ANNEX E
Common Needs List
The information presented in this annex represents the complete list of needs used by ACC in the MPP process. These needs detail the generic shortfalls in mission capability. They are shown in a template format and include the need ID, Title, Description, Key Attributes, Quartile Rank. The Quartile Ranking of the needs indicate the relative importance of satisfying the needs without regard to individual platform or system; therefore, importance will vary by platform in individual mission areas. These needs are arranged into four groups, most important (Group 1) to least important (Group 4). It is important to note that this grouping is not the only factor which influences where ACC spends modernization dollars. For instance, it does not mean ACC plans to spend money only on solutions which satisfy Group 1 needs. ACC looks for cost effective solutions for all its needs. In fact, a solution to a Group 1 need may be too expensive even though it completely satisfies this need while an inexpensive solution to a Group 4 need may be funded. It is important to not eliminate a relatively inexpensive solution for a group 4 need. The bang (relative importance) for the buck (cost) ratio is the primary factor for funding recommendation.

Participant training and learning is multiplied by the ability to "re-run" the exercise in detail during the debrief. |

Realism and the effectiveness of training is greatly enhanced by filling the physical (not virtual) training area with realistic targets and threats. Does not include simulated (virtual) environments, which are covered by need R7 (Mission simulation capability). |

(U) (U) NEED TITLE: PREDICTIVE MODELING AND CAMPAIGN SIMULATION (U) DESCRIPTION: Need the capability to model conflict from strategic planning at the theater level to weapon flyouts at the engagement level. This will require improved campaign modeling tools and techniques. Does not include the ability to perform training missions in simulators. This capability is needed for the following activities: 1. LONG RANGE PLANNING: Includes Mission Area Analysis, Mission Needs Analysis, and Cost and Operational Effectiveness Analysis. 2. COURSE OF ACTION PLANNING: To rehearse, simulate, analyze broad level courses of action (COAs) by for quality, resource constraints, and bed-down decisions. Includes the need to support other services. 3. CAMPAIGN MODELING: Capability to rate, compare, and select plans (COAs) in great detail by "playing" the plan against predicted RED strategy, resource use, time constraints, selected ROE, etc. This capability allows the planner to "fly the plan" before completion. 4. ENGAGEMENT MODELS: Quickly model and simulate execution--to fly the plan/missions ahead of time in support of near-real time operational decisions. 5. WEAPON PERFORMANCE MODELS: Weapon flyout models (also air- to- and weapon terminal ballistics). 6. INFORMATION WARFARE MODELS: Need to model the effects of information warfare weapons and integrate their effect into planning and campaign models. Note: This need does not include the need for high fidelity platform simulators (i.e., F-15 simulator, F-16 simulator, AWACS controller simulator, etc.) which is covered in need R7. |

Includes a need to address simulation of information warfare weapon systems. This need concentrates on the need for platform simulators (i.e., F-15 simulator, B-2 simulator, AWACS control console simulator, etc.). Does not include "real-world" training on physical ranges. This need includes the need for a capability to rehearse missions in virtual reality format. We should be able to cooperatively fly a mission including all aircraft assigned to fly together in support of the single tasked target: weapon release platforms, air defense suppression assets, counterair platforms, and air control assets. This capability allows all players to rehearse a mission together, although they might be geographically separated. |

(U) (U) NEED TITLE: Ability to Employ Live Weapons Against Realistic Targets. (U) DESCRIPTION: We need the capability to evaluate the accuracy, lethality, and effectiveness of our weapons against realistic targets. To do this, we need t targets that better replicate threat size, signature, maneuverability (for moving targets) and countermeasures of our threats to improve weapon evaluation. We also require adequate instrumentation to determine weapon effectiveness and lethality. The term "live" includes more than just high explosive weapons. It includes inert missiles and inert laser-guided bombs--the expense of their "real-world" guidance packages make them "live" for training purposes. They are maneuvering weapons that can be evaluated in terms of guidance accuracy. This is an attempt to capture the WSEP and test aspects of shooting weapons against airborne targets (drones). Applies to air-to-ground test targets also. Will also apply to information weapons in the future. |

Includes but are not limited to: Nonmilitary fixed and mobile objects on land, sea, and air which are of military or economic interest. C2 structures, communication links and nodes, people, mobility and logistic platforms, depots, and command centers, events which are of military, political, or economic interest Does not include the employment platforms need to detect, identify, and track air, space and surface targets. (U) (U) NEED TITLE: RAPID assessMENT OF PLAN STATUS (U) DESCRIPTION: We need an improved capability to assess the raw collected data from both US and coalition partners and filter it to create fused information useful to determine the success of warfighter plans. Battle Damage Information (BDI) is a key part of assessment of execution status. We must have the capability to obtain a visual status of BDI for targets that have been attacked and which are (in accordance with the plan) within a short time of being attacked. We must also be able to determine which targets have been attacked with no BDI results received or planned. The methodology should include a way to summarize this data into an overall visual status of plan execution. This status shows not only what has been done, but also how well it has been done and if the operation is going "according to plan". |

