TITLE=       EDITORIAL:  INDIA'S NUCLEAR WEAPONS TESTS

CONTENT=THIS IS THE ONLY EDITORIAL BEING RELEASED FOR BROADCAST 
MAY 16, 1998.

ANNCR:
THE VOICE OF AMERICA PRESENTS DIFFERING POINTS OF VIEW ON A WIDE 
VARIETY OF ISSUES.  NEXT, AN EDITORIAL EXPRESSING THE POLICIES OF
THE UNITED STATES GOVERNMENT.

VOICE:

    THIS PAST WEEK, INDIA CONDUCTED FIVE UNDERGROUND NUCLEAR 
WEAPONS TESTS.  IT WAS THE FIRST TIME THAT INDIA HAD CONDUCTED 
SUCH TESTS SINCE 1974.  INDIAN OFFICIALS SAID THE TESTS WERE 
NECESSARY FOR SECURITY REASONS.  THEY SAID THAT INDIA'S NEIGHBORS
INCLUDE CHINA, WHICH HAS LONG HAD NUCLEAR WEAPONS ITSELF, AND 
PAKISTAN, WHICH HAS BEEN AIDED BY CHINA IN ITS WEAPONS 
DEVELOPMENT PROGRAMS.

    IN THE VIEW OF THE UNITED STATES -- AND MANY OTHER COUNTRIES 
-- IT IS A MISTAKE FOR INDIA TO TEST NUCLEAR WEAPONS.  PRESIDENT 
BILL CLINTON SAID THE TESTS "CLEARLY CREATE A DANGEROUS NEW 
INSTABILITY IN THE REGION."  PRESIDENT CLINTON ALSO EXPRESSED THE
HOPE THAT INDIA WILL ADHERE, WITHOUT CONDITIONS, TO THE 
COMPREHENSIVE TEST BAN TREATY.

    BECAUSE OF THE NUCLEAR WEAPONS TESTS, PRESIDENT CLINTON HAS 
IMPOSED ECONOMIC SANCTIONS ON INDIA, AS REQUIRED BY U.S. LAW.  
THE LAW MANDATES A CUTOFF OF U.S. ASSISTANCE AND LOANS, EXCEPT 
FOR SHIPMENTS OF HUMANITARIAN SUPPLIES AND FOOD.  IT ALSO 
PROHIBITS MILITARY SALES AND THE EXPORT OF CERTAIN GOODS AND 
TECHNOLOGY.  AND IT REQUIRES THE U.S. TO OPPOSE LOANS TO INDIA BY
THE WORLD BANK AND OTHER INTERNATIONAL FINANCIAL AGENCIES.

    AS PRESIDENT CLINTON SAID IN A PHONE CALL TO PAKISTANI PRIME 
MINISTER NAWAZ SHARIF, THE U.S. IS URGING INDIA'S NEIGHBORS "NOT 
TO FOLLOW THE DANGEROUS PATH INDIA HAS TAKEN.  IT IS NOT 
NECESSARY TO RESPOND TO THIS IN KIND."  AS FOR INDIA, PRESIDENT 
CLINTON SAID HE HOPES ITS GOVERNMENT WILL TAKE A DIFFERENT COURSE
IN THE FUTURE.
