MOSCOW—The Russian government denied newspaper reports yesterday that it had agreed to sell China two nuclear submarines capable of carrying ballistic missiles amid worsening relations between Beijing and Taipei.

"No talks are being held or could be held on the delivery of nuclear submarines to China," a foreign ministry official told Agence France-Presse. "This is absolutely untrue," he said.
