1. General Guidance

P,N a. Tactical Mission Planning

(1) The following procedures will be accomplished for all wing airdrop missions. Any deviation must be requested by the mission commander or chief of 305 OSS/OSK, and be approved by the 305 OG/CC or CD. Deviations for the 514 OG will be approved by the 514 OG/CC and briefed to 305 OSS/OSK.

(a) Squadron operations officers will identify the mission commander to 305 OSS/OSK NLT ten days prior to mission departures. Mission commander will use the 305 AMW Mission Commander's Guide. Identified mission commanders will be available a minimum of five working days prior to departure.

(b) FOR OFF STATION JA/ATT MISSIONS: Squadron operations officers will identify the lead aircraft commander and navigator to 305 OSS/OSK NLT five days prior to aircrew mission planning time. FOR LOCAL TRAINING MISSIONS: The lead pilot and navigator will be identified one day prior to mission planning.

(c) Initial planning and coordination will be completed by the 305 OSS/OSO designated tactics planner 36 hours prior to aircrew mission planning time. This will include publishing an initial frag order. Planning material will be ordered and provided by 305 OSS/OSK tactics offices.

(d) The final frag order will be transmitted by 305 OSS/OSO by COB of the last duty day before aircrew mission planning commences.

(e) FOR JA/ATT MISSIONS: The mission commander, lead aircraft commander, and navigator will preplan NLT one day prior to formal mission planning. If at all possible, the deputy lead navigator will be available to assist lead with both mission planning and briefing preparation. In the event lead crew member(s) is/are not available, the deputy lead crew member(s) will assume responsibility. The mission planning time for off-station JA/ATT missions will be 0900L the duty day prior, or as published in frag order.

# (f) An appropriate mission planning time will be established on the final frag order one day prior to formal mission planning. Mission planning time will be 0900L for AM sorties and 1300L for PM sorties. At aircrew mission planning time, the mission commander, lead aircraft commander, and/or lead navigator will present a concept briefing to participating aircrews. Detailed aircrew planning and route study will then be accomplished. All pilots and navigators are required to participate in mission planning prior to entering 12 hour predeparture crewrest unless excused by 305 OG/CC. All pilots and navigators will be present until all mission planning activities are complete and excused by the lead aircraft commander and navigator. The mission commander or lead pilot will review all planning activities to ensure proper completion.

(g) The formal mission briefing will be prepared by the lead crew or by individuals designated by the mission commander. The lead aircraft commander and lead navigator will brief all items IAW the tactical mission briefing guide in AMCP 55-25. The formal written scripted briefing guide and power point slide show provided by 305 OSS/OSK will be used for all Pope JA/ATTS and McGuire locals, unless waived by the 305 OG/CC or CD.

(h) The formal mission briefing will be scheduled to allow all crews sufficient time for in-depth study and specialist coordination. The lead navigator will confirm all CARP computations and DZ information during the navigator specialist briefing.

(i) When planning random routes, consult latest FLIP products to check for Restricted Areas or No Fly Zones. TPC's and JOG's may not accurately reflect these areas, and require cross checks against VFR Sectional Charts or FLIP Low Charts.

# (j) For every tactical mission, the navigator and pilot performing copilot duties will prepare a tactical chart for the low-level portion of the mission. (JOGs [when available] are required to be used from the IP inbound.) All pilots and navigators will have original charts they have personally prepared for all local tactical mission evaluations. New student co-pilots will draw a chart for each mission until completion of initial airdrop eval (exception: McGuire locals). Lead crew will ensure a master chart is available at mission planning. As a minimum, the charts will be annotated IAW AMCR 55-141, Chapter 21, para 21.37 the chart will contain the following information:

1. Chart number and edition.

2. Date of CHUM and CHUM Supplement.

3. Chart preparer's name, rank, and date.

(k) The lead crew will be responsible for fuel analysis; this may be delegated to other crew members in the formation.

(l) Pilots and navigators performing instructor and flight examiner duties require low-level charts.

