This document provides a notional concept of operation for WIN-T, the Army XXI communication network. The primary purpose of this document is to provide a notional architecture and concept of employment for WIN-T from which PM WIN-T can produce cost estimates. The Signal Center anticipates that contractors bidding this effort will exceed the capabilities identified herein.
