A U.S. HIGH LEVEL DELEGATION LED BY DEPUTY SECRETARY OF STATE STROBE TOLBART IS HAVING TALKS WITH THE FOREIGN MINISTER MR. GOHAR AYUB KHAN IN ISLAMABAD TODAY. THE DELEGATION IS HOLDING TALKS WITH PAKISTANI LEADERS ON THE SITUATION ARISING OUT OF THE FIVE NUCLEAR EXPLOSIONS BY INDIA. THE DELEGATION INCLUDES COMMANDER OF U.S. CENTRAL COMMAND, GENERAL ANTHONY ZENI AND THE DEPUTY SECRETARY OF STATE FOR SOUTH ASIAN AFFAIRS MR. CARL INTDERFURTH. THE DELEGATION ALSO INCLUDES PRESIDENT CLINTON'S SPECIAL AID AND A DIRECTOR OF THE NATIONAL SECURITY COUNCIL.

AND IN INDIA ITSELF, THE MAIN COMMUNIST PARTY HAS LEASHED OUT AT THE HINDU NATIONALIST GOVERNMENT FOR CARRYING OUT THE NUCLEAR TESTS AS AN ATTEMPT TO WHIP UP TENSION IN SOUTH ASIA. IN A HARSHLY WORDED ARTICLE IN ITS OFFICIAL ORGAN, THE PARTY SAID THAT THE GOVERNMENT WAS MOTIVATED BY CONCERNS OTHER THAN INDIA'S SECURITY. INDIA'S FORMER DEFENCE MINISTER MULLAYAM SINGH YADEV ACCUSED THE INDIAN PRIME MINISTER MR. ATAL BIHARI VAJPAI OF LEADING THE NATION TO A DANGEROUS SITUATION. MEANWHILE THE INDIAN PRIME MINISTER TODAY WARNED THAT INDIA WOULD NOT HESITATE TO UNLEASH NUCLEAR WEAPONS IF IT WAS ATTACKED.

UN SECURITY COUNCIL-CONDEMN THE UNITED NATIONS SECURITY COUNCIL HAS ADDED ITS VOICE TO THE CHORUS CONDEMNING INDIA FOR CONDUCTING A SERIES OF UNDERGROUND NUCLEAR TESTS. THE SECURITY COUNCIL CHAIRMAN IN A STATEMENT SAID SUCH TESTING IS CONTRARY TO THE DEFECT MORATORIUM ON TESTING OF NUCLEAR WEAPONS OR OTHER NUCLEAR EXPLOSIVE DEVICES. THE INDIAN ACT WAS ALSO CONTRARY TO GLOBAL EFFORTS TOWARDS NUCLEAR NON-PROLIFERATION AND NUCLEAR DISARMAMENT. U.S. AMBASSADOR MR. BILL RICHARDSON SAID IT WAS A CLEAR SIGN THAT THE INTERNATIONAL COMMUNITY IS OVERWHELMINGLY AGAINST INDIA'S ACTIONS.

PAKISTAN AMBASSADOR TO UNITED NATIONS DURING HIS MEETING WITH SECRETARY GENERAL KOFI ANNAN SAID : AND AT THE DISARMAMENT CONFERENCE IN GENEVA, CHINA AND PAKISTAN HAVE STRONGLY CRITICISED INDIA'S UNDERGROUND NUCLEAR BLASTS AT THE START OF U.N.-SPONSORED DISARMAMENT TALKS.

THE CHINESE AMBASSADOR MR. LI CHANG-HE SAID : PAKISTAN AMBASSADOR AT THE DISARMAMENT TALKS IN GENEVA MR. THE PRIME MINISTER HAS ASSIGNED THE RESPONSIBILITY OF FEDERAL MINISTERS TO MEET POLITICAL LEADERS INDIVIDUALLY WHICH HAS BEEN THE POLICY OF THE GOVERNMENT OF PRIME MINISTER NAWAZ SHARIF TO TAKE INTO CONFIDENCE NATIONAL POLITICAL LEADERS ON ISSUES OF VITAL NATIONAL IMPORTANCE, THE SOURCES SAID.
