NUCLEAR TESTS CONDUCTED BY INDIA, AND HE IS CALLING ON THE INDIAN
GOVERNMENT TO SIGN THE COMPREHENSIVE TEST BAN TREATY.  V-O-A'S

TEXT: MR. CLINTON SAYS INDIA'S ACTIONS THREATEN THE STABILITY OF 
THE REGION AND CHALLENGE THE INTERNATIONAL CONSENSUS TO STOP THE 
PROLIFERATION OF WEAPONS OF MASS DESTRUCTION.

ARE SUBJECT TO A CUT OFF OF U-S CREDIT AND LOAN GUARANTEES.  IN 
ADDITION,  THE LAW BARS THE EXPORT OF ANY TECHNOLOGY THAT COULD 
BE USED FOR MILITARY PURPOSES.

'ASSESSING' WHETHER MR. CLINTON WILL GO AHEAD WITH PLANS TO VISIT
INDIA LATER THIS YEAR.
