Sea Lines Of Communication.

When possible, and as soon as Sea Lines of Communication (SLOC) are established, resupply will be by surface transport.

Air Lines Of Communication

Strategic and theater assigned airlift will provide initial sustainment. Class VIII, (A and B) medical resupply, perishable/ shortlife commodities, blood, mail and critical class IX repair parts will also be considered for airlift when feasible. Container shipments reception and onward movement capabilities (container handling equipment) must be considered prior to their use.  All strategic, operational, and theater/ tactical airlift will be directed /coordinated by the USCINCTRANS Director of Mobility Forces (DIRMOBFOR).

JOPES

Use of JOPES for operational deployment/sustainment is directed. Coordinate requirements via JOPES teleconference, if available. theater will validate all requirements. Global Command and Control System (GCCS) capability must be included at the EAC. CEAC will exercise LDAL over surface transportation assigned to the EAC in the operational area, to include mode operations and terminal operating units and equipment.

Movement Programs.

CEAC will develop movement programs that assure movement requirements can be supported by assigned transportation assets. CEAC is responsible for highway regulation in the assigned area of operations. Highway regulation will be exercised in conjunction with the host nation and/or allied nations as applicable.

Joint Movement Center.

CEAC should establish a EAC Joint Movement Center (JMC) to fulfill joint movement control responsibilities for the EAC IAW Joint Pub 4-01.3. The EAC JMC is the primary conduit for coordinating strategic/theater airlift with theater, J4, Joint Movement Center, and providing intransit visibility of movements. CEAC must ensure deployment of ITV systems such as Global Decision Support System (GDSS) and systems resident on GCCS.

Foreign Nation Support.

If Foreign Nation Support (FNS) transportation agreements are anticipated or required, CEAC will forward requests to theater J4-IDM. Once requirement is validated, theater will initiate action with the host government.
