INTRO: PAKISTAN'S FOREIGN MINISTER SAYS IT WOULD BE FUTILE TO
RESUME TALKS WITH INDIA IN THE WAKE OF ITS NUCLEAR TESTS. V-O-A
NEW DELHI CORRESPONDENT DOUGLAS BAKSHIAN REPORTS.

TEXT: GOHAR AYUB KHAN -- IN AN INTERVIEW WITH INDIA'S ZEE T-V --
SAYS NEW DELHI HAS DRAWN PAKISTAN INTO AN ARMS RACE. HE
DISMISSES STATEMENTS BY INDIA THAT SECURITY CONCERNS OVER CHINA
WERE A KEY FACTOR PROMPTING INDIA'S NUCLEAR TESTS. HE SAYS
INDIA'S PRITHVI MISSILE AND ITS WARPLANES ARE A THREAT TO
PAKISTAN, NOT TO CHINA.

ON THE QUESTION OF KASHMIR, MR. GOHAR AYUB SAYS HE TAKES VERY
SERIOUSLY A WARNING BY INDIA'S HOME MINISTER (LAL KRISHNA ADVANI)
THAT NEW DELHI WILL DEAL FIRMLY WITH MILITANCY IN KASHMIR. INDIA
ACCUSES PAKISTAN OF ARMING MILITANTS FIGHTING FOR KASHMIRI
INDEPENDENCE, PAKISTAN DENIES THIS.

MR. GOHAR AYUB SAYS TALKS WITH NEW DELHI WOULD BE A FUTILE
EXERCISE AT THE MOMENT. INDIAN PRIME MINISTER ATAL BEHARI
VAJPAYEE OFFERED TO RESUME TALKS WEDNESDAY, AFTER VISITING
INDIA'S NUCLEAR TEST SITE. (SIGNED)
