TEXT: STATE DEPARTMENT SPOKESMAN JAMES RUBIN SAYS THE UNITED STATES HAS RAISED ITS CONCERNS WITH INDIA AND PAKISTAN AND IS URGING THEM NOT TO CARRY OUT MISSILE TESTS. /// RUBIN ACT /// WE HAVE URGED BOTH SIDES TO EXERCISE RESTRAINT AND TO AVOID INFLAMMATORY ACTIONS THAT WOULD HEIGHTEN TENSIONS AND FUEL A MISSILE ARMS RACE. /// END ACT /// REPORTS OF POSSIBLE MISSILE TESTS FIRST APPEARED IN REGIONAL NEWSPAPERS.
