SPECIFICALLY, THEY ARE URGING NEW DELHI TO ADHERE TO THE TEST BAN TREATY BY SEPTEMBER, STOP PRODUCTION OF FISSILE MATERIAL FOR NUCLEAR WEAPONS, AGREE TO RESTRAINTS ON THE DEPLOYMENT OF NUCLEAR-CAPABLE MISSILES, AND STRENGTHEN NUCLEAR EXPORT CONTROLS. WHITE HOUSE SPOKESMAN JOE LOCKHART SAYS THE CONCERNS ARE STANDING IN THE WAY OF BETTER BILATERAL RELATIONS -- A POINT, HE SAYS, MR. CLINTON UNDERSCORED IN HIS 10 MINUTE PHONE CONVERSATION WITH MR. VAJPAYEE. // LOCKHART ACTUALITY // HE SAID IT IS HIS BELIEF THAT AS THE TWO LARGEST DEMOCRACIES IN THIS WORLD, WE SHOULD HAVE A STRONG AND PRODUCTIVE RELATIONSHIP.
