Rescue Systems
DESCRIPTION:
Procure 65 (estimate) CV-22 tilt-rotor aircraft to replace AF’s 107 HH-60G and 33 HC-130N/P Combat Search and Rescue (CSAR) aircraft.JUSTIFICATION: HH-60G is rapidly approaching its flying hour service life limit. Consequently, CAF will soon require either a service life extension program (SLEP) for HH-60G or procurement of a replacement aircraft for conducting CSAR operations. Furthermore, HC-130N/P is also approaching its service life limit for the aircraft’s center wing box structure. Therefore, CAF will also require a service life extension program (SLEP) for the HC-130N/P or procurement of a replacement aircraft for conducting search operations and aerial refueling of CSAR HH-60G aircraft. Studies are ongoing to determine optimum solutions for CAF.

ISSUES: HH-60G System Program Office (WR-ALC/LU) is assessing whether HH-60G’s service life limit is 8,000 flight hours, IAW the Army specification for the H-60 airframe, or actually closer to 7,000 flight hours based upon AF configuration and operating gross weights of the HH-60G. Depending on the assessment results, HH-60G aircraft (1981 models) will begin reaching their service life limit as early as FY00, if service life limit is determined to be 7,000 flight hours. Otherwise, if the limit is determined to be 8,000 flight hours, 1981 model HH-60G aircraft will begin reaching their service life limit in FY03.

RESC006 - Upgraded Communication, Navigation/Integrated Electronic Warfare (UCN/IEW) Program
DESCRIPTION: Provides the HH-60G aircraft with the following essential capabilities:Very High Frequency (VHF) radio with Single Channel Ground to Air System (SINCGARS) transmission capability and controllable by both pilots’ Control Display Units (CDU) via the MIL-STD-1553B databus (1553 bus).
- Ultra High Frequency (UHF) radio with Maritime Band, Satellite Communications (SATCOM), SINCGARS, HAVE QUICK transmission capabilities; embedded Demand Assigned Multiple Access (DAMA) modem; Advanced Narrowband Digital Voice Terminal (ANDVT) secure voice; and controllable by both pilots’ CDU via the 1553 bus.
- Missile Warning System (MWS) capability.
- Radar Warning Receiver (RWR) capability.
- Countermeasures Dispensing System (CMDS) that provides both chaff and flare dispensing capability.
- Electronic Warfare Management System (EWMS) that controls MWS, RWR, and CMDS and provides manual, semi-automatic, and automatic dispensing of chaff and flares; and provides advanced threat recognition capability.
JUSTIFICATION:
HH-60G currently has extremely limited interoperable/beyond line-of-sight communication and self protection capability. UCN/IEW program will allow HH-60G to communicate with all necessary CSAR agencies via upgraded communication systems such as ARC-222 VHF radio and ARC-210 multiband UHF radio. These upgraded communication systems will be fully integrated onto the Mil-Std-1553 databus and controlled by the pilots’ Navigation System Control Display Unit (CDU). UCN/IEW program also allows HH-60G to conduct CSAR operations in up to a medium threat environment via upgraded IEW systems such as ALR-69 RWR, AAR-47 MWS, and ALE-47 chaff/flare countermeasures dispensing system. These IEW systems will be fully integrated an controlled by an Electronic Warfare Management System (EWMS). The UCN/IEW systems also contribute to reduced pilot workload/task saturation via systems integration and centralized control.PROGRAM ELEMENT: 27224F
ISSUES: Funding needs to be moved to the left from current budget in order to streamline funding and make it a more executable program. This is in concurrence with the HH-60G SPO and Air Staff PEM. UCN/IEW is one of only two currently funded programs for the HH-60G beyond FY00. Furthermore, this program is absolutely essential to the aircraft for enhancing its capability to communicate with all necessary agencies and surviving in up to a medium threat environment, when prosecuting rescue missions of downed aircrew members/survivors.

RESC009 - Improved Flight Control System
DESCRIPTION:
Provides HH-60G aircraft with a coupled flight and hover hold system. System will provide HH-60G with coupled autopilot, approach, and hover hold functions. Supports night over water hoist operations.JUSTIFICATION: HH-60G has a limited capability to conduct night over water rescue hoist recoveries, during low illumination conditions, due to limited visual references, loss of depth perception, and reduced visual acuity. This program will resolve this deficiency and provide the HH-60G with the capability to conduct night over water rescue hoist recoveries without a visual horizon and in 0’ ceiling / 0 mile visibility conditions.