(m) The mission commander or his designated representative will perform a review of the crew's mission and flight planning materials before departure to ensure all elements have been properly analyzed, and that the mission has been planned so as to ensure safe, successful mission completion. Aircraft commanders and mission commanders will not release crew members from mission planning until they are convinced that all planning is complete and the crew is totally prepared for the mission.

(n) Upon mission completion, aircraft commanders will ensure that low-level charts, flight plans, logs, and CARP forms are turned in to their squadron tactics office for disposition IAW squadron directives.

(o) Charts for local/routine-use areas may be covered with clear acetate. Local flight restrictions and CHUM data may be annotated prior to applying the acetate. CHUM data released after the acetate is applied should have permanent ink marking to avoid removal. Charts will be disposed of when they are worn or outdated. Local/routine-use areas are defined as McGuire and Pope.

ALL b. Checklist Procedures

(1) Accomplishment of the Combat Entry/Exit checklist on all airdrop missions is required by AMCR 55-141. The following checklist items may be simulated on training/JAATT missions only:

Crewmembers will ensure they know the requirements of AMCR 55-141 Ch 23 and when and how to

accomplish them.

(a) Engineers are not required to close the bleed valves during unpressurized flight. (Combat Entry Checklist, Item 5)

(b) Engineers may maintain normal fuel management procedures. (Combat Entry Checklist, Item 14)

(c) Observers do not have to position themselves at observation points. (Combat Entry Checklist, Item 16 and Loadmaster’s Checklist, Item 5)

(d) A helmet will be worn by all personnel mobile in the cargo compartment from the combat entry checklist to combat exit checklist. A helmet is not required to be worn when seated with seatbelt fastened. In all cases, the helmet will be worn IAW AMCR 55-141 Chapter24. (Auth: 305 OSS/OSK)

(2) For airdrop sorties in the local area (30 minutes flying time to low-level entry point) the After T/O Climb, Cruise, and Descent checklists may be deleted.

ALL c. Escorting Army Safeties

(1) IAW Pope AFB Instruction 13-101, Army safeties will be escorted to and from the aircraft by "Checkpoint" (APS) personnel wearing a red hat. If there isn’t an APS "red hat" at the aircraft to escort the Army safeties from the aircraft after a sortie, call command Post to notify APS. Under no circumstances will an Army safety be left on the aircraft or flightline, without an aircrew member present. An aircrew member may escort the Army safeties off the flightline, but the entry control point (ECP) must be used.

P,N,L d. High Velocity Container Airdrop Using 3/4-Inch Plywood Skidboards

(1) Air Force units are authorized to rig and airdrop high velocity CDS unilateral training loads (simulated loads where survivability is not an issue) weighing less than 1,601 pounds using 3/4-inch plywood. Units are further authorized to rig and airdrop these loads utilizing a minimum of two full layers of honeycomb.

(2) The above information will be incorporated into the Air Force Unilateral Training Load Manual T.O. 13C7-39-17 when it is released.

(3) This procedure has been coordinated through HQ AMC/DOTV, HQ ACC/DOTW, AFSOC/Tactics, Mr. George Moorachain, US Army Natick Research, Development, and Engineering Center (NRDEC) and MSgt Mark Heflin, Air Force Liaison, NRDEC.

P,N,L e. 26 Foot High Velocity Ring Slot Restrictions

(1) Effective immediately, all C-141 training airdrops using the 26 foot high velocity ring slot parachutes require approval from HQ AMC/DOT prior to use. This action is taken following a review of ballistic data currently published in AMCR 55-40. The published data fails reasonable parameters and these procedures will remain restricted until ballistics can be revalidated.

(1) The following sensitive wildlife areas will be avoided during all local (southern New Jersey) low-level flights by at least 0.5 NM or 1500 feet AGL. Annotate these on all local use low-level charts. Group Tactics will maintain these locations in the mission planning room and incorporate them into the McGuire Flimsy.

(2) Due to recent noise complaints north of Lakehurst, the escape procedures for Pudgy DZ are modified as follows: One minute after elements lead’s redlight for SKE drops or one minute after individual redlight for VFR drops, accelerate to 160 KCAS, turn right to 065 degrees true, and climb to 3000 feet or as assigned by ATC. Proceed to RBV122/14 DME fix, then follow published routing.