(U) (U) NEED TITLE: DISTRIBUTED, NETWORK-LIKE CAPABILITY TO ACCESS INFORMATION (U) DESCRIPTION: Capability to create, associate, access, and edit planning and command information at any time from multiple physically separated locations. Various groups of users (including users from Allied or Coalition Partner countries) need access to information that is cross-referenced for specific purposes. Possible types of information valuable to user groups include target data, rules of engagement, operations guidance, force readiness data, rationale for planning decisions, weather, supply status, et cetera. Different access permissions of information must be maintained to support users and protect data. One of the most critical shortfalls in information access capability is in readiness data. Commanders and planners require access to readiness information concerning all forces under their command even if the forces and the commander (and the command function) are physically located in different locations. |

(U) (U) NEED TITLE: JFACC-leveL CAMPAIGN BUILDER/ADJUSTER (U) DESCRIPTION: Need planning tools which help the JFACC plan where to place and how to employ forces based on the threat lay down and threat envelopes (based upon up-to-date strategic and tactical intelligence) and to evaluate the effectiveness of different campaign options. This is a comprehensive and deliberate theater planning capability which would help decision makers decide where to place units based on the threat, desired distance from base to operating areas, and mission requirements. Once force basing is decided, the tool would help decision makers determine the location combat air patrols (CAPs), air surveillance units, air refueling orbits, etc. using an automated system which crunches sensor coverage, platform ranges, and weapon ranges. This tool should also be able to task available types of intelligence, surveillance and reconnaissance assets (considering availability, restrictions/constraints to their use and the ability to collect the desired information) so that pre strike and post strike recce can be integrated into the campaign plan. The tool would also help build notional air tasking orders (ATOs) and test different courses of action to determine which ATO option would be most effective in achieving military objectives. |

This results in an improved capability to make near real-time, parallel, execution adjustments and to communicate information and instructions to forces before a fleeting opportunity is lost. Similar to the JFACC planning tool described in MP1, but optimized for use during the execution where the same strategy and planning decisions must be made in minutes or seconds. Currently, air execution orders are passed from decision makers in the Air Operations Center (AOC) to units in the form of a daily Air Tasking Order (ATO). The Air Tasking Order is the result of deliberate planning at the JFACC level and it directs subordinate units to begin planning for their assigned tasks on the next day. The ATO tells units what tasks they are to perform, when, and with what resources during the next 24 hours. The tactical situation often changes--new targets are detected, targets move, higher priorities emerge, and higher priority targets must be retargeted if they were missed on a previous mission. We could greatly improve the effectiveness of our air assets if we could continuously produce a "dynamic" air tasking order which included the highest priorities as of the moment the orders were issued to lower units. |

(U) NEED TITLE: REDUCE THERMAL BURDEN (U) DESCRIPTION: Need to reduce the thermal burden on personnel. The physiologic stresses associated with the increased thermal burden degrade operator physical and cognitive performance (i.e., decreases aircrews G-tolerance and negatively impact the aircrew's cognitive functioning with a concomitant degradation in SA maintenance). Weather extremes and chemical warfare gear also create thermal burdens which degrade the capability of ground personnel to perform their duties. The net result is a measurable degradation in performance. Need to provide protection from these thermal stresses which are associated with both the operational environment of the weapon system as well as the micro-environment created by the equipment/clothing worn on the bodies of personnel. Maintain optimum operator core body temperature associated with maximum performance in the weapon system; or the optimum core body temperatures associated with acceptable performance of ground duties. |

(U) NEED TITLE: REDUCE OPERATOR FATIGUE (U) DESCRIPTION: Need to counter the onset and effects of operator fatigue. Need to enable operators to overcome fatigue induced physiologic limitations that prevent full exploitation of weapon system performance capabilities. Instead, this specifically addresses issues associated with chronic cumulative fatigue; this is fatigue associated with prolonged duration/sustained operations without opportunity for adequate rest, either as a single extended episode (i.e., working days of greater than 12 hours duration) or occurring over a protracted time period (long workdays daily every day for weeks in a row). Typically, this is a fatigue which requires more than a single typical rest period (i.e., 8 hrs sleep) to resolve, and can involve cumulative effects of chronic sleep deprivation. This also includes fatigue resulting from circadian dysrythmia where personnel have to immediately function on a schedule contrary to their physiologic sleep-rest cycle (i.e., compelled to work when their body "expects" to sleep, and sleep when their body is prepared to work). It takes several days before physiologic readjustment to the new time zone occurs, during which time they experience a form of sleep deprivation fatigue. |