RESC012 - Helicopter Engine IR/RF Suppression
DESCRIPTION: Provides HH-60G aircraft with capability (e.g., new materials and application techniques) to suppress engine IR and RF emissions for reducing aircraft’s IR/RF signature.
JUSTIFICATION: This program helps resolve HH-60G’s limited ability to conduct CSAR operations in certain threat environments due to high acoustic, visual, IR, and RF signatures which make the aircraft susceptible to detection by enemy threat systems.

RESC013 - AN/ALQ-16 Forward Looking Infrared (FLIR)
DESCRIPTION: All HH-60G aircraft are currently equipped with Group A kits for the AAQ-16 FLIR system. However, only 58 Group B kits have been procured for the CAF thus far. Procurement of an additional 41 Group B kits (plus two spares) is still required.
JUSTIFICATION: HH-60G aircraft require FLIR systems for obstacle/terrain avoidance during limited ambient light or adverse weather conditions. Additionally, FLIR is required for HH-60G hover cues during rescue hoist/insertion operations and for visual horizon reference during limited illumination conditions for night over water hoist operations.

ISSUES: This is one of only two funded programs for the HH-60G beyond FY00. However, current programmed funding for this effort is not available until FY04 and FY05. The current programmed funding is late to need. Funding is required beginning in FY00 in order to expeditiously complete purchase of these essential FLIR systems for the HH-60G. By advancing this program to FY00, FLIR capability will be available to all CAF aircraft four to five years earlier than currently programmed.

DESCRIPTION: Provides HH-60G aircrews with a light weight, low profile, helmet mounted NVG that has a wide field of view (100 degrees wide by 40 degrees vertical), improved resolution, and potential to couple with a heads-up display (HUD).
JUSTIFICATION: HH-60G aircrews require NVGs during various adverse weather/night conditions involving low level/terrain avoidance operations, over water rescue hoist operations, locating the survivor, and for improved situational awareness during Search and Rescue Task Force (SARTF) operations.

System employs a blend of conventional and artificial intelligence processing techniques aimed at capitalizing on the availability of information on the digital battlefield in conjunction with the capabilities of on-board systems for reaping unprecedented benefits in mission effectiveness.

RESC017 - T700-701C Engine Retrofit
DESCRIPTION: Replaces HH-60G -700 engines with -701C engines. 24 active duty HH-60G aircraft still require this upgrade.
JUSTIFICATION: This upgrade is essential to HH-60G for improving aircraft performance during high altitude operations or in conditions where the density of the air is low (e.g., high temperature desert areas such as in Southwest Asia). Currently, the HH-60G cannot recover survivors at certain pressure altitudes due to limitations of the aircraft’s -700 engines.

DESCRIPTION: Provides SLEP for 99 HH-60G "Pave Hawk" CSAR aircraft.
JUSTIFICATION: HH-60G aircraft are rapidly approaching their 8,000 flight hour service life limit. However, ongoing analysis may prove the service life limit is actually closer to 7,000 hours. If current analysis efforts indicate the HH-60G’s service life limit is closer to 7,000 flight hours, the first HH-60Gs will reach the 7,000 flight hour limit as early as FY00. Otherwise, they will reach the 8,000 service life limit in FY03.

RESC040 - Night Vision Imaging System (NVIS)
DESCRIPTION: Provides HC-130N/P CSAR aircraft with internal and external lighting that is compatible with current/future Night Vision Goggles (NVG).
JUSTIFICATION: HC-130N/P aircraft do not currently have NVG compatible cockpit lighting. Crews are forced to use "work-around" procedures, such as positioning chemical light sticks at various locations in the cockpit, in order to use their NVGs. Use of the chemical light sticks result in less than optimum lighting conditions for conducting NVG operations.

DESCRIPTION: Provides HH-60G and HC-130N/P CSAR aircraft with threat warning / countermeasures system which counters existing and advanced IR seekers in surface-to-air, air-to-air, and short to long range missiles. System provides integrated missile warning and countermeasures assessment/selection.
JUSTIFICATION: HH-60G has limited self protection capability. HH-60G self protection capability is currently limited to an ALR-39 radar warning receiver (RWR), an ALQ-144 IRCM system, and a manual 30-shot chaff dispenser. HC-130N/P currently has no self protection capability.

DESCRIPTION: Provides HH-60G aircraft with a reduced signature OAS system which utilizes low power millimeter wave radar for detecting obstacles and terrain in aircraft’s flight path.
JUSTIFICATION: CSAR mission requires HH-60G aircraft to operate at extremely low altitudes which place the aircraft in the path of various man-made obstacles (towers, wires, etc.) and/or natural obstacles (trees, high terrain, etc.).

DESCRIPTION: Provides HH-60G CSAR aircraft with an infrared/millimeter wave- based sensor (helmet mounted) that provides external visual cues during daylight and/or low visibility conditions.
