TEXT: STATE DEPT. SPOKESMAN ON COALITION CONSULTATIONS ON IRAQ

(Coalition consulting in case Baghdad fails to comply) (330)

Washington -- State Department Spokesman James Rubin said March 2 that
"As part of an ongoing process of consultations, this morning State
Department officials met with representatives of the other countries
that plan to provide forces or other essential support to a military
coalition should future action to enforce Iraqi compliance with UN
Security Council Resolutions become necessary."

In a written statement, Rubin said that U.S. officials "emphasized the
importance of continued coalition preparations. The United States is
hopeful that the recent agreement between Secretary General Annan and
the Iraqi Government will provide full access to all sites in Iraq, as
was called for in Security Council Resolutions and agreed to by the
Iraqi Government in 1991.

"But as recent events have made clear, it is necessary that the
international community remain prepared to act forcefully if Baghdad
fails to comply with its commitments and obligations."

STATEMENT BY JAMES P. RUBIN, SPOKESMAN

COALITION CONSULTATIONS

As part of an ongoing process of consultations, this morning State
Department officials met with representatives of the other countries
that plan to provide forces or other essential support to a military
coalition should future action to enforce Iraqi compliance with UN
Security Council Resolutions become necessary. U.S. officials
emphasized the importance of continued coalition preparations. The
United States is hopeful that the recent agreement between Secretary
General Annan and the Iraqi Government will provide full access to all
sites in Iraq, as was called for in Security Council Resolutions and
agreed to by the Iraqi Government in 1991. But as recent events have
made clear, it is necessary that the international community remain
prepared to act forcefully if Baghdad fails to comply with its
commitments and obligations.