P,L g. Passengers on Tactical Flights

(1) Space-A passengers are allowed on any AMC flight, single-ship or formation that: (a) Is not airdropping on that sortie; (b) Does not contain hazardous materials IAW AFJMAN 24-204; (c) Is not classified in cargo or mission; (d) Is not prohibited by international agreement; and (e) On a SAAM, the user does not object to Space-A passengers. These procedures are IAW AMCI 24-101, Vol 14.

(2) The aircraft commander/loadmaster will report the number of seats available to Command Post. Passengers will be briefed by passenger service personnel and may refuse transportation on tactical missions due to the potential roughness of the flight at no loss to their order of priority for movement. 2. Low-Level Operations

P,N a. Operational Requirements:

(1) Any sustained flight below 1,000 ft AGL will be conducted on a random route or an environmentally surveyed military training route.

(2) All random routes must be submitted to 305 OSS/OSK or 514 OG/OGV at least one workday prior to flight to ensure compliance with AFI 11-206; AFI 13-213, AMCR 55-141, and local agreements and restrictions. Every attempt should be made to have a VFR Sectional Chart available for route review.

P,N,LM # 3. Jumpmaster Directed Airdrop Procedures (JMD)

JMD procedures are authorized only during military free fall (MFF) operations and approved static line operations.

  1. AF MAJCOM approval is required now for all static line JMD operations. Units will received approval notice through the mission tasking directive from AMC TACC/XOOMJj, i.e., JA/ATT Form 612R, tasking order, etc., that jumpmaster procedures are authorized for that particular mission. This approval should be passed on to the aircrews via the unit AMT or FRAG order. Follow AMCR 55-141 Ch 24 Jump Master Directed Airdrop Procedures.
  2. When JMD procedures are employed, the user accepts all responsibility for the accuracy of the drop,

plus any potential injuries/damage to equipment. (Auth: HQ AMC/DOT FCIF # 960903).

ALL 4. High Altitude Airdrop Missions

a. Loadmasters will report (with helmet) to life support for individually fitted oxygen masks for all halo missions scheduled to fly above 10,000 ft MSL.

b. For all airdrops at or above 18,000 ft, ALL crew members will report to life support for individually fitted oxygen masks.

c. Airdrop aircrew members need to report to Aircrew Life Support and be sized for oxygen masks for issue as required. Loadmasters will bring their helmets with them for fitting. Other crew members should bring their headsets so that they can be fitted with suspension devices. Crew members (other than loadmasters) will have the choice of suspension devices that attach to the headset, or the yellow rubber suspension device. When scheduled for a high altitude mission, each crew member will be required to check out his fitted oxygen mask from Aircrew Life Support and return masks upon mission completion.

d. HALO/HAHO Parachute Automatic Ripcord Activation Devices

WARNING: Do not fly or pressurize the cabin below automatic activation altitude after the activation devices have been armed.

(1) The automatic activation altitude will be coordinated during the aircraft commander's jumpmaster briefing. Ensure that the jumpers and the aircrew members are using the same definition; i.e., AGL, MSL, etc. The time at which the automatic activation devices are armed should also be coordinated.

(2) Going below the activation altitude with the devices armed, and jumpmaster or jumpers on the ramp, could cause injury or death if jumper(s) strike the aircraft or become entangled during an uncontrolled exit. (Authority: 305 OSS/OSK 1 Jan 95)

5. Airdrop/Miscellaneous Information

P,N a. Drop Zone Communication Procedures: Only minimum radio transmissions with the drop zone/CCT will be made on airdrop missions. Only information necessary to ensure safe mission accomplishment should be relayed; that is, authentication, range clearance, ATC advisories and weather, a call at six to ten minutes out to obtain surface and ballistic winds for VFR drops, and a call at a minimum of one or two minutes out for drop clearance and a final surface wind check.

b. Drift Down Information: For VFR formations, lead will pass the drift he/she will use over the drop zone upon reaching drop altitude, but NLT two minutes prior to the TOT. The entire formation should use this drift, even though minor discrepancies may exist. Large differences will be relayed to lead, who will make the final decision as to which drift reading to use.
