THE VOICE OF AMERICA PRESENTS DIFFERING POINTS OF VIEW ON A WIDE VARIETY OF ISSUES. NEXT, AN EDITORIAL EXPRESSING THE POLICIES OF THE UNITED STATES GOVERNMENT.

VOICE:

NORTH KOREA HAS EXPRESSED "DEEP REGRET" FOR ITS INCURSION INTO SOUTH KOREA MORE THAN THREE MONTHS AGO. ON SEPTEMBER 18TH, A NORTH KOREAN SUBMARINE RAN AGROUND OFF THE EASTERN COAST OF SOUTH KOREA. THE ARMED CREWMEN WENT ASHORE, TOUCHING OFF AN EXTENSIVE MANHUNT BY SOUTH KOREAN FORCES. TWENTY-FOUR OF THE CREWMEN WERE KILLED OR FOUND DEAD. ONE WAS CAPTURED AND ANOTHER HAS EVADED CAPTURE.

IN A MESSAGE BROADCAST OVER NORTH KOREAN RADIO ON DECEMBER 29TH, THE NORTH KOREAN REGIME PROMISED TO "MAKE EFFORTS TO ENSURE THAT SUCH AN INCIDENT WILL NOT RECUR AND. . .WORK WITH OTHERS FOR DURABLE PEACE AND STABILITY ON THE KOREAN PENINSULA." THE STATEMENT CLEARED THE WAY FOR AN INITIAL BRIEFING ON POSSIBLE PEACE TALKS AMONG NORTH AND SOUTH KOREA, THE UNITED STATES AND CHINA. AS SANDRA KRISTOFF, SPECIAL ASSISTANT TO PRESIDENT BILL CLINTON, SAID:

ACTUALITY #1 -- KRISTOFF (ACTUALITY IN AUDIO SERVICES) "THE NEGATIVE ATMOSPHERE THAT HAS HUNG OVER NOW FOR NEARLY TWO MONTHS HAS BEEN CLEARED AWAY. AND SO THERE IS A REAL POSSIBILITY NOW FOR MOVING FORWARD ON THE IDEAS THAT WE HAVE, THAT THE SOUTH HAS, AND INDEED, THE NORTH HAS. FOR MOVING THE FOUR-PARTY PROCESS FORWARD."

PRESIDENT CLINTON CALLED NORTH KOREA'S ACTION A "SIGNIFICANT DEVELOPMENT" WHICH HE HOPED WOULD "CONTRIBUTE TO THE REDUCTION OF TENSIONS ON THE KOREAN PENINSULA."
