The current 1986 corps TOE has four subordinate cells and 62 personnel assigned.  This is considered the corps structure required to meet tactical warfighting requirements.  Contrasted to the organizational diagram below and the G3 takes on a new design that reflects a corps G3 capable of tactical warfighting without further army augmentation and capable of transitioning to operational level warfighting with augmentation from our sister services.



 ops2.gif (7411 bytes)This example represents the corps structure required to perform all AUTL tasks the G3 is responsible for and provide the core structure and billets to transition to an operational level warfighting headquarters.  The dark green block on the left side represent the tactical organically manned G3 organization and the purple the additional staff required to conduct operational level war. 

Significant differences between the top and bottom diagram are the alignment of traditional 'G' organization with 'J' organization.  Examples include the 1986 Plans cell becomes the G/J35 Plans cell for operations 24-96 hours in advance.  This makes the new G5 the J5 or the 96+ hour plans staff.  The former G5 CMO moves as a subordinate cell to the G/J3.  The additional blocks under the proposed G/J3 section represent alignment with the joint structure agreed to in JP 5-00.2

Purpose

This page describes the duties and functional responsibilities assigned to the Operations Staff of Headquarters at Echelons Above Corps (EAC) and outlines procedures for a Joint Operations Center (JOC). The size and structure of a specific EAC HQ’s will vary with the requirements of the mission; therefore, the manning and function of the Operations Staff are provided as a generic outline.

Universal Joint Tasks the operations section performs.

The operations staff performs all 181 UJTL operational tasks to some degree.  A listing of those tasks performed by subordinate staff cells is provided on that cell's page.  Use the menu at the top to link to a cells page to view a complete listing of all tasks that cell performs.  The tasks listed below are only those UJTL operational tasks the Chief Operations Officer needs to be cognizant of at all times in addition to supervising all remaining tasks being performed by the operations section.

Army Universal Tasks the operations section performs.

Similar to the UJTL tasks above the operations section does have responsibility either in part or whole for all AUTL tasks.  The AUTL task listing is separated and listed under each operations subordinate staff cell on that cell's page.  Use the menu at the top of this page to link to a specific cell to view all AUTL tasks performed by that cell.

Manning

The CINC publishes either a General Order or an Operation Order assigning personnel to the EAC HQ’s on special duty status. They report for duty as directed by the CEAC HQ’s and are released upon EAC HQ’s deactivation. Parent commands provide travel orders to report to the EAC HQ’s HQ, and EAC HQ’s G/J/C1 provides further travel orders as required.

The below list demonstrates the maximum billets and those typically occupied by core Corps billets.  The remaining billets would be filled by sister service personnel.

Overview of Functions the Operations Section performs in select cells.

General overview of the operations section subordinated cells.  For more compete details on individual operations section subordinated cell's requirements us the link on the cell's title.

Joint Operations Center

The JOC  has the overall responsibility for the processing of all operations message traffic and correspondence. Functions also include, but are not limited to:

  • Overall integration staff for all assigned services and staffs for all operations.
  • Preparing operational briefings.
  • Control displacement of the JOC using personnel provided by the Headquarters Commandant or supporting component.
  • Administrative operations in the JOC.
  • Supply of equipment and materials for the JOC.
  • Assuring the availability of plans, orders, manuals, and directives needed to operate the JOC.

Current Operations Cell

  • Tracking tactical Operations.
  • Tactical air support with ground operations.
  • Local ground and air defense procedures.
  • Airspace use over the EAC HQ’s assigned area of operations.
  • Determining and recommending priorities.
  • Displaying current tactical situation and posting of daily Fargo orders, charts, and logs.
  • Preparation of fragmentary orders, overlays, and posting of situation maps, as required.
  • Ensuring that a complete record of all messages, correspondence, and important actions are recorded in the EAC HQ’s Journal.

NBC Cell

  • Providing technical advice concerning chemical/radiological operations and defensive aspects.
  • Coordinating chemical/radiological operations with other operations.
  • Supervising and coordinating chemical/radiological surveys.
  • Predicting, evaluating, and disseminating chemical and radiological contamination information and their effects on the tactical situation.
  • Providing damage display information relating to enemy CB attacks.
  • Preparing chemical/radiological estimates, annexes, and appendices, as required.
  • Receipt collation, evaluation, and distribution of biological and chemical reports.

Special Operations Cell

  • Advising the CEAC HQ’s concerning the capabilities, limitations, and operational status of the EAC HQ’s SOF.
  • Advising and providing recommendations to CEAC concerning special operations.
  • Coordinating and assisting in de-conflicting special operations with conventional operations, including link-up, to avoid duplication or conflict of effort.
  • Informing EAC HQ’s staff agencies concerning current and projected special operations and arranges the identification of SOF when operating in conventional areas.
  • Providing planning assistance within the EAC HQ’s staff.
  • Sitting as a member of the Joint Targeting Coordination Board to assist in determining which targets could or should not be executed by EAC HQ’s SOF.

NOTE: The responsibility of the Special Operations Officer will be discharged by an officer in the JOSTLE when such a force is assigned to EAC HQ’s.

Future Operations Cell

  • Plans Officers are responsible for the following:
  • Preparing plans, procedures, policies, and programs.
  • Reviewing and coordinating plans and Service forces.
  • Reviewing and analyzing plans and directives from higher authority and recommending implementing actions.

Information Operations Cell

  • Providing technical advice to CEAC HQ’s and staff on all matters pertaining to IO operations, including restraints.
  • Formulating and coordinating the overall EAC HQ’s IO plan.
  • Performing staff functions incident to IO activities and offensive countermeasures in the EAC HQ’s area of responsibility.
  • Coordinating with the EAC HQ’s radio frequency officer on all plans for active ECM operation.
  • Developing IO plans IAW the plans staff.

Operational level headquarters mat transition from one EAC to another as the JOA increases or decreases in size and its relationship to the type and intensity of operations being conducted.  The operations section will not change over personnel in mass, but rather on an individual basis within each cell.  Service component specify and special skills cells will have ecellerated turnover to new personnel as opposed to coordination cells.  Example: The Air Operations Cell may turnover flight operations personnel as a group where the Joint Fires Element will do so in segments.  In all cases transition of personnel should begin at the lower end of the organization and work up with liaison officers being the last to turn over functions to incoming replacements.
