11/25/91 HWHITE HOUSE REPORT, MONDAY, NOVEMBER 25 SH(Iraq) (260)

SU1NO CONFIRMATION OF SADDAM HUSSEIN REPORT

TAcknowledging that the United States still wants Saddam Hussein removed from power in Iraq, White House Press Secretary Marlin Fitzwater nonetheless declined to confirm a Washington Post story which stated a review of more "aggressive" efforts to achieve his ouster is under way.

According to the Post article, administration officials, "frustrated" that the Persian Gulf War ended with Saddam Hussein still in control in Baghdad and anticipating election year criticism, are reviewing proposals to force his removal, including providing support for Iraqi dissident movements.

Fitzwater told questioners he doesn't "think there is" an active effort under way to help Iraqi rebels; he would not say whether a review of such an effort has begun. The press secretary accompanied President Bush to Columbus, Ohio, where Bush spoke in support of the administration's education program; he responded to reporters' questions on the airport tarmac.

Fitzwater pointed out that the president "has often said we can't have normal relations with Iraq until Saddam is gone. So obviously our interests lie in that direction" -- of removing the Iraqi dictator from power.

"Our review of the Iraqi situation is continuing," Fitzwater said. "It's been going on since the war and our policy is full implementation of the United Nations resolutions."

Told that his replies left the impression that the Post story was accurate, Fitzwater reminded questioners that "there is no U.N. resolution that authorizes anything aimed at Saddam Hussein." NNNN
