INTRO: THE GOVERNMENT OF INDIA SUNDAY ISSUED A STATEMENT CALLING 
ON ALL NUCLEAR-WEAPONS STATES TO NEGOTIATE A GLOBAL AGREEMENT 
GOVERNING NUCLEAR WEAPONS.  V-O-A'S JIM TEEPLE REPORTS FROM NEW 
DELHI, INDIA'S GOVERNMENT SAYS AGREEMENTS ALREADY IN PLACE COULD 
SERVE AS AN EXAMPLE FOR A PROPOSED NUCLEAR WEAPONS CONVENTION.  

TEXT:  A STATEMENT ISSUED BY INDIA'S FOREIGN MINISTRY SAYS 
NEGOTIATIONS TO CREATE A GLOBAL NUCLEAR WEAPONS CONVENTION SHOULD
START AS SOON AS POSSIBLE.

THE STATEMENT SAYS A GLOBAL AGREEMENT ON CONTROLLING NUCLEAR 
WEAPONS SHOULD BE NON-DISCRIMINATORY AND RESEMBLE THE BIOLOGICAL 
WEAPONS AND THE CHEMICAL WEAPONS CONVENTIONS -- TWO INTERNATIONAL
AGREEMENTS DESIGNED TO CONTROL THE SPREAD OF OTHER WEAPONS OF 
MASS DESTRUCTION.  

THE FOREIGN MINISTRY STATEMENT SAYS INDIA'S GOVERNMENT WILL 
CONTINUE ITS SELF-IMPOSED MORATORIUM ON FURTHER NUCLEAR TESTING. 
IT WAS PUT IN PLACE AFTER INDIA DETONATED FIVE NUCLEAR DEVICES 
MORE THAN TWO WEEKS AGO.  THE STATEMENT ALSO SAYS INDIA IS 
WILLING TO NEGOTIATE A BINDING MORATORIUM ON ALL FURTHER NUCLEAR
