The Navy’s transformation strategy for the 21st century ultimately depends upon our people — men and women in uniform and in the Civil Service — who will translate the service’s vision into reality. They understand that the Navy-Marine Corps Team is in the midst of far-reaching revolutions in military and business affairs that have already fundamentally changed the way the Naval Services identify operational requirements, conduct critical research and development, acquire and maintain systems, and carry out operations in support of the nation’s security and military strategies. They recognize that rapid acceleration of new and improved technologies and continually evolving threats to U.S. interests will continue to be the defining characteristic of this era of change. These trends and dynamics will have a dramatic effect on the Navy’s systems, weapons, and platforms. For these reasons, the Navy’s people are taking the lead in the technological, operational, institutional, and cultural revolutions that will ensure operational primacy is sustained.
