CINFO0001 - Monitor and React to Computer Network Attack

DESCRIPTION: Security management mechanisms include developing or procuring COTS/GOTS hardware/software technologies for intrusion detection, recovery and intruder deterrence. These technologies will include expert systems, state transition analysis, enhanced keystroke monitoring techniques, and predictive modeling and analysis.

JUSTIFICATION: Intrusion detection technologies will provide detection, within seconds, of an adversary’s coordinated penetration or manipulation of an information infrastructure. Heuristic or knowledge-based intrusion detection methods and analysis technology is required to provide the capability to scale to regional or local base systems, adapt to emerging network technologies, reduce data analysis efforts, reduce error rates and provide an automated response.

Development of an automated recover tool is needed to minimize the impacts of IW attacks. Defensive battle management technologies will provide the Information Protect (IP) tools and processes that permit effective control of the IW battlefront involving friendly Command, Control, Communication, Computers, and Intelligence (C4I) systems to facilitate BDA.

CINFO0002 - Defense Against Computer Network Attack

DESCRIPTION: Security protection mechanisms developed from COTS/GOTS hardware/software technologies for the boundary protection, internal control, access, encryption/authentication and risk management. Additional solutions would include development of secure trusted communications switching systems, wide area network (WAN) multilevel security (MLS) distributed processing capability, and secure database management systems.

JUSTIFICATION: Long term development of C4I systems incorporating intelligent secure operating systems (ISOS) will allow an inherent high level of internal assurance against IW exploitation. This ISOS would have protection mechanisms automatically enforcing security policy mechanisms and actively detecting and excluding IW intrusions.

CINFO003 - Command and Control Warfare (C2W) Analysis and Targeting Tool

DESCRIPTION: This analysis and targeting tool will be used to assist in optimizing CI assets for a specific operational mission event. It will include an end-to-end modeling of Integrated Air Defense Systems (IADS) processes including detection/sensors, tracking, communications, decision making, engagement, and identification. Three key algorithms will be developed for this project. These algorithms will characterize an adversaries acoustic detection capability, visual detection capability and IADS decision making process.

JUSTIFICATION: By modeling IADS processes in detail and understanding how those processes function together, a complete knowledge of the enemy’s IADS can be achieved. With this knowledge of an adversaries IADS, allocation and employment of limited CI assets can be optimized. Without knowing the critical nodes/components of an IADS, CI assets may have little or no affect on the IADS.

CINFO0004 - Flexible Guard Architecture

DESCRIPTION: This concept allows for electronic transfer of releasable U.S. intelligence information to Joint/Allied/Coalition in a secure and timely manner. In addition it will provide communication security measures and SCI security management techniques to assist in the information releasability process and procedures and provide a secure standard interface for transfer of multi-level Mission Planning System information to the aircraft and weapon system.

JUSTIFICATION: Currently there is limited capability to electronically transfer releasable US intelligence information to Joint, Allied, or Coalition forces.

CINFO0005 - BDA of Information Systems

DESCRIPTION: This concept addresses the current limited capability to perform IW and Counter Information (CI) battle damage assessment (BDA) of electronic systems and to protect our own systems against directed energy weapons.

JUSTIFICATION: This concept develops the technology to determine levels of damage of an adversary’s electronics by the passive monitoring or active interrogation of these systems. Based on exploitable failure mechanisms and exploitable emissions, the amount of damage or degradation can be assessed. Identified vulnerabilities will also be used as a starting point for to assess friendly systems' vulnerabilities and to propose protective mechanisms.

ISSUES: Delivery schedule is notional at this time based on best estimate of availbility of first engineering test units.

CINFO0006 - Information Attack Weapons

DESCRIPTION: This concept will develop a set of Information Operations (IO) tools. Specifics are classified.

JUSTIFICATION: Supports nonlethal information operational capability, and gives US forces a tremendous advantage against potential opponents.

ISSUES: 3400 requirements are TBD. Delivery schedule is soft and requires further definition as this program matures. Estimates are based on best judgement of engineers and program managers who have developed similar systems.

CINFO008 - Information Operations Planning Tool

DESCRIPTION: The IOPT will be utilized by Information Operations (IO) planners, analysts, and operators to provide an improved capability to develop, manage, and execute control over IO plans and campaigns in direct support of CINC’s IO objectives. IOPT functionality will allow for deconfliction and synchronization of IO activities in time, space, and purpose. The IOPT will provide the capability to develop courses of action and target set recommendations using enhanced IO situational awareness, collaborative IO capabilities, and modeling based analysis. The tool set will consist of computer hardware, software, and a database to assist in the optimization of IO means against targets across all pillars of IO with the goal of maximizing effectiveness against an enemy’s information, information processes, or information systems.

JUSTIFICATION: Development and fielding of the IOPT is in direct response to documented deficiencies in the Counterinformation Mission Area Plan (CI MAP), AIA Mission Need Statements, JROCM 169-96, and the 609th IWS CONOPS. The IOPT concept was validated by the AFROC, the JROC, and the JWCA process as a part of the FY97 Advanced Concept Technology Demonstration (ACTD) approval process. The IOPT will fill current voids in IO planning and analysis capabilities.

PROGRAM ELEMENT: TBD - Draft work ongoing at SAF/AQII, to include concept draft of a new supporting PMD.

ISSUES: Level of interest in the IOPT ACTD from the joint community and other services is very high and the possibility of a joint funding should be considered. FY00 POM is essential to transition the IOPT ACTD into a production system and replace ACTD residuals.
