From the State Department, V-O-A's Kyle King reports. TEXT: State Department officials say U-S and North Korean envoys will meet in Berlin from September 7th to September 11th. Officials say special envoy Charles Kartman will try to persuade North Korea to accept U-S proposals for improving relations with the international community. State Department spokesman James Foley says the subject of North Korea's missile program will also be discussed. /// FOLEY ACT /// We also intend to use the meeting with the DPRK to reiterate the concerns we have previously raised concerning the DPRK's missile program, including the question of another long range missile launch. /// END ACT /// The United States and its Asian allies are concerned that the development of any new long-range missile by North Korea will have a profoundly destabilizing effect on the region. Intelligence reports have suggested North Korea may be about to carry out a second test of such a missile. Last week a North Korean foreign ministry official said Pyongyang was ready to discuss the missile issue. U-S officials say they hope to use the talks in Berlin to stress the advantage to North Korea of improving ties with the United States and the International community.
