General
CEAC will maintain supply accountability for all equipment and material resources
assigned. Use applicable Lead Service procedures. In general, supply buildup policy will
ensure minimal logistical footprint in the EAC AOR. Supply point distribution is directed
for material provided by theater components to the CEAC. Supply distribution within the
EAC AOR will be determined by CEAC. CEAC, in conjunction with the Lead Service, will
implement a responsive supply requisitioning and tracking system to ensure personnel and
maintenance needs are met in a timely manner. This system must encompass support provided
from other service components. Lead Service will provide CEAC automation and
communications equipment required to accomplish this mission. CEAC will establish adequate
security and control measures to prevent theft and pilferage. CEAC will use JCS Project
Codes for requisitions, if applicable.

Excess equipment.
CEAC will identify excess items immediately to theater components for retrograde.
Components will then provide disposition instructions to the EAC.

Class I.
The primary source of perishable and non-perishable subsistence support will be
determined by the Lead Service. The UN logistics system or individual purchase (missed
meals) will be used if appropriate. CEAC will develop food and water plan by location.

Class II.
Forces will deploy with organic clothing and equipment as prescribed by CEAC. If
required, the Lead Service will establish a resupply system.

Class III.
- When directed, CEAC will establish a Sub Area Petroleum Office (SAPO) to consolidate
requirements, slate bulk fuel resupply, allocate fuel in constrained supply situations,
coordinate area support command fuel distribution plans, coordinate overland fuel
movements, and manage quality assurance and surveillance programs.
- Stockage policy will generally be 30 DOS afloat or enroute, 15 DOS at primary terminals,
5 DOS at forward supply points, and 3 DOS unit basic load. Only Jet A1/JP-8 will be stored
in bulk. Use of single fuel (additized commercial Jet A1 or JP8) is directed. Diesel and
MOGAS will be used as specialty fuels only. Maximum use of the UN logistics system for
petroleum, oils and lubricants is prescribed, if available. Naval forces will continue
using their in place resupply infrastructure.
- If POL enroute/on hand requirements exceed above, CEAC will forward requests for
additional support to J4-LO for validation and tasking.
- CEAC will be prepared to: establish a central terminal using commercial and/or tactical
storage and distribution facilities; establish sea terminal resupply by tanker; supplement
in-country procurement of bulk fuel with rail and barge deliveries from an central region,
if appropriate; establish secondary terminals with existing commercial facilities and/or
tactical equipment; establish forward refuel points at locations without commercial
facilities using FSSP, fare systems, and USAF R-14 ATHRS, as appropriate.
- As required, CEAC may pick up POL from secondary terminals. In event of overland
transport disruptions, use Aerial Bulk Fuel Delivery System (ABFDS) or sling-loaded drums.

Class IV.
Maximum use of the UN logistics system for engineer and barrier materials is
prescribed, if available. In most cases, contracting for required support will be used to
the maximum extent possible.

Class V.
Each service is responsible for service unique ammunition and weapons. The Lead Service
will provide common user small arms ammunition as determined by CEAC. The stockage
objective will be Minimum Distribution Supply Quantity (MDSQ) for ground components, 7 DOS
forward for air components and 30 DOS afloat for sea components, if required.

Class VI.
Establishment of an AAFES retail operation will be determined by circumstances. CEAC,
in coordination with AAFES, will operate and provide management controls for such
operations, if established.

Class VII.
Major end items. CEAC will maintain strict serialized accountability per service
procedures. CEAC will forward requests for additional major end items to theater for
validation. Once the requirement is validated, theater will direct the appropriate
component to source and deliver the major end item.

Disposal
Care must be taken to ensure proper disposal of hazardous material and
waste. Disposal must be IAW with whichever legal standard (USG or foreign nation support)
is stricter. For non-serialized, un-repairable items such as tables, chairs,
shelves, etc. if shipping these items back to theater components is not cost-effective,
dispose locally IAW service procedures. CEAC should provide disposition instructions for
such items and maintain audit trail of items disposed of in this manner. For serialized
items and equipment, CEAC will seek disposition instructions from the providing service
component, through the lead service. If possible, EAC technicians will apply a condition
code to the item. The Defense Reutilization and Marketing Region (DRMR) will provide
specific disposal instructions. Nearest Defense Reutilization Office (DRMO) will be
utilized, if feasible. theater components will issue disposition and shipping
instructions, and use DD Form 1348-1 for transfer to DRMR. theater components must absorb
transportation costs.

Hazardous Material
Hazardous material, to include POL products, explosives and medical waste, will be
disposed of IAW DOD 4160.21-M. Use 4160.21-M for procedures on segregation, documentation,
marking, packaging, containerization and shipment manifests. Refer further requests for
technical guidance or assistance to the designated Executive Agent foreign nation support
laws must be complied with at all times in this area. CEAC is responsible for ensuring
strict adherence to proper procedures

Mortuary Affairs.
A Lead Service will be designated as Executive Agent for mortuary affairs by theater or
the CINC. Unless approved by theater or the CINC, temporary internment will not be used
for human remains. CEAC will prepare and evacuate remains as rapidly as possible IAW
procedures provided by the Executive Agent. Support required from other components will be
tasked by the Executive Agent IAW theater or the CINC Directive.

General Service Support.
Lead Service will provide service support not identified above (i.e. bakery, laundry,
textile repair, sanitation, showers, etc.) using US unilateral contracts for the required
services. If locally negotiated contracts cannot satisfy these requirements, CEAC will
forward requests for services to theater or the CINC for validation and sourcing. Where
applicable, UN logistics system will be used to provide these troop services.

Base Operating Support
Lead component service will be the executive agency for all base support
opeerations required by the EAC headquarters. This support does not extend to
service specific facilities ie., airfields, occupied soley by one specific service.
