THE U.S. SECRETARY OF STATE MADELIENE ALBRIGHT MEETS ISRAELI PRIME MINISTER BENJAMIN NAYANYAHU IN WASHINGTON IN A BID TO RESOLVE DIFFERENCES OVER ISRAELI TROOPS PULLBACK FROM THE WEST BANK.

ADDRESSING A NEWS CONFERENCE IN WASHINGTON SHE SAID THERE ARE SERIOUS OBSTACLES AND THE LEADERS OF THE REGION SHOULD ACT FAST BEFORE THE PEACE PROCESS COLLAPSES.

THE MUTED AND TENTATIVE RESPONSE OF THE MAJOR POWERS HAS FURTHER ENCOURAGED INDIA TO SHOW ITS TOTAL DEFIANCE. THE SOUTH ASIAN REGION HAS BEEN THROWN INTO TURMOIL AND ITS SECURITY HAS BEEN SEVERELY ENDANGERED. THE LATEST TESTS ARE PARTICULARLY PROVOCATIVE AS THEY ARE BY NATURE AIMED AT PERFECTION OF BATTLEFIELD TACTICAL WEAPONS THREATENING THE SECURITY OF INDIA'S IMMEDIATE NEIGHBOURS.

THE SPOKESMAN SAID PAKISTAN ONCE AGAIN REITERATES THAT IT WILL TAKE ALL MEASURES IN CONSONANCE WITH THE THREAT POSED TO PAKISTAN'S SECURITY AND THE NEED FOR THE PROTECTION OF OUR NATIONAL INTERESTS.

REPORTS JUST RECEIVED SAY PRESIDENT BILL CLINTON HAS SIGNED OFFICIAL PAPERS ALLOWING THE UNITED STATES TO IMPOSE SANCTIONS ON INDIA.

INDIA IS FACING WORLD CONDEMNATION AND ECONOMIC SANCTIONS OVER ITS NUCLEAR TESTS. U.S. PRESIDENT BILL CLINTON WHO IS IN BERLIN IS EXPECTED TO ANNOUNCE A SERIES OF STRINGENT ECONOMIC SANCTIONS AGAINST INDIA.

THE U.S. PRESIDENT WILL DISCUSS THE SERIOUSNESS OF THE INDIA NUCLEAR TESTS WITH GERMAN CHANCELLOR HELMUT KOHL IN BERLIN BEFORE MAKING THE ANNOUNCEMENT. THE SANCTIONS INCLUDE 140 MILLION DOLLAR DIRECT U.S. AID TO INDIA AND FREEZING OF MANY OTHER BUSINESSES.

THE U.S. DEFENCE DEPARTMENT HAS ALREADY IMPOSED SANCTIONS ON INDIA IN THE FIELD OF MILITARY TRAINING AND EDUCATION. GERMANY HAS ALSO CANCELLED THE OFFICIAL TALKS REGARDING BONN'S DEVELOPMENT AID FOR NEW DELHI IN A PROTEST AGAINST NUCLEAR TESTS.

JAPAN HAS DECIDED TO HALT GRANTS WORTH 3.5 BILLION YEN A YEAR TO INDIA AND CONSIDERING MORE ECONOMIC SANCTIONS. ADDRESSING THE PARLIAMENT IN TOKYO TODAY JAPANESE PRIME MINISTER RYUTARO HASHIMOTO SAID THAT INDIA HAS IGNORED JAPAN'S CALL FOR NUCLEAR TESTS TO BE PERMANENTLY STOPPED.

JAPAN HAS BEEN THE LARGEST AID DONOR TO INDIA UNDER ITS ANNUAL BILLION DOLLAR OFFICIAL DEVELOPMENT ASSISTANCE SINCE 1986. MEANWHILE DEMONSTRATIONS AT INDIA'S EMBASSY IN TOKYO ARE CONTINUING TO PROTEST AGAINST INDIAN NUCLEAR TESTS.

A GROUP PROTESTING SURVIVORS OF THE WORLD WAR-II NUCLEAR BOMBINGS OF HIROSHIMA AND NAGASAKI VOWED TO CONTINUE DEMONSTRATING UNTIL A GLOBAL TEST BAN IS REALISED. MALAYSIA DEPLORED THREE UNDERGROUND NUCLEAR TESTS BY INDIA AND URGED NEW DELHI TO IMMEDIATE CEASE ITS NUCLEAR DEVELOPMENT.

MALAYSIA FOREIGN MINISTRY'S STATEMENT SAID THE ACTION BY INDIA IS A SERIOUS SET BACK TO KEEPING THE REGION FREE OF NUCLEAR WEAPONS AND UNDERMINES THE EFFORTS OF INTERNATIONAL COMMUNITY TOWARDS ATTAINING A COMPLETE BAN ON NUCLEAR TESTING. THE U.N. SECURITY COUNCIL IS MEETING IN NEW YORK TODAY TO ADOPT A RESOLUTION TO CONDEMN THE INDIAN NUCLEAR TESTS. THE DRAFT RESOLUTION HAS BEEN PRESENTED BY SWEDISH AMBASSADOR TO THE SECURITY COUNCIL. INDIA HAS LAUNCHED INTENSE DIPLOMATIC INITIATIVES AFTER ITS NUCLEAR TESTS ANGERED THE INTERNATIONAL COMMUNITY. THE PRIME MINISTER ATAL BIHARI VAJPAI HAS WRITTEN TO ALL THE LEADERS OF THE GROUP OF SEVEN INDUSTRIALISED COUNTRIES AND RUSSIA TO EXPLAIN THE REASONS WHICH LED TO MONDAY'S TESTS. HOWEVER, INDIAN SHARE PRICES AT BOMBAY STOCK EXCHANGE HAVE FALLEN SHARPLY AFTER THE U.S. PRESIDENT'S DECISION TO IMPOSE TOUGH SACTIONS. WHILE BJP IS REJOICING THERE ARE STRONG OPPONENTS OF THE HINDU NATIONALISTS IN INDIA WHO DEPLORE THE NUCLEAR TESTS.

AS THE WORLDWIDE CONDEMNATION CONTINUES ON MONDAY'S NUCLEAR TESTS, INDIA TESTED TWO MORE ATOMIC DEVICES TODAY. BOTH TESTS WERE CONDUCTED IN THE NORTHERN DESERT CENTRE OF POKHRAN IN RAJISTHAN WHERE THEE NUCLEAR TESTS WERE CONDUCTED ON MONDAY.

INDIA HAS CONDUCTED TWO MORE UNDERGROUND NUCLEAR TESTS TODAY. INDIAN FOREIGN MINISTRY OFFICIAL SAID IN NEW DELHI THE TWO SUB-KILO TON TESTS WERE CONDUCTED AT POKHRAN IN THE DESERT STATE OF RAJISTHAN. THREE TESTS WERE CONDUCTED ON THE SAME SITE ON MONDAY. THE TWO TESTS WERE CONDUCTED AT 0651 GMT TODAY. THE MAGNITUDE OF MONDAY'S TESTS COULD REPRESENT 55 KILO TONS OF T&T, MORE THAN TWICE THE SIZE OF THE BOMB THAT DEVASTATED HIROSHIMA IN JAPAN IN 1945. THE AMERICAN A-BOMB WHICH DESTROYED HIROSHIMA AT THE END OF WORLD WAR-II REPRESENTED TWENTY KILO TONS.
