CHAPTER 1
INTRODUCTION
Airpower has become predominant, both as a deterrent to war, and - in the eventuality of war - as the devastating force to destroy an enemy's potential and fatally undermine his will to wage war.

1-1. The attached Twelfth Air Force (12AF) Air Force Forces (AFFOR) Air Operations Center (AOC) Standard Operating Procedure (SOP) documents procedures that have been developed and used by 12 AF. It expands information contained in 12 AF's AFFOR AOC CONOPS and other higher headquater AOC regulations.
1-2. This document captures the processes that take place in the normal course of employment of an AOC, and not necessarily actions that take place in the deliberate planning phase (Crisis Action System) which is dealt with by the 12 AF Battle Staff and focuses primarily in the organizing and deployment of forces for an operation. Please keep in mind these processes are not all-inclusive, and specific actions may be scenario driven. Though this document outlines AFFOR AOC standard operating procedures, portions of this SOP may be used during the crisis action phase of operations.
1-3. There are, however, overlapping areas of concern that will arise in certain situations which will require a review of these procedures. Additionally, we have found that each exercise or operation in which the AFFOR AOC participates requires us to adapt our procedures based on the scenario, level of operations, force structure, and command and control organization and architecture. The basic mission and functions of the AFFOR AOC do not change. However, the detailed procedures for carrying out our mission may require adjustments. Therefore, this SOP is established as a guide. Flexibility is necessary when implementing it.
