INTRO:  U-S AMBASSADOR TO THE UNITED NATIONS BILL RICHARDSON HAS 
RULED OUT THE POSSIBILITY OF IMMEDIATELY LIFTING SANCTIONS 
AGAINST IRAQ.  AS WE HEAR FROM V-O-A'S MAX RUSTON AT THE UNITED 
NATIONS, MR. RICHARDSON MADE THE REMARKS TODAY (MONDAY) MID-WAY 
THROUGH A SECURITY COUNCIL MEETING HELD TO REVIEW THE SANCTIONS.

TEXT:  DURING A BREAK IN SECURITY COUNCIL DISCUSSIONS MR. 
RICHARDSON TOLD REPORTERS THAT THERE IS NO CHANCE OF AN IMMEDIATE
LIFTING OF SANCTIONS AGAINST IRAQ.  HE ALSO DISMISSED IRAQI 
STATEMENTS THAT A FAILURE TO LIFT SANCTIONS COULD LEAD TO A NEW 
CRISIS IN THE GULF.

         IRAQ ONCE AGAIN IS USING ITS BLUSTER TO THREATEN.  
         SANCTIONS ARE NOT GOING TO BE LIFTED.  BUT AT THE SAME 
         TIME ONE HAS TO ACKNOWLEDGE PROGRESS THAT HAS BEEN MADE.

MR. RICHARDSON SAYS PROGRESS HAS BEEN MADE IN THE AREAS OF 
OPENING PRESIDENTIAL AND SENSITIVE SITES TO U-N INSPECTION AND 
ISSUES CONCERNING IRAQ'S NUCLEAR WEAPONS PROGRAMS.  HE SAYS MORE 
INFORMATION IS NEEDED ON IRAQ'S CHEMICAL AND BIOLOGICAL WEAPONS 
PROGRAMS BEFORE REAL CONSIDERATION OF LIFTING SANCTIONS CAN
