General

Interrogation Facility Conducts initial screening and interrogation of EPWs, translation and exploitation of captured adversary documents, and debriefing of captured or detained US personnel released or escaped from adversary control. Coordinates exploitation of captured equipment with the Captured Material Exploitation Center, documents with the Document Exploitation Center, and human sources with the Interrogation and Debriefing Center. Forwards key reports to the Interrogation and Debriefing Center. More than one interrogation facility may be established in the AOR depending upon the anticipated number of EPWs. Interrogation facility personnel are provided by the land force. Normally, subordinate to the JFLCC, if designated. Joint Interrogation and Debriefing Center Interriogation and Debriefing Center conducts follow-on exploitation of EPWs. EPWs are screened by the interrogation facilitys and those of further intelligence potential are identified and forwarded to the Interriogation and Debriefing Center for follow-on interrogation and debriefing in support of EAC and higher requirements. Besides EPWs, the Interrogation and Debriefing Center may also interrogate civilian detainees, refugees, and other non-prisoner sources. Subordinate to the EAC J2. Interriogation and Debriefing Center activities are managed by the J-2X HOC. The HOC will coordinate with the TFCICA for CI augmentation for exploitation of those personnel of CI interest, such as civil and/or military leaders, intelligence and political officers, and terrorists. The HUMINT appendix of Annex B (Intelligence) to the OPLAN, CONPLAN, or campaign  plan contains Interrogation and Debriefing Center planning considerations. EACs requiring Interrogation and Debriefing Center should request support from the DIA through the supported combatant commanders.

Manning

The Interrogation and Debriefing Center is normally formed during periods of hostilities if the capture of a significant number of enemy prisoners of war (EPWs) is expected.  The Interrogation and Debriefing Center serves as the J2's primary vehicle for processing and reporting on EPW interrogations, debriefings and captured documents of intelligence value.  For this reason, the J2X liaison/involvement is desired.   The Interrogation and Debriefing Center and the Mobile Interrogation Teams (MITs) should be integrated organization. 

The Interrogation and Debriefing Center consists of four divisions.

a.  Headquarters Division:  This division consists of administration, finance, maintenance, and supply sections to provide command, control, and support for the Interrogation and Debriefing Center.

b.  Operations Division:  This division plans and conducts daily operations and coordinates national agency and military service activity within the Interrogation and Debriefing Center.

c.  Interrogation/Debriefing Division:  Interrogations and debriefings are conducted by this division.  Mobile Interrogation Teams (MITs) are also provided by this division to components for support as required.

d.  Document Exploitation Division:  This division conducts document exploitation and technical support. It is responsible for the screening and translation of documents.

Additional staffing for the Interrogation and Debriefing Center may be requested from the Defense HUMINT Service (DHS).
