of the NATO Registry, Civilian Personnel and personnel Reception Cells.  These core billets must be of personnel with sufficient cross responsibility training and experience to assume the inflow of additional staff from subordinate units and sister service that will round out that staff cell.
  • G1 representation in the G/J5 must include a planner capable of incorporating each of the staff cell functions below into the JPG and subsequent planning process.  The G1 planner would be a position or cell of G/J personnel staff that would plug in/out of the JPG and the G/J5 on activation in response to a contingency
